‘No merriment in killing youth taking up terrorism’

JAMMU, Aug 2: The Director General of Police (DGP) Dilbag Singh today accused Pakistan and its agencies of radicalising the youth of Jammu and Kashmir to kill innocent people.
“Pakistan and its agencies have been luring our youth into different forms of militancy and radicalising them to kill innocent people but our mission is to put an end to their conspiracies and uproot all anti-national elements from J&K,” said the DGP while flagging off the “Peace and Stability Teams” formed under the Operational Capabilities Augmentation of Police Stations (OCAPS) at Commando Training Center (CTC) Lethpora in Kashmir.
These peace and stability teams comprising 21 bunker vehicles, and 290 highly-trained officers, along with five marksman vehicles of the CRPF, shall be deployed to 21 Police Stations of Valley for ensuring peace and strengthening law and order in their respective areas in the first phase of the OCAPS program. In the second phase, around 22 more Police Stations would be strengthened by such teams.
Speaking on the occasion, Dilbag said that Police Stations are the initial point of contact whether there is an issue of crime, verification, law and order, security or civic action.
“As such, the role of Peace and Stability Teams is crucial in strengthening the Police Stations by ensuring peace and law and order in the respective areas,” said the DGP.
The top cop said that peace has long been a casualty in Jammu and Kashmir due to the Pakistan sponsored terrorism in the region which has claimed the lives of security forces, civilians, as well as the local youth taking up militancy.
“The vicious cycle of terrorism has not spared anyone,” the DGP said.
He said, for long Pakistan has been misguiding and luring the local youth into various forms of militancy to kill the innocent people and in return, the youth are also getting killed in security forces’ action.
The DGP said police hardly take any merriment in killing the youth used as canon fodders by Pakistan and its agencies but they (youth) too have to understand the nefarious designs of the enemy and shun the path of militancy.
“Militants too have their families who expect them to live a dignified life. We too wish that they shun the pathof militancy as we don’t either enjoy the killing of local youth in anti-militant operations. But these youth should also understand the ill-plans of the enemy, which has been making all out attempts to exploit them for derailing the peace process in J&K,” he said, adding, “but our job is to ensure that this hard-earned peace remains forever in the region and we’re committed to this.”
The DGP said those harming unarmed and innocent civilians cannot be spared.
“If someone makes attempts to disturb the peace process by harming the unarmed and innocent civilians, we cannot spare him.”
The DGP also warned the local youth against falling prey to Pakistani plots of spreading narco-terrorism in the region.
Citing examples of Punjab where the neighbouring country used drugs after its failed attempts to revive militancy, the top cop said, “Pakistan has been trying to destroy our generations by spreading drugs in Kashmir Valley and other parts of the UT. Our youth have to understand their nefarious plans and work to fail them by extending cooperation to the police.”
Claiming that there has been a massive drop in the rate of terrorism in Jammu and Kashmir, the DGP further said that it is a great sign that youth in Valley have been shunning the path of violence and separatism which is evident from the fact that bandhs (shutdowns), which used to be a norm in the past, are a thing of the past now.
“There has been a steep drop in the militancy related incidents and the days of bandh are over. Our children have also been taking up their studies seriously as an atmosphere of peace has been established in Valley. This is our duty now to work with a commitment so that this peace lasts forever,” the DGP said.
He said that the police and civil administration have been working very hard to ensure that the pristine glory of Kashmir is restored back where communities of different faiths co-existence in peace together.
“Our peace efforts are also being acknowledged by the Prime Minister and Home Minister, who have been praising the people of Jammu and Kashmir constantly,” he said, while seeking support of civil society and youth for continuance of peace in the region.
The DGP also spoke about the “Meri Matti Mera Desh, Mitti Ko Naman Veeron Ko Vandan” program beginning from August 8 under which the martyrs will be honoured.
Special DGs RR Swain, AK Choudhary and ADG CRPF J&K Nalin Prabhat, among other officers from Army, CRPF, ITBP, and Police were present on the occasion.
