JOHANNESBURG, May 31: Former South African President Nelson Mandela, making his first appearance on television since a hospital stay in February, was shown on Wednesday receiving a flame marking the centenary of his ruling ANC party. The 93-year-old, anti-apartheid hero, sitting upright in a chair and surrounded by family at his rural home in the town of Qunu, spoke briefly during the ceremony, saying “I used to be the leader of the ANC” and that he was “happy” to see the flame. Chinese relations damaged, says former Aussie PM
MELBOURNE, May 31: Australia’s former prime minister John Howard has slammed the federal government, accusing it of causing “gratuitous damage” to Canberra’s ties with China.
“I think gratuitous damage has been done to Australia’s relationship with China, by both (Kevin) Rudd and (Julia) Gillard,” Howard said.
“Every Australian prime minister from Gough Whitlam onwards saw the importance (of Chinese relations) and each in their own way made a contribution,” Howard, who was a guest speaker at Britain’s Oxford Union recently, was quoted as saying by the Australian news agency AAP.
Prime Minister for more than 11 years, Howard’s coalition government lost office to Mandarin-speaking Rudd’s Labor Party in November 2007.
“Whitlam … Malcolm Fraser was a very strong supporter of the relationship with China, as was (Bob) Hawke, as was (Paul) Keating, as I was. I thought we did a good job with not only building a relationship with the Americans, but also getting close to the Chinese,” Howard said.
“Something seems to have been mishandled by (the current government) and we seem to be irritating the Chinese for reasons that escape me.”
Howard said his concerns do not stretch to a fear of China. “(It is) not that I see the Chinese as a threat, I don’t. I think the Chinese are too preoccupied with internal issues,” he said.
“I think we underestimate their territorial ties with the region. They’ll push people around if they get in their way, but they’re more intent on economic growth and internal stability.” (PTI)
Another road accident
Tragic road accident near Digdol on Ramban-Srinagar road that took the toll of 13 precious lives including six children is yet another black point in the performance of road traffic police. Why do the traffic police allow night travel for passenger vehicles knowing that smallest mistake of the driver driving in the darkness of the night can cause greatest tragedy? Secondly why was the ill-fated Sumo allowed to be overloaded? Traffic authorities will have to provide an answer. Rot has overtaken State Traffic Department. It is a stinking cesspool of corruption, inefficiency and delinquency. Its overhauling is of utmost urgency. Not suspension but far severer punishment including dismissal from service is the remedy. They are playing with precious lives whose tragic death means destruction of so many families. They have absolutely no right to wear the uniform as they are unfit for it. Ultimately if the Government shields such criminals, which it has been doing so far, the people will not and then don’t complain of disturbances and turmoil on large scale arresting the progress and development of the State.

An emergence of extra ordinary social set-up can only defeat the caste vote bank agenda of politicians. Countrymen must be conscious enough and work for peaceful survival of coming generations. In context of recent shameful happening of caste based clashes for merely drinking water at Hatli village of Kathua, casing physical and mental torture of SC people, the incident may be termed as shameful and unfortunate. The episode as a blot on the faces of selfish and short cited political leadership of the area and the state coalition government as well. such discriminatory violence should be seen as a major failure of our social, political and administrative system.
It is appealed to the Chief Minister for providing all sort of protection to the innocent sufferers including the adequate health facilities to the injured.

There is no denying the stark reality that the present young generation especially the teen agers and even below that, in the age group of 5-14, are extraordinary intelligent. This is simply because these age groups are born in the most scientific advanced stage or in computer age where instead of sterotyped system of “Takhti” they learn from computers and laptops etc. These scientific devices add to their day to day knowledge. These children are intelligent beyond expectations where not only scientific advancement but the active cooperation of parents also help them in achieving the objectives.
In order to encourage such intelligent children, some sponsors for their own monetary benefits arrange reality shows which are arranged in different stages. Firstly on local level, then on national level. These reality shows include songs and dances etc. The idea is to search out the would be best singers, dancers and other talented persons. The parents of these participating children try their nerve best to make them the best by engaging tutors or masters for this , so that their wards occupy the winning seats. But sometimes such competitions prove counterproductive because the children in the tender age get morally discouraged and disheartened when they are declared as lagging behind. The way these small kids react at that stage when they are declared unsuccessful is worth taking note of. This situation can sometimes assume dangerous dimensions and may lead children to lose mental balance and sometimes to take an extreme step. So the organizers of such reality shows should devise some precautionary measures at the time of declaring results, especially before a big gathering and more so, before the parents so that no harm is done to the tender hearted children.

