Now when the State Government has set in motion the process of holding Panchayat elections, the people have to gear up their lions in the process of electing their gram sewaks for the development of their villages. In this way we are also going to strengthen the grass root democratic institutions of the State. While empowering the Panchayats at the grass root level will surely pave the way in mitigating the hardships confronting people at the village level, it is also a welcome gesture of the present dispensation that separate Budget has been announced by the State Govt for this purpose. In this context, rupees 1000 crore provision has been kept at the disposal of Govt for which Panchayat Bank will be set up.
It is now important for the people of the State to make democracy at the grass root level more vibrant and flexible. The people as a whole should join the election process wholeheartedly and choose gram Panchayat members who carry clean image and devotion. In the last Panchayat elections held in 2011, 79 percent of our voters exercised their franchise which was one of the highest voting rates in the country. If we are aspiring for good governances in our State, we have to take several measures in grooming the Panchayat Raj in the State. The J& Kashmir Panchayat Act of 1989 was to promote and develop Panchayat Raj System in the State as an instrument of local self-Government. This will be third tier system of governance in the State.
