JAMMU, May 3: Bhartiya Janata Party (BJP) will conduct interactive meets at district and mandal levels so that party workers could be educated about its ideology and future goals.
This was said by Ashok Koul, State general secretary (Organisation), BJP, while concluding his two-day maiden tour of district Reasi today.
He said that they will urge the party leadership to conduct interactive meets at district and Mandal levels and also decide dates for conducting Orientation cum Training workshops separately for each Mandal so that the party workers could be educated upto grass-root level about party’s ideology and future goals in J&K.
Kaul, who took over as organisational general secretary recently, is on his first visit to the district after taking up his current assignment.
Kaul, who also familiarised himself with the working of different morchas including Yuva Morcha and Mahila Morcha in the district, said party leadership would work with dedication to spread the idealogy of the party in nook and corner of the State.
Ashok Koul was briefed by Dr Jitendra Singh, chief spokesperson, about the status of party rating in each of the 13 wards of the two Municipal Committees of Reasi and Katra in view of the forthcoming Urban Body Elections, while district President Krishan Dev Singh, provided details of the discrepancies and errors in the voter lists.
Ashok Kaul assured the party activists that the issue would be taken up with elections authorities and that party has already demanded extension of few days for revision of voter lists.
Dr Jitendra Singh suggested convening of a district level “Sammelan” of Sarpanchs and Panchs to educate them about the merits of 73rd and 74th amendments of constitution and Government’s lack of will to grant full financial and administrative empowerment to local bodies.
Among others present were Sudesh Pandotra, Shashi Gupta, Sheel Mangotra, Chanderkanta, Captain Daya Ram, Advocate Kuldip, Ramesh, Ajay Nanda, Chain Singh, Subhash Vaid, Roop Lal Sharma, Manoj Chalotra, Sunder Dass, Goldy, Sanjay Dubey besides local leaders.

HC’s directives in petitions filed by 7 Girdawars

JAMMU, May 3: State High Court has directed the State Government to consider the petitioners (seven Girdawars) for looking after the work of Naib Tehsildars.
The directions were passed in a petition filed by 7 Girdawars challenging the orders of Government whereby 13 Girdwaras junior to the petitioners were directed to look-after the work of Naib Tehsildars. They submitted that in such an arrangement their seniority is getting offended.
After hearing Senior Advocate Sunil Sethi with Advocate Veenu Gupta for the petitioners whereas Senior Advocate M K Bhardwaj with Advocates Ajay Abrol, MA Bhat, SS Ahmed and Ashfaq Ahmed Khan for the private respondents and caveators, Justice Mohd Yaqoob Mir discharged the caveats and issued notice to the respondents for objections if any.
“The pendency of the writ petitions should not stand in the way of the official respondents more particularly Financial Commissioner Revenue considering the cases of the petitioners and asking them to look after the work of Naib-Tehsildars on identical lines”, the High Court said.
J&K Bank Chairman meets CII delegation, assures support

SRINAGAR, May 3: A delegation of the State Council of Confederation of Indian Industries (CII) led by Waseem Trumboo called on J&K Bank Chairman and CEO Mushtaq Ahmad to discuss various issues faced by the industry in the State.
In his opening remarks, Chairman J&K Bank highlighted performance of the bank and dwelt briefly upon its role in fueling economic growth across different sectors of J&K economy. He also talked about the services rendered by the Bank to the people of J&K State across all sectors.
The Chairman gave a patient hearing to the delegates who requested for concessions and resolution of few specific issues faced by different sectors of the industry.
He informed the delegates that the Bank has launched ‘Apple Project’ wherein specially designated bank officials are profiling farmers at their doorstep to enable them to avail credit for production/preservation/marketing of apple. The scheme launched initially in two apple districts of Shopian and Baramulla will gradually be extended to all the apple districts of the State.
The Chairman agreed to extend the project to Lassipora in response to a request made by some delegates.
Responding to another query from one of the delegates seeking promotions of water transport in Kashmir, Chairman emphasized that bank was ready to finance any economically feasible and commercially viable activity. He said that JK “Help Tourism” Scheme for promotion of paying guest culture will be renewed and revised as per current requirements.
After thorough deliberations on various issues highlighted by CII, Mushtaq Ahmad assured the delegates that the suggestions will be examined in consultation with Industry representatives.
Besides, the areas that were broadly identified for further examination by the bank includes Working Capital requirements of hotel industry based on their actual requirements, representation to RBI to include Hotel industry as a priority sector advance and extend same treatment as being extended to such units in Himachal Pradesh and North eastern states.
Meanwhile, the Chairman requested delegates to forward specific issues and requirements of sectors in writing as discussed in the meeting to enable the bank to formulate suitable products/solutions to address the requirements of the industry.
Employees protest, seek review of Home Guards’ termination orders

