JKP to take all measures to maintain lasting peace: DGP

JAMMU, Feb 1: Director General of Police (DGP), Ashok Prasad has asserted that Jammu and Kashmir Police would take all measures to maintain complete and lasting peace in the State. He said that various measures have been taken to strengthen the police public relations.
Mr. Prasad was addressing a maiden Durbar at District Police Lines here today. A large number of jawans and officers of executive police from all districts of Jammu province participated in the first provincial level Durbar taken by Prasad. Besides Additional Director General of Police (Headquarters), S. P. Vaid, IGP, Jammu Zone, Dilbag Singh was present in the Durbar.
The DGP said that police has a primary role in maintaining peace and order in the society, to ensure dignity and honour of citizens. He said that police serves as a bride between public and the Government and we have to work with more consciousness and sincerity to keep the trust of the people they have pinned with the force. He said that police is the first responder to any assistance in any situation, so they have to maintain the confidence of the people at every level.
Appreciating the role of jawans and officers, the DGP said that JKP has demonstrated great valour and courage while maintaining law and order in the State. It was due to the tremendous efforts put in by the force that the security situation has evolved positively, said the DGP. He urged the cops that their aim should be public service and provide a congenial atmosphere to the people.
Responding to the problems put forth by the cops, the DGP said that various schemes have been introduced for the welfare of its personnel and the department is undertaking more beneficial schemes for them and their families. In order to bring uniformity in the opportunities of career development and working, a transparent policy is being considered for adoption, the DGP informed.
Stressing the senior officers present in the Durbar to redress genuine grievances on priority posed by the cops, the DGP assured that all steps would be taken to ease the hardships being faced by them while performing their duties. He said that PHQ has already taken the issues including enhancement in the remuneration of SPOs and we are actively persuading the matter.
Earlier, the Additional Director General, of Police (Headquarters), S. P. Vaid, deliberated upon the importance of Durbars and said that the occasion provides an opportunity to the subordinate ranks to bring their requirements and problems in the notice of their superiors for redressal.
On the occasion, the DGP handed over cash rewards and medals to the personnel, whose performance remained better during the previous year. Announcement for out of turn promotion of one constable and conversion of three SPOs as constables was made by the DGP and orders were handed over on the spot for their valour in safeguarding the life and property of the people.
Inspector General of Police, Jammu Zone, Dilbag Singh also addressed the Durbar and put forth suggestions for the welfare of cops and their families.
Among others, the durbar was attend by IGPs, V. K. Singh, Arun Kumar, Syed Javaid Mujataba Geelani and Mohammad Suliman Salria, DIGs, Danish Rana, Jagjit Kumar, J. P. Singh and Garib Dass, AIGPs, Ghulam Hassan Bhat, Aftab Ahmed Kakroo and R. S. Sambyal, all District Superintendent of Police of Jammu Province and other police officers.

Holistic, inclusive development priority of Coalition Govt: Sadhotra, Rana

JAMMU Feb 1: Minister for Planning, Development, Labour and Employment, Ajay Kumar Sadhotra was today accorded rousing reception on his arrival at Falain Mandal in Marh constituency after being inducted into the Council of Ministers.
The Minister was accompanied by Provincial President, National Conference, Devender Singh Rana.
Addressing a large gathering, Mr Sadhotra reiterated the commitment of the Coalition Government to ensure holistic development of all the regions of the State with special focus on remote, far-flung and rural areas. He said the State is on the march of peace, progress and development and this tempo will be carried forward with a mission.
The Minister said the Government’s endeavour was to create infrastructural facilities in a time bound manner so that the fruit of the efforts percolate down to the needy in a stipulated time frame. He said education, health, medicare and provision of utility services like power and water supply have been flagged as priority areas and every effort is being made to ensure these for enhancing the quality of life of the people.
Mr Sadhotra referred to various revolutionary initiatives taken by the Coalition Government during the past four years, like Public Services Guarantee Act and Right to Information Act and said these will help in enforcing accountability and ensuring transparency in the administration and people will be able to get improved services in a time bound manner.
Speaking on the occasion, Devender Singh Rana said that the Chief Minister, Omar Abdullah has kept his promise of giving representation to the Marh area by inducting Mr Sadhotra in the Council of Ministers and hoped that the people will strengthen the hands of Omar Abdullah and Sadhotra by strengthening the party cadre and extending cooperation to the developmental programmes launched by the Government.
Mr Rana reiterated the commitment of the Coalition Government to ensure overall development and welfare of the State, adding that a sound foundation has already been laid to achieve this objective. He expressed optimism about the State touching highest pinnacles of development and progress in the coming years.
The Provincial President cautioned the people about the machinations of vested interests and divisive forces that were misleading the people for furthering their political agenda. He said National Conference has a chequred history of public service and it has withstood the test of times by maintaining harmony and brotherhood between various sections of the people.
Earlier, responding to the demands of the people, Mr Sadhotra said that all major demands of the area will be taken up with the concerned authorities for earnest consideration and appropriate action. He said the Government is endeavouring to ensure all basic amenities to the people of rural areas.