Sir,
The Government appointed interlocutors on Kashmir recently submitted their report titled ‘New compact with the people of Jammu and Kashmir’. Among other subjects it has touched the issue of Regional Councils for effective governance of the State.
The idea Regional Councils as has been advocated by the interlocutors was initially mooted by Balraj Puri. He had lucidly explained how Regional Councils can play an important role in overcoming regional discrimination among the provinces, and contribute to equal development of all the regions of the State. The idea though discussed earlier also did not find many takers for reasons best known to them. The role of Regional Councils have again come into focus with the submission of interlocutors report.
The prescription of Regional Council for overcoming the ills of the State is an excellent idea and needs to be considered by the all stake-holders for the welfare of the State. Though there may be addition or deletion in its provisions, it should not be rejected summarily.

Civil authority at border
Chief Minister took the initiative of holding a cabinet meeting at the border village of Tangdhar in North Kashmir, far away from the corridors of power in the Secretariat at Srinagar. He has not only revived but improved on his grandfather’s tradition of holding cabinet and district level meetings at district headquarters. Teethwal-Karnah is strategically very crucial area and its routes have been used by most of the militants who sneaked into this side of the cease-fire line. Its thick forests and deep declensions offer safe havens to infiltrators. It is through these jungle routes that hundreds of Kashmiri youth were lured to cross over to Kishen Ganga valley and then move towards Muzaffarabad and other terrorist training camps established by the ISI.
Apart from this, this entire area suffered badly as a result of sever earthquake a couple of years ago which devastated habitats and rendered many people homeless. The Government had swung into action and many steps were taken to come to the rescue of the affected people. However the effects of a big tragedy of that sort cannot be overcome in a short time. This is one of the reasons why the Government wanted to take stock of things on ground and do something more to mitigate the suffering of the people.
Holding a cabinet meeting at the farthest village on the LoC conveys more than what meets the eye. First and foremost message is that the civilian administration is very effective and functional even at the remotest places on the border. This speaks of the confidence of the Government to run its writ effectively all over the State. Secondly, and perhaps more importantly, the economic situation of the region and the problems of the people living in border areas could not be better voiced and understood than by various groups of people drawn from different strata of society meeting the CM in person and conveying their problems to him. The CM drove the 180 miles to reach Tangdar with the main purpose of conducting on spot survey of developmental work and the functioning of the Government. It meant that entire Government machinery in the district of Kupwara had to gear up to the visit of the Chief Minister and the entire Government machinery.
The hard fact is that our border areas are still backward in many respects particularly education, healthcare, sanitation, roads and power supply. Their development is government’s first concern. That is the point in Chief Minister holding regular meetings of District Development Boards. The holding of cabinet meeting at Tangdar is part of that exercise in which the Government and authority want to come too close to the people. It has to be remembered that the border areas in the State are more significant in present circumstances than what they ordinarily would be. The first and foremost importance of our border areas touching with PoK is their strategic location. And our Army and other paramilitary forces like BSF are taking care of that aspect. But besides that it is very important that development of the area keeps step with the level of security because the two go together hand in hand in a situation where the enemy is keen to exploit any opportunity it can get hold of. People on the border cannot be left illiterate and uneducated. They have to be educated not only in the sense of 3Rs but their political and social education and awareness need to be streamlined. They need to be told about the benefits of democracy, pluralism and secularism which are the fundamental pillars of our political dispensation. They need to be educated on their civil and political rights. They need to be told that the army that guards the border and protects them is their own army and they are part of it. They need to be told that the Army and security forces are ready to help them in living a peaceful and productive life and various programmes undertaken by the Army like organizing health camps at remote border villages or helping organize cultural events and sports meets and sending young boys on Bharat Darshan visits to know other parts of the country etc. are all ample evidence that the Army is part of larger civil society of the country. It is exclusively the responsibility of political leadership of the State to educate the people and help them develop understanding with the security forces. Our understanding is that organizing cabinet or sub-cabinet meetings in border villages in different districts of the valley will naturally bring in the contribution of the Army and security forces in alleviating the grievances of the people or in providing them more facilities of a happy life. Why should not our elected representatives in the assembly and especially those coming from border areas like Teetwal, Uri, Gurez etc. establish rapport with the Army and jointly focus on disseminating social education and awareness among the masses of people. In this connection let us recall the historical role played by eminent public leaders like late Maulana Masudi in Teetwal and late Jail Baba in Bandipore during the early days of popular Government. The Chief Minister has promised to look into their grievances and in particular has laid emphasis on spreading network of roads that would connect major towns and localities and thus facilitate movement of men and material in border areas of the state. This is a right step in right direction.
JKCA Blues drub Laxmi Club by 84 runs in U-14 cricket

