JAMMU Mar 15: In a significant decision, the Department of Industries has decentralized the powers to promote industrialization by delegating powers to General Managers, manning District Industries Centres.
The step is aimed at cutting the delays and expediting clearances, sanctions and permissions in various spheres in respect of micro and small enterprises in a stipulated time-frame.
According to Director Industries and Commerce, Jammu, Dr Abdul Rashid, the General Managers have been empowered to ensure ease of doing business subject to fulfillment of all requisite codal formalities, clearances and licenses wherever required. These powers have been delegated for grant of renewal, revalidation of EM-1 in respect of units proposed to be established by Permanent Residents of the State on private land; sanction for change of name and style of provisionally registered micro and small enterprises; additional line of activity to provisionally registered enterprises; change of line of activity and location; change of Constitution, provided that no non permanent resident is proposed to be added to the existing Constitution; insertion of items, change of nomenclature of raw material, purchase and installation of Pollution Control Equipments to micro and small enterprises upto Rs. 5.00 lakh as provided under Govt. Order No. 21-Ind of 2004 dated 22-01-2004 read with guidelines /instructions issued by the Administrative Department under No: IND/DIC-314/99 dated 07-07-2006 strictly in accordance with codal provisions. However, permissions shall not be granted by the General Managers on piece meal basis.
According to the order permission for purchase and installation of Pollution Control Equipments costing more than Rs. 5 lakh will be granted by the Directorate of Industries and Commerce. Sanction to the grant of subsidy on Pollution Control Equipments will, however, be granted with the approval of the State Level Committee constituted for the purpose.
The General Managers have also been empowered to grant permission for export of wastage/scrap generated during “manufacturing process” to outside the State for sale purpose subject to physical on spot inspection by the concerned field officer. The validity of permission shall not be more than 45 days in any case.
These delegations will not apply to units/activities/items placed in the “Restricted List/category” and shall be subject to further review by the Director, Industries and Commerce to see whether the desired objectives of ease of doing business have been achieved or not.