JAMMU, May 3: The employees from various Government departments and Public Sector Undertakings (PSUs) held protest dharna in front of the office of Divisional Commissioner at Rail Head complex here today.
A large number of employees and workers under the banner of United Forum of Central, State and Public Sector Trade Unions (J&K) assembled near Panama Chowk and then moved towards Divisional Commissioner’s office in the shape of a rally. After reaching at the Rail Head complex, outside the office of Divisional Commissioner, Pardeep Gupta and workers staged protest for some time and then sat on day long dharna.
They were demanding to review the decision of the Government regarding disengagement of nearly 80 odd Home Guards. They demanded that these Home Guards be taken back and the decision regarding their ouster be reviewed. Several prominent Trade Union leaders also attended the programme and then addressed the gathering.
Senior trade union leaders Ram Kumar Sharma, Mohd Gafoor Dar, Ashwani Pardhan, Kulwant Singh, M K Dogra, Arun Gupta, Munir Ahmed and others also addressed the gathering and issued fresh appeal to the Government and specially the Chief Minister to review his decision. They said the Home Guards who were agitating peacefully and democratically for wage hike since long were thrown out. They described this act as most unfortunate.
Later, a deputation of the senior leaders met the Divisional Commissioner in his office chamber and submitted a memorandum to him for the Chief Minister. They hoped that new Divisional Commissioner will take care of this genuine issue of the Home Guards.
Coalition as new dispensation
Be it the centre or the states, coalition governments are set to be the new political dispensation for this country. This judgment has been pronounced by a veteran Congress leader and Union Health and Family Planning Minister Ghulam Nabi Azad. He was addressing a massive rally at Devsar in Kulgam, a traditional stronghold of PDP Chief, Mufti Muhammad Saeed. This is the first time that Azad has come out of his Doda-Bhaderwah constituency and extended its limits to South Kashmir. It will be recalled that Congress-PDP coalition government led by him in its second stint of three years was brought down by the coalition partner, namely PDP when it found that Azad was becoming popular with the masses for some revolutionary reforms and projects which he had intended to float during the remaining term of his office at that time. Stepping into Devsar and succeeding in finding a huge audience to listen to him, is how Azad would be avenging his ouster three years ago at the hands of PDP. In political terms, one can say that it is for the first time that a politician of the State coming from Jammu region has been trying to make dent into the valley and at a time when things are still not that normal. This is a very healthy sign of our leaders coming up of age and looking beyond the short circuits of localized politics.
There is much truth in what Azad imagines of coalitions as the future dispensation for the country. The days of single party system are over. The fact is that with economic conditions improving and development being of satisfactory level, various identities have surfaced that would demand devolution of power and share in power structure as well as decision making system. For too long we have been fumbling with religious identity. But experience in social history has shown us that there are other identities more sensitive and more vociferous than mere religious identities and no government can afford to sweep these under the carpet. Connectivity has also contributed considerably to the cementing of identity processes. All this is indicative of maturing of our political awareness. Consequently leadership has to change tack and become responsive to the aspirations of the masses of people.
In the political scenario of the State, Azad thinks that Congress has a crucial role to play in future politics. But in his address he profiled Congress something like a lynchpin that would determine the pattern of coalition. Congress is a national level party. It has a history and a name notwithstanding a few debacles here or there. That is inherent in a democratic dispensation and should not become the decisive verdict for such a party. Therefore to think of State Congress playing only the second fiddle does not go down the throat. Congress should have lofty aims because of its status, network, and diversity of leadership and futuristic vision of the Indian society. If Congress leadership demonstrates its will to do, there should be no reason why it cannot form a Government on its own. The myth of valley to be in the driver’s seat must be exploded. To make people believe that Congress will perform only the role of king maker does not behoove the premier mainstream political party in the country. Its aspirations must be as high as the sky. But of course what matters is the honesty and impeccability of leadership. Give class leadership to the people and they will give their unstinted support. That is the axiom one has to bear in mind in regard to future political dispensation in the state. People are fed up with and abhor corruption, bribery and double speak. Mind you the vote in the next assembly election will be the vote for non-corruptible persons and institutions. Sure, political parties will lose some of the historical sheen they wore and the focus of the electorate will be on individuals, their reputation, their honesty and incorruptibility. It is good if Congress leadership has gained some experience from its stints with coalition governments either at the centre or in states. This dispensation reinforces the concepts of tolerance and universalism. Azad is very right in saying that the objective of a coalition is not to poke holes into the pockets of partners but to fix the priorities that meet the aspirations and needs of the people. Parameters of future politics in our country have to be people based rather than party based. Diversity is the hallmark of our state’s construct and discrimination will be its Achilles heel. That is a harsh lesson all political activists should keep in mind. Therefore the foremost principle for any coalition government in the State will be of abandoning for ever the politics of discrimination. Overcoming discriminative mindset is easy said than done. .Faulty primary education

