JAMMU, June 2: President, Pranab Mukherjee has issued the warrants of appointment for three High Court Judges of the State and a notification in this regard has been issued by the Union Ministry of Law and Justice.
The Notification No. K 13021/01/2016-US.II issued by Rajinder Kashyap, Joint Secretary of Union Ministry of Law and Justice says, “in exercise of powers conferred by Section 95 of the Constitution of Jammu and Kashmir, the President is pleased to appoint Sanjeev Kumar Shukla, Mahraj Krishan Hanjura and Sanjay Kumar Gupta to be Judges of Jammu and Kashmir High Court, with effect from the date they assume charge of their respective offices”.
“Copy of notification has also been sent to Governor, Chief Minister and Chief Justice of J&K High Court”, sources said adding, “State High Court authorities have also deputed Registrar Judicial to New Delhi to collect the official copy of warrants and notification and he will submit the same to Raj Bhavan tomorrow”.
“If Governor gives his consent, the oath ceremony is likely to take place on June 5 (Monday) and a formal decision will be taken by Raj Bhavan tomorrow morning”, sources informed.
EXCELSIOR had exclusively reported in its April 11, 2017 edition that Supreme Court collegium had recommended these three names to the Union Law Ministry for appointment as Judges of Jammu and Kashmir High Court. With these three appointments, the strength of High Court Judges would increase to 12 as presently there are only nine Judges including the Chief Justice.
The sanctioned strength of the J&K High Court is 17 Judges including Chief Justice, but presently there are only nine Judges. These included Justice R Sudhakar, Justice Mohammad Yaqoob Mir, Justice Alok Aradhe, Justice Ali Mohd Magrey, Justice Dhiraj Singh Thakur, Justice Tashi Rabstan, Justice Janak Raj Kotwal and Justice Bawa Singh Walia besides Chief Justice Badar Durrez Ahmed.
S K Shukla, a resident of village Nagrota Prehta of Basohli tehsil did LLB from Jammu University in 1988 and was enrolled as Advocate with J&K Bar Council in February 1989. He remained Govern-ment Advocate in High Court Srinagar Wing from 1992 to 1993 and 1994 to 1995 and worked as Government Advocate in Jammu wing for almost two years. He was sole standing counsel for JKSSB for almost six years. He has also represented almost all departments of State Government and PSUs.
M K Hanjura completed LLB (Hons) in the year 1979 and practiced law in the District Courts at Budgam up to the date of his appointment as a Munsiff on January 19, 1987. He was promoted as Sub-Judge in the year 2003. He worked as Special Judge Anti Corruption, Jammu Province, Chairman Sales Tax Tribunal J&K, Principal District and Sessions Judge Kathua during his tenure as District and Sessions Judge.
He decided the infamous case relating to Birpur Land Scandal and many others in his capacity as Special Judge Anti Corruption Jammu and Principal District and Session Judge, Kathua. He also worked in all the rungs of the Registry of the High Court of J&K and served twice as the Registrar General of the High Court of Jammu and Kashmir. He had the distinction of working as a Registrar in the Supreme Court of India for more than 3 years.
He was appointed as Member (Judicial) National Company Law Tribunal in the year 2016 and worked as such for six months. He resigned from this post on February 20, 2017 and assumed the charge of the office of the Food Safety Appellate Tribunal, Jammu on February 21, 2017 since when he has been working as such.
Sanjay Gupta presently posted as Principal District and Sessions Judge Jammu did LLB from Jammu University and was selected as direct recruit in higher judicial service as District and Sessions Judge in 2004 and joined as Additional District Judge Doda. He has served in all District and Session Courts of Jammu and also remained posted as 3rd and 4th Additional District and Sessions Judge Srinagar. He also remained Judicial Member Special Tribunal, One Man Forest Tribunal, Principal District and Session Judge, Leh and Principal Session Judge Rajouri.
