Police modernization fault line

State Government has not responded to the process initiated by the Union Home Ministry for modernization of State Police Organization. Knowing well that the State Police is rendering crucial service in containing insurgency in the State and is making valuable sacrifices and thus needs to be given all possible incentives, the State Government is soft paddling with the issue. The Union Home Ministry has been asking for two things, namely State Action Plan on modernization and Utilization Certificate for the funds released to the State for improvement of Police Organization. The Utilization Certificate is up to year 2013-14. During the period 2012-13,  the Home Ministry provided 82.12 crore for modernization of the State Police force. Unfortunately, the State Government has not been able to furnish the required information despite two reminders from the Home Ministry so much so that now the Home Ministry is constrained to warn the State that in case the information is not submitted within the extended time, it may not be possible to make funding available on this count.
We believe that the State Government has to be very sensitive to the modernization of its Police Organization because as we see, insurgency and terrorism are not going to die down that soon in the State. We say this on the basis of statements emanating from Pakistani terrorist organizations and Pakistani Government’s inability to rein them in. Our police have to be prepared to meet the challenge on long term basis. Modernization has to be along the lines of providing it with most modern weapons, anti-terrorist training, protective shield, mass contact strategies, crowd controlling methodology, family and social welfare, salary structure and many other related things. We hope the State Government will come alive of the responsibility and submit the required information to the MHA entitling it to receive more funding under the Modernization of Police Force Scheme.