JAMMU, May 30: Jammu and Kashmir Cricket Association (JKCA) Blues team registered a big win by 84 runs over Laxmi Cricket Club (LCC) to advance in the ongoing Under-14 Boys Cricket Tournament, being organized by the Jammu wing of JKCA at GGM Science College Hostel ground, here.
Put into bat, JKCA Blues rode on handsome contributions from Deepanshu Bhat and Sanchit Dass to put a decent total of 212 runs in the stipulated 30 overs, losing 5 wickets in the process. Deepanshu slammed a fabulous half-century, scoring quick-fire 56 runs off 40 balls with the help of 9 delectable boundaries, while Sanchit contributed well made 48 runs off 57 balls with 5 crispy boundaries. Both the batsmen were in sublime touch and struck shots with utmost timing, fluid grace and utter brilliance. Prince Gupta also hit power-packed 28 runs including 6 boundaries, while Nikhil Garoo also contributed sedate 28 runs in 43 balls with one boundary. Anmol was pick of the bowlers for Laxmi Club, who scalped 3 important wickets by conceding 21 runs in his quota of 6 overs, while Harsh took the other two wickets to fell.
In reply, Laxmi Club batsmen saw themselves in troubled waters against the disciplined bowling by Rahul Sagotra, Ashish and Raghav, who wrecked havoc in the rival camp by taking 4, 3 and 2 wickets respectively to bundle them out for 128 runs in 28 overs. Harsh Sodhi played a brisk innings of 35 runs off just 20 balls, which included 6 classical boundaries, while Jagteshwar contributed 25 runs to the total and Ishan scored 10.
Jammu boys become U-17 kabaddi champions

JAMMU, May 30: Jammu district boys outclassed district Samba by 11 points (40-29) in the summit clash and won the Under-17 boys kabaddi title in the Divisional Level Inter-District Kabaddi Tournament, which concluded at Youth Hostel Nagrota ground, here today.
The Under-14 boys kabaddi title went to district Rajouri, which defeated Poonch in the title clash.
SS Bali, Deputy Director Youth Services and Sports, Jammu and Chairman of organizing committee was the chief guest on the occasion, who later-on distributed prizes among the winners and runners-up teams.
While speaking, Bali said that sports and games serve for delight, for ornament and for agility.
Earlier, in Under-17 boys semifinals, Samba drubbed Doda by 18 points (40-22), while Jammu trounced Udhampur by 17 points (34-17).
In Under-14 boys semifinals, Rajouri got better of Jammu by 12 points (21-9), while Poonch outplayed Kathua by 8 points (33-25).
In other results of Under-14 boys, Rajouri thrashed Kishtwar by 25 points, Jammu prevailed over Ramban by 13 points, Poonch scripted narrow win over Jammu by 3 points, Udhampur beat Samba by 5 points and Poonch drubbed Samba by 11 points.
Meanwhile, in other results of Under-17 boys, Doda registered a narrow win over Rajouri by 2 points, Jammu drubbed Ramban by 16 points, Rajouri defeated Reasi by 8 points, Doda thrashed Ramban by 20 points and Jammu toppled Reasi by 14 points.
It is pertinent to mention here that the tournament is as part of annual calendar of activities by the Department of Youth Services and Sports to select Jammu division team, which will take part in Inter-Division tournaments meant for selecting the state team.
Tirath Ram, District Youth Services and Sports Officer, Jammu was the organizing secretary of the tournament, while Zonal Physical Education Officer, Jeet Singh was the convener Technical Committee.
Anand beats Gelfand to win World Championship for 5th time
MOSCOW, May 30:
Indian Grandmaster Viswanathan Anand showed immense resilience to beat challenger Boris Gelfand of Israel in a tense rapid chess tie-breaker to win the World Championship crown for the fifth time and fourth in a row here today.
Anand won the second game and drew the other three to win the title at the State Tretyakov Gallery here. Luck played a major part in the final game, favouring the Indian chess wizard when it mattered the most.
After a 6-6 deadlock in the 12 Classical games, the rapid finale ended 2.5-1.5 in Anand’s favour making him the world chess champion five times in all and four times in a row since 2007.
The victory also meant that the ‘King of Chess’ will keep the crown till 2014, when the next World Championship will be held.
It was high tension drama that almost made the Moscow weather look like an Indian summer inside the Tretyakov Gallery. Heated discussions on the chess board, tipsy-turvy games and above all the intensity of the battle made everyone forget that the champion and the challenger had been playing 12-classical games over the past three weeks.
The hallmark of Anand’s success was his speed. Often, Gelfand was seen down to his last few seconds when Anand still had a few minutes left on his clock.
Gelfand played white in game one and got nothing out of the opening. In fact, an inaccuracy by the Israel gave Anand a huge advantage as the game progressed out of a Semi-Slav defense but it was Anand’s chance to go wrong if the battle had to unfold the way it did.
Anand made a return error, and Gelfand, instead of looking for his chances in a tactical position, found himself short of time. Soon it was time to restore parity where the Israeli found solace in. The game was drawn quickly thereafter.
The 42-year-old Indian ace played white in the second game and won an absorbing battle that saw fortunes fluctuating many a times. Anand was clearly better out of the Rosslimo Sicilian when some optically safer solutions landed him in some problems.
Gelfand took his chances when he could have objectively drawn and Anand was soon back in the game. The ensuing endgame was also completely drawn, but the Speed king pressed on as Gelfand ran short of time and eventually blundered. (PTI)
In what was practically his last chance for survival, Gelfand fumbled again in the third game. Attaining a winning position fairly quickly this time, the Israeli again saw his clock ticking away. Striking where it hurts, Anand confidently went in to a two-pawn less endgame, this time showing that the position was completely drawn. (PTI)
Anand yet again employed the Rosslimo as white with its solid reputation in the fourth game, exchanged the queens early and the position was already equal. Gelfand had the Bishop pair to boost off but there were no targets for him to attack as white had no weaknesses.
Black of Gelfand stood slightly better for a long time but that’s where it ended. The position was never improved beyond that as Anand neutralized the initiative. The draw was what the champion needed and he achieved it after 56 moves.
“It was incredibly tensed. Well, when I woke up this morning, I knew it would end one way or the other but didn’t know how it will go. It was so even that didn’t know how the tie-breaker will turn,” Anand said after the game.
“I am too tensed to be happy but really relieved”, he said.
This was Anand’s fifth World Championships title and fourth crown in a row. The Indian chess wizard bagged his first world title in 2000 before winning three in a row in 2007, 2008 and 2010. He has been the world champion since 2007.
Anand will pocket approximately USD 1.4 million — 55 per cent of the total prize fund of USD 2.55 million — while Gelfand will get the remaining amount.
Judokas invited for registration

