It has reference to the news item “Political pressure for transfers to be recorded in APRs, deadwood list” published in this paper on 12 July. The news in reference is related to two circulars, one issued by the Financial Commissioner (Revenue) and the another by the Commissioner Secretary School Education. The former has issued circular with regard to political pressure and the latter with the directions that the transferees should join their new place of postings irrespective of their representations within stipulated time except in cases of standing Medical Board Certificates.
To promote transparency, acountability and work culture in the services is a welcome step. But the concerns of the employees cannot be brushed aside. There is need to understand difference between “Political pressure” and “Political intervention” or ‘Democratic interventions’. In democracy, all including the employees have right to approach public representatives if they feel aggrieved by a bureaucratic or official order or action. Democracy loses relevance if the employees with genuine concerns are coerced not to seek political intervention. There is need to draw a line between political pressure and political intervention. As regards the other order, the officers need to go beyond “Medical Board Certificates” to have humanitarian considerations as well. The people have problems that are at times more serious than medical problems. Moreover, even to get a “Medical Board Certificate” in our State is an uphill task. A transferee, who has genuine concerns and his request has been accepted by the concerned authrority for consideration cannot be forced to join pending decision on his request. It is the duty of concerned authority to dispose of the representation at the earliest. How is it wise to ask a transferee from Jammu with genuine issues to join in Ladakh till his representation is considered. Such a policy will add to confusion than inspiring a solution.
