Present scenario in J&K

After abbrogation of Article 370 and 35A on 5th August 2019 there has been tremendous advancement in control of turmoil in Kashmir Valley. A great section of people who were devoid of basic fundamental rights, bestowed in constitution of India had a sigh of relief. But by the passage of time the advantages started to dwindle and hope of normalizing the situation with resettlement of Kashmiri Pandits seems to be fading with passage of time, if further firm actions are not taken. A few days ago, Kashmiri Hindu Rahul Bhatt was killed in his office. In recent past on 17th May in another happening a pillion rider wearing a Burqa dropped a grenade inside the wine shop through a porthole window. Explosion of grenade in the shop caused casuality by killing of one Ranjit Singh from Rajouri district and two from Billawar in Kathua and one from Rajouri itself, injured seriously. The culprits tasked by Pakistan fled away on the bike. These incidents have invalidated the efforts of resettlement of uprooted minority community of Jammu and Kashmir. The victims of this type of terrorism aren’t Hindus or non Muslims but lot of people from Muslim community have also been killed. Major Gaurav Arya (Rtd), a columnist, commentator and reviewer says “although lot have been done but still many folds of endeavor have yet to be put in and this struggle has to be spread out on the timeline in a systematic and well planned way as the problems of separatism, militancy and violence or intimidation have been multidimensional and ripened over a period of 70 years. Pakistan sponsored terrorism was not limited only to gun culture but targeted on associated multifaceted activities e.g. pressing upon baptism, confession, confirmation, creation of false narratives at family, schooling, religious places, Government official setups, business outsources, socio-political and other various levels. Situations are so vulnerable that a muslim social worker was killed by a terrorist within a couple days after he expressed his feelings about essence of olden times of cordial relationships with his Pandit friend.
BENGAL
The place of scholars, saints, knowledgeable personalities, leaders, freedom fighters, scientists, intelligentsia has now turned into land of mayhem, brutality, massacres, liquidation and intolerance, Every new violent crime seems more heinous than the previous one. There is perpetual upgradation in the standards of brutality. The violence has become a way of life in West Bengal especially in rural and semi-rural areas, writes Jyanta Bhatacharya.Tracing the history of ferocity in the Bengal the seeds of violent behavior of most civilized Bengali community (Bhadra Purusha) were sprinked on communal lines in 1946 before the partition of India although now transformed on socio-political and communal markers. On16th August 1946 Calcutta observed ” Great Calcutta Killing”, a mayhem of four days erupted with massacre of 5,000 to10,000 innocent dead and 15,000 wounded. This brutality was spearheaded by hatching a conspiracy by Huseyn Shaheed Suhrawardy, infamous as “Butcher of Bengal” who was the then Chief Minister of Muslim dominated Government well sponsored by British. An unprecedented orgy of loot, murder, rapes and molestation let loose on the city’s unsuspecting Hindus by Muslim League strongmen and goons in response to call by Jinnah’s “Direct Action”. This was followed by Noakhali incident in the Chittagong division of Bengal in October.
In post independence period in 1960s, Naxalbari movement started. The killing, looting and mayhem was let loose in the state of West Bengal. There was a competition between State sponsored and militant organizations killing hand to hand. At that time a new term was coined- “encounter”, a political prisoner used to be set free then hit by bullet at the back. The killing area by and by engulfed entire state. In1972 right hand of Mrs Indira Gandhi, Sidharth Shankar Rai, the grandson of freedom fighter and political activist Desbandhu Chitranjandas, took the reins as Congress Chief Minister of West Bengal, was very brutal to his political opponents.
Nandigram violence killing 100+. in 2007 by CPI-M Government, Singur Nano Car project was abandoned amid protests. However starting from Naxalbari to Birbum there is endless cycle of brutal killings. Present West Bengal Chief Minister Mamta Banergee is bent upon to surpass the past mayhem, as state assembly election were ending in 2021 and Mamta got the feeling of winning, she narrated the first time coined word “Khella Hovey”, a clear-cut direction for atrocities on political opponents. The barbarity and cruelty has gone to such an extent that it went unabated till now and no one can expect these happening in a democratic government. Killings and violent crime incidents against women, including rape and murder, shocked West Bengal and continued till date. According to media reports, more than 25 political murders were allegedly committed in March, and more than 15 alleged rape cases were registered in last 2 months. A massive turmoil had gripped the state with oppositions launching a full-fledged attack against the Trinamool Congress-led on ground of safety and security. She doesn’t care for constitutional institutions and violates the norms that the State Government has to follow and always remain in denial mood in a frame of mind to confront with centre. People are eyeing on so called strong Modi Government for some action.
INFIRMITY OF MODI GOVERNMENT
With the commencement of 2nd inning of NDA Government the way it has started with abrogation of Article 370 and control of turmoil in Kashmir the expectation of public went high in respect to the performance of Modi government. But as the agitation started against CAA, the government couldn’t enact as was expected. It projected itself more democratic as required and was eyeing on the directions of court. The apex court neither passed a concrete guidance nor validated action from Government side. This state of confusion was repeated in 13 months long Farmers agitation. In both these issues the innocent public and police had to suffer a lot. The miscreants became fearless and reckless in lodging homicidal attacks on police forces and descreated the national flag that too on Republic Day and Prime Minister visit and rally in Punjab had to be aborted. In Bengal BJP (Bhartiya Janata Party) had not shown its power and command in controlling the continued atrocities inflicted by the TMC (Trinamool Congress) goons and Mamta’s followers. The BJP supporters had to face the music for not supporting TMC in assembly elections, infact they had to face rapes, murders, migration and conversions. The party workers are departing and recently Arjun Singh, MP resigned. The echoes of Mamta’s wickedness are reflected from miscreants of neighboring country and that may impose a threat to the sovereignty of India.
POLICE
Police is an instrument in Government hands for maintaining public order and safety, enforcing the law and preventing, detecting, and investigating criminal activities. Police force and officials have to possess most important qualities laid down in curriculum of training. In a bad socio-political set up the police force becomes an instrument in the hands of corrupt politicians and on some occasions police itself is infested with dishonesty. However it should have firmness and possess deterrence for the culprits. It is also the duty of Government to protect its invisible force and support it in performing the requisite duties. While executing these activities the police personnel have to face the wrath of the public in violent agitations at the risk of their life and often get life threatening injuries. This was evident from attacks on police by unruly mob. Supper Cop DGP Vikram Singh in U.P cadre narrates that in 1928 during British time a police constable, hit by violent mob, with bloody injuries on face appeared before district magistrate of Meerut Mathura Singh ICS for justice. The magistrate ordered (Law Chiagi) for demolishing the village of offenders with elephants and was set on fire. The police that represents the government ( Governor or President) has lost its teeth as it seems, should be restored to its honor.
The concluded remarks are that the NDA Government should come out from confusion and puzzlement and should build confidence in the people who have voted for it.
