Definition of “Economically Weaker Section” as per the Ministry of Housing and Urban Poverty Alleviation , Govt of India is: Economically weaker section are those families whose annual income taken together of all earning hands is less than 60000,00(Sixty thousand ).
Vide advertisement No:JDA/CA-23 dated 15-07-2014, Jammu Development Authority invited applications for plots in JDA colonies at various locations in Jammu. This time JDA classified the categories as per the annual income of the family in order to ensure transperancy in the allotment of plots. But contrary to this expectation from JDA authorities, a lot of confusion got created among the intending aspirants for “Economically Weaker Section Category” as for this category as no clear cut criteria has been laid down particularly for employees working in Government/Semi-Government departments. Criteria given for this category is ambiguous and need immediate corrective measures. For example if in a family(coming under single ration card), if two members, say husband and his spouse are working in Govt departments and annual income of both of them taken together exceeds much more than prescribed two lac and if individual annual income of one of them is less than two lac, how come they can be treated as Economically Weaker Section and how come their form be accepted if filled on the name of that having less income at the cost of genuine families who really are living below poverty line i.e. annual income of family as a whole is less than two lac.The matter being of public interest , JDA authorities were requested to re-examine the same so that genuine families are not deprived of this opportunity of affordable plots due to faulty procedure with malafide intention adopted by JDA.But unfortunately VC JDA through e-mail dated 19-08-2014 has stated that individuals of a family having income less than 2 lac can apply for EWS category irrespective of their total family income. This is crystal clear from the fact that rates fixed for this category are much much lesser than for other categories. If that was the case Rates per sft should have been same for all categories irrespective of the size of the plot because EWS Category in this case is a misnomer, it should be LIG (Low income group). JDA is a Govt organisation and they can not flout rules at their own. This is totally in gross violation of basic rules set up by the concerned Ministry, Govt of India. JDA should have atleast followed the guidelines of other development authorities such as Delhi Development Authority. As such JDA authorities are once again requested to follow the rules and take corrective measures.