The ‘‘Elders Day” is celebrated every year great pomp and show to highlight the importance and the vibrant role the elders have performed during their green yeThis has reference to the article ‘Primary education’ DE April 27.
The health of primary education as has been reported in the above said article is not good. This situation has arisen due to non-serious approach of the politicians and the concerned bureaucrats. The planners in the Education Department are to a great extent responsible for not framing a comprehensive policy which will ensure quality education at primary level. Though many schemes are in vogue to promote education sector, there is no strict implementation of the same.
For example the Sarva Shiksha Abhyan (SSA) was launched with great pomp and show throughout the country. It however, failed to achieve objectives because it was not implemented in true spirit. The supervisory staff did not show much interest in implementing it; they are rather busy with doing paper work to keep record y‘clean.’y
There is no paucity of funds. But there is no proper utilisation of the same. That is the reason our schools lack basic infrastructure to provide quality education to students.
Moreover, the standard of syllabus taught in schools is of low quality as compared to private schools.

Sachin’s political inning
Sir,
Master blaster Sachin Tendulkar’s nomination to Rajya Sabha has generated a debate across the country with most of people, particularly fans and sports person not in favour of his nomination. They believe that politics being a different ball game may effect his performance in the field as he is still playing for the country. Besides, he will lose the Goodwill of Indian masses in case he joined politics. There is much substance in the argument.
In case he joins politics that too Indian politics, there is every likelihood that he can neither serve Rajya Sabha nor could he serve the field of his passion cricket. In either case it will be a loss to Sachin at individual level and to the country.
Before playing his political innings, the Master blaster should think twice over the issue. He is Icon who has a mass following unlike any other sports person in the country.

Value crisis
Sir,
Every cultural society across the globe has its own value system which has become a norm for that society. Every value system is based on a cultural logic.
Indian society has predominantly been an ideological society which is based on belief and emotional feelings.
With the onset of economic liberalization, modern education has penetrated in our cultural society. It has successfully influenced the psyche of people of our society particularly young generation. Young generation which mostly comprises a large proportion of adults and teenagers have liberally embraced cultural values of modern society. These cultural values are based on rationality and logic rather than belief and emotional feelings.
Elderly people of preceding generation who have grown and bred in traditional value system find themselves misfits in the new modern value system. This has resulted in value crisis through which our present society is passing through.
This is a serious situation with which our society is grappling. There should be efforts from all the concerned to propogate the philosophy of both the value systems to make it a happy and prosperous society to live in. Younger generation in particular should be educated to be conversant with traditional values like showing respect to elders, celebrating traditional festivals, relish their cultural cuisines and so many things. Parents, teachers, media can play a healthy role in this direction.