JAMMU, May 30: Under the guidelines of Judo Federation of India, the Jammu and Kashmir Judo Association (JKJA) has invited the judokas to register themselves with JKJA.
In a press statement issued here, the General Secretary J&K Judo Association, RC Thakur has said that no judoka will be permitted to participate in any kind of selection trial without a registration card, whether the trials are at district, state or national level.
The registration will be valid for a period of one year.
The association has advised all the judokas to report to their concerned coaching centers for the registration purpose.
India crashes out of Azlan Shah title race
IPOH (Malaysia), May 30:
Five-time champions India’s title hopes came a cropper after they suffered a 2-3 defeat against Argentina in a crucial match of the Azlan Shah Cup hockey tournament here today.
India suffered from their inability to capitalise on openings and also feeble defense to allow Argentina to call the shots.
Two field goals by Matias Paredes (37th minute) and Santiago Montelli (38th) soon after the half-time gave Argentina the advantage and then Gonzalo Peillat (58th) converted a penalty corner to ensure a victory for the Pan American champions.
The Indians fought hard and reduced the margin twice through goals from Sardar Singh (48th minute) and V R Raghunath (61st minute), but an equaliser eluded them inspite of repeated attacks into the rival citadel. (PTI)

JAMMU, May 30: Government High School (GHS) Balhama trounced Chenab Club Zewan in a tough contest to lift the title trophy in the Volleyball ‘B’ Divisional League Series, namely Youth Development Volleyball Tournament 2012, organized by JKAP XII Battalion Zewan Srinagar, which concluded at Armed Police Complex Zewan, here. GHS Balhama has now qualified for forthcoming ‘A’ Divisional League Series.
Earlier, in the summit clash, GHS Balhama got better of Chenab Volleyball Club Zewan in two straight sets by (25-13) and (25-23) in a close contest.
The match was inaugurated by Rouf-ul-Hassan, IGP Armed/IR Kashmir, who was chief guest on the occasion.
Prominent among others present on the occasion were T Namgyal, DIG AP Kashmir, Ranjeet Kanwar, SP Commandant IR 19th Battalion, RS Jamwal, SSP Commandant IR 11th Battalion and Ali Mohd, Principal Sidique Public School, Zafran. The participating teams included Govt High School Balhama, Chenab Club Zewan, Sidque Public School Zafran ‘A’, Sidque Public School Zafran ‘B’, Dare Devils Zewan, Young Boys United ‘A’ Balhama, Young Boys United ‘B’ Balhama and Noor-ul-Huda Educational Institute Zewan.
T Namgyal distributed prizes among the winners and runner-up teams on the occasion, besides presenting uniforms and kit bags to both the teams. MS Punoo, SP Commandant, JKAP XII Battalion was also present on the concluding ceremony.
