Plight of Ayurved in the State

This is to draw the attention of the Jammu and Kashmir Government to the plight of Ayurved which has not improved despite creation of a separate directorate of ISM in the year 1987.
Both the officials and officers of ISM (Indian Systems of Medicine) are demoralized, dejected and frustrated and common people of the State are turning away from ISM. The basic unit through which Ayurved is to be promoted is the Dispensary which is in poor conditions and are mostly located in rented buildings. A meager sum of Rs. 200/- month is paid to part time sweepers (PTS) engaged to maintain cleanliness in the dispensaries which is too less and there is no plan to regularize these PTS.
There is no uniform staff pattern in the dispensaries. To cater to the need of the people a number of Ayurvedic dispensaries were opened by internal arrangements but no posts were created to regularize them. There is no State ISM faculty like modern medicines (Allopathy) for undergoing neither training of Ayurvedic Pharmacists. Surprisingly for the the last thirty years no new dispensaries have been set-up nor posts of Pharmacist created in the dispensaries set-up in 1982 and which are being run by the lone -medical officer in the most adverse circumstances. This is the glaring example of the indifferent and apathetic attitude of the State Government towards this system.Ayurvedic dispensaries are being supplied Unani medicines now-a-days and Unani doctors have been posted in Ayurvedic Dispensaries. Instead of writing Ayurvedic dispensary the term ISM dispensary is used which  seems to be an attempt to eliminate the system and create confusion about the availability of Ayurvedic medicines and ayurvedic doctors in the dispensary.
The supplies of medicine to these dispensaries are irrational and not in keeping with the needs and expectations of the poor people of far flung areas who seek treatment from these institutions. Moreover the standard of these drugs is upto mark and fail to show the desired results bringing a bad name to the system, doctor and institution. There was a proposal of the Govt. to set up separate directorate of ISM in both provinces so that all the systems under Ayush can develop to their utmost potential. The inability to make the pharmacy and drug testing functional is another example of negligence of the authorities towards Ayurveda and the province as buildings for both pharmacy and DTL have been constructed but no machinery and equipments purchased nor necessary posts sanctioned.
It will be most appropriate for the authorities to review their policy towards Ayurved and take all the necessary steps to stream line the department by setting up separate directorates for both the provinces of Jammu and Kashmir so that all the problems discussed above are solved and the injustice being meted to the system in undone.