A BJP nominee, she defeated her Congress rival by comfortable 20 vote lead. She was already elected as Corporator thrice in the past but this time she made it to the place of pride. Hers is yet another solid example to prove that there is no dearth of talent among the youth of the State. But two things matter; one is their personal ambition and aspiration and the second is that of an opening and exposure. AUDI A4 launched in India
MUMBAI, May 3: The German luxury car manufacturer Audi today launched its fuel efficient new Audi A4 Car in the country at the Mahalaxmi Race course.
The Company’s head in India Mr Micchael Perschke told reporters that the company is expecting sales of approximately 8000 cars in the current year.
He said the new Audi A4 offers a dynamic design, efficient driving dynamics and stylish interiors.
Audi continues to be the fastest growing luxury car brand in India in the sports car segment and in the luxury SUV segment he said adding Audi plans to expand its network to 25 dealerships by the end of 2012 from its existing 18 centres.
The new Audi A4 is priced upwards of Rs 27 lakh and offers an improved fuel efficiency of 15.64 km/l on an average of 10 percent as compared to the Audi A4. (UNI)
Services PMI up in April; optimism at 10 month high:HSBC
MUMBAI, May 3: Driven by rise in new businesses, services sector growth picked up momentum in April and business optimism hit the highest level since last June, according the HSBC services PMI (purchasing managers index) survey released here today.
HSBC’s business activity index or services PMI, compiled by its service Markit, rose to 52.8 in April from 52.3 in March, the bank said in a statement. However, the report said though positive this is a below-trend rate expansion of services output.
The data come a day after the bank reported higher PMI for the manufacturing sector, which also showed growth inching up on rising orders.
The services index has been staying above the 50-mark which separates growth from contraction for six months now.
Services firms benefited from a rise in new business sub-index to 55.1 from 54.8 in March, allowing them to add jobs for the second month in a row and at the fastest pace since last June, said the bank.
“Services sector activity accelerated slightly in April on the back of a rise in new business, which supported a marginal pick-up in sequential employment growth. Moreover, survey respondents were significantly more optimistic about the outlook over the coming 12 months,” HSBC chief economist for India and Asean Leif Eskesen said.
He added confidence regarding future business also rose to its highest in 10 months.
Yesterday, the bank said the manufacturing purchasing managers index inched up to 54.9 in April, from 54.7 in March, showing a positive move after three months of decline, despite the fact that the rate of expansion slowed fractionally, and was the weakest in 2012 so far. (PTI)
RBI releases Basel III norms
MUMBAI, May 3: In order to strengthen the risk management mechanism, Reserve Bank of India (RBI) has released guidelines for
implementation of the new global capital adequacy norms.
The banks have to maintain Tier I capital, or core capital, of at
least 7 per cent of their risk weighted assets on an ongoing basis, a RBI statement said.
These guidelines would become effective from January 1, 2013 in a
phased manner.
The Basel III capital ratios will be fully implemented as on March 31, 2018.
The capital requirements for the implementation of Basel III guidelines may be lower during the initial periods and higher during the later years.
At the close of business on January 1, 2013, banks must be able to declare or disclose capital ratios computed under the amended guidelines.
For the fiscal year ending March 31, 2013, banks will have to disclose capital ratios computed under the existing guidelines, as
well as those computed under the Basel III framework, the statement added.

Australia’s Packer to sell Foxtel pay TV stake, eyes Echo
MELBOURNE, May 3: Australian billionaire James Packer has hired UBS to sell his 25 percent stake in pay TV operator Foxtel, worth about $1 billion, raising speculation he may bid for casino group Echo Entertainment and its prize asset, Sydney’s Star casino.
Packer, who has stakes in casinos in Australia, London, Macau and Las Vegas, has mandated UBS to sell his 50.1 percent holding in Consolidated Media Holdings, which holds the Foxtel stake as well as content-provider Fox Sports, a source with direct knowledge of the situation said on Thursday.
The move has renewed talk that Packer may look to add Echo, which has a market capitalisation of $3.1 billion, to Crown Ltd , the Packer-run owner of Melbourne’s Crown casino and Perth’s Burswood casino, to create a $10 billion gaming giant.
Selling the Foxtel stake would allow Packer to hold 40-45 percent of a merged Crown/Echo entity and would anchor his Asian and global gaming ambitions, maximising growth in the high-roller business from Asia, the Herald-Sun newspaper said on Thursday.
Crown has already applied to Australia’s gaming authority to raise its stake in Echo above 10 percent after hitting that limit in February.
‘These are monopoly assets, there is only one casino (operator) in each state. They are much better assets (than Foxtel) from that perspective, and the returns are arguably better,’ said Karara Capital portfolio manager Akshay Chopra.
‘If he were to take over Echo it would be a big price,’ he added, saying Packer could choose to expand further in Asia instead.
Echo was voted Australia’s No. 1 contender to be taken over in 2012 by JP Morgan, which said in January that Crown would need to act quickly before recent spending on Star flowed through to its bottom line..
Both CMH and a UBS spokeswoman in Sydney declined to comment.
UBS joint global head of investment banking, Matthew Grounds, sold Packer’s Nine Network TV asset in 2006 for A$4.5 billion.
CMH shares were flat at A$3.30 a share on Thursday. Packer wants A$3.60 a share, the Herald Sun said.
Rupert Murdoch’s News Corp, which owns 25 percent of Foxtel, would likely have first rights to buy the Packer interest, the paper said, while Seven West Media, controlled by billionaire Kerry Stokes, may also be interested.
Seven could not be reached for comment.
The Herald Sun, owned by Rupert Murdoch’s News Corp, said if granted foreign ownership approval ‘News Corp could move to control literally overnight’.
‘He has to sell to Murdoch. That’s the only way to bring certainty and pretty quick finality,’ the paper said.
Telecommunications company Telstra, which holds the remaining 50 per cent of Foxtel, has said it wants to up its 50 percent stake but may face competition hurdles.
Shares in Telstra rose 0.3 percent, Crown fell 0.9 percent, Echo added 2.2 percent, News Corp firmed 0.1 percent and Seven West lost 0.7 percent. (agencies)
