Top brass devises strategy

JAMMU, July 20: Lieutenant Governor Manoj Sinha today chaired a high-level security review meeting with top brass of Army, paramilitary forces, Intelligence agencies and police to devise a strategy to crush the rising terrorism in the Jammu region. The LG also had a one-to-one meeting with the Army chief.

The Lieutenant Governor chaired the security review meeting at Raj Bhawan here. Prior to this, Army chief Gen Upendra Dwivedi who reached here this afternoon presided over the meeting of top brass of all security agencies at the Police Headquarters to review infiltration of the terrorists, plugging the routes taken by the ultras and neutralise them in the hilly areas and other places where they have taken shelter.

Besides the Army chief, the meeting chaired by the LG was attended among others by DG BSF Nitin Agarwal, CRPF DG Anish Dayal Singh, Director Intelligence Bureau Tapan Deka, RAW chief Ravi Sinha, DGP RR Swain and top Army Commanders of Northern and Western Commands.
Sinha asked all security agencies to pro-actively conduct coordinated counter-terrorism operations in Jammu division.
“We must launch meticulous and well-planned counter-terrorism operations with greater synergy between all the agencies to wipe out terrorists and those aiding and abetting them,” the Lieutenant Governor said.
He also directed that the Security Grid should be further strengthened to ensure zero cross-border infiltration.
Earlier, the Chief of Army Staff chaired a high-level security review meeting at the Police Headquarters here which was attended by national heads of paramilitary forces, Intelligence Bureau (IB) and RAW besides DG JKP among others to discuss prevailing situation in the Jammu region in the aftermath of spurt in terror attacks.
“The brain storming session dwelt in detail to plug the infiltration routes being taken by the terrorists to enter the Jammu region from Kathua and Punjab and then reaching mountainous areas of Kathua, Udhampur, Doda belt and other parts of the region.
“Another major focus area of the meeting was to develop a comprehensive strategy to eliminate 50-odd foreign terrorists who might be operating in groups of three each in different parts of the Jammu region,” the officials said.
They said the brain storming session lasted nearly two hours and was attended by all stakeholders of security setup besides MHA and MoD officials where they discussed the situation, measures for actionable and result producing anti-terror operations.
Concern was expressed in the meeting over loopholes on the borders leading to infiltration of terrorists. It was stressed to keep surveillance at the maximum levels at both International Border and Line of Control.
Result-oriented operations were stressed in the hilly areas where the foreign terrorists are reportedly hiding and targeting the security forces.
The Army chief and heads of paramilitary forces and Intelligence agencies who reached here this afternoon from New Delhi returned in the evening.
Senior officials were of the view that fresh infiltration of the terrorists from International Border as well as the Line of Control needs to be plugged. It was decided to identify the infiltration routes and completely block them.
The officials were reportedly of the view that once fresh infiltration stops, the terror menace will be contained to quite an extent as terrorists at the hinterland will be eliminated sooner or later.
“At the same time, a comprehensive strategy has been worked out to target the terrorists in the jungles or wherever they are hiding to eliminate them before they could carry out any fresh attacks,” the officials said.
