Decks cleared, ACC to take call soon

JAMMU, Nov 6: Another senior Indian Administrative Services (IAS) officer of Jammu and Kashmir cadre in the rank of Principal Secretary is proceeding on Central deputation and formalities in this regard have almost been completed. Deputation of another IAS officer has also been cleared.
Three IAS officers and two IPS officers are, in turn, being posted in the Union Territories of Jammu and Kashmir and Ladakh shortly. All of them belonged to AGMUT cadre.
Official sources told the Excelsior that a senior IAS officer in the rank of Principal secretary is proceeding on the Central deputation and all requisite formalities from Jammu and Kashmir administration have been completed in this regard. Now, the Department of Personnel and Trainings (DoPT) has to give nod for Central deputation of the senior officer.
“The senior IAS officers had himself sought the deputation to the Central Government and formalities in this regard have been completed,” the sources said. After DoPT gives nod, he will proceed on deputation.
The DoPT has to send the proposal for clearance of deputation to the Appointment Committee on Cabinet (ACC). Once the ACC clears the proposal, the DoPT will issue the formal order.
Deputation of another IAS officer, which was pending, has also been cleared.
Last month, another IAS officer had proceeded on the Central deputation and has been posted in the prestigious Economic Affairs Department.
At the same time, the Central Government has been posting several AGMUT cadre IAS, IPS and other All India Services officers in the Union Territories of Jammu and Kashmir and Ladakh. Besides some officers from the Centre and other States have also been posted in the two Union Territories on inter-cadre deputation
Meanwhile, three IAS and two IPS officers are being deputed to the Union Territories of Jammu and Kashmir and Ladakh.
“Orders will be issued shortly by the Union Ministry of Home Affairs,” they said.
A number of officers from different All India Services are presently on deputation to Jammu and Kashmir and Ladakh. Moreover, after Jammu and Kashmir cadre was abolished and the two Union Territories of J&K and Ladakh were made part of AGMUT cadre, several AGMUT cadre officers were also deputed to the twin UTs.
In addition, several IAS officers, who were earlier posted in Jammu and Kashmir, have also been transferred to Ladakh. Besides, the officers of Jammu and Kashmir Administrative Services (JKAS) and Jammu and Kashmir Police Services (JKPS) have also been posted on deputation to the Union Territory of Ladakh in view of shortage of officers there.
They added that the Union Home Ministry and DoPT hold regular reviews of the performance of AGMUT cadre officers posted in Jammu and Kashmir.
A number of officers including natives of the two Union Territories, who were posted in other States and UTs, have also opted for the postings in J&K.
“Both the UTs of Jammu and Kashmir and Ladakh are short of IAS and IPS officers due to different reasons but it has gradually been overcome with posting of AGMUT cadre and other IAS and IPS officers.
“Presently, a number of IAS/ IPS and JKAS/JKPS besides other officers/officials from Jammu and Kashmir have been posted in the Union Territory of Ladakh to run the affairs there. This has also resulted into shortage of officers in Jammu and Kashmir,” sources pointed out.
The DoPT had earlier allocated 65 senior duty posts of AGMUT to Jammu and Kashmir in Indian Administrative Services, 70 in Indian Police Services and 58 in Indian Forest Services.