Mir inspects pesticide manufacturing company

JAMMU, Feb 1: With a view to ensure quality pesticides products to the farmers, Minister for Agriculture, Ghulam Hassan Mir today asked Sarswati Agro Chemicals (India) Pvt Ltd to setup Analysis and Research Centres in the State.
The Minister passed these directions during the inspection of pesticide manufacturing company at Bari Brahmana this morning. He said, “our main objective should be to address the concerns of farmers and they must be satisfied with the quality products which they use”, adding “this factor should be the motto of the companies dealing with the pesticides, insecticides and herbicides”.
Director Law Enforcement, M S Katoo, Chief Agriculture Officer Samba, R K Sharma and other senior officers of Agriculture and Law Enforcement accompanied with the Minister.
The Minister went round all the units of the company and was briefed about the functioning and management. He was apprised about the detailed functioning of world class manufacturing facility and equipment installed with high quality labs and qualified staff.
Mr Mir emphasized on all the manufacturing units for maintaining the quality standards while manufacturing such pesticides for the benefit of the farming community and also stressed to adhere pollution norms as laid by the respective authorities.
Later, the Minister also inspected Sarswati Plasto Tech which manufactures Polycarbonate Sheets for energy efficiency use. The Polycarbonate sheet is being used in green houses in Agriculture, Horticulture and Floriculture sectors.

Efforts being made to solve oil blocks issue amicably: Antony

NEW DELHI, Feb 1:
Against the backdrop of a logjam over military clearances for 39 oil exploration blocks, Defence Minister A K Antony today said there were “serious security concerns” over them but efforts were being made to solve the issue amicably.
He said there were concerns about the security of “major very sensitive areas” and security installations in these areas but the ministries of Defence and Petroleum are trying to find an amicable solution for the issue.
“Out of the 73 blocks they have proposed for exploration, we have given approval for 40 blocks. Regarding the 32 plus seven, we have some serious security concerns. We are discussing how to safeguard security concerns and after that, how to proceed on oil exploration in these blocks.
“For that Petroleum and Defence ministries are in constant touch and we will try to find an amicable solution,” Antony said.
He was asked to comment on the contention that Defence Ministry objections were hindering the oil block exploration process in the country.
According to reports, in 32 blocks, the Defence Ministry has laid a stringent condition that the pipeline should be one kilometre below the sea bed and seven areas have been declared as totally no-go areas for the exploration purpose.
Asserting that the Defence Ministry was not taking any “negative step” on this issue, Antony said the government was worried over the high import bill due to oil and is looking for ways to increase its internal production.
“At the same time, we are very much concerned about the security of the country and also security of defence installations and major very sensitive strategic projects. We have to safeguard both,” he said.
Recently, the CCI headed by Prime Minister Manmohan Singh asked the two ministries to sort out differences on allowing exploration and production particularly in Krishna Godavari basin. (PTI)

Govt orders probe on misuse of mandate by minority colleges

BANGALORE, Feb 1:
Karnataka Government has constituted a high-level committee to look into the affairs of higher educational institutions, run by religious and linguistic minorities, following complaints from the public that some of them have misused their mandate in terms of student intake, appointment and are indulging in “business”.
Higher Education Minister C T Ravi told reporters here today the committee, comprising top officials of collegiate,technical and medical education and member-Secretary, Karnataka Knowledge Commission Prof M K Sridhar, would come out with recommendations on revised guidelines for such institutions.
As per guidelines, they are supposed to reserve 60 per cent of seats for minorities but there are complaints that some of them, particularly engineering colleges, are not following the rule and “selling” seats for those from outside the state and “others” and indulging in “business.”
“The very purpose of according them minority status has failed”, the minister said, also referring to complaints on appointments. “The committee will conduct an enquiry into all this”.
The National Minority Commission had also written to the State to come out with revised guidelines for them.
Ravi also said some engineering and medical colleges have violated rules on fee regulation — as per the Venkataramaiah committee report — by collecting more money from students, than what’s prescribed by the Government.
Some of these colleges had claimed they are providing internet and bus services, among others, while others have totally denied having collected extra money.
An enquiry has been ordered and institutions which charged a small sum would be warned not to repeat it, while government would take a serious view in cases where they had charged exorbitant sum, and at a meeting he had with Medical Education Minister S A Ramadass yesterday, a proposal to even blacklist them was discussed.
Ravi said the Common Entrance Test for under-graduate engineering courses would be held as per state syllabus this year – and not as wished by All India Council for Technical Education which wanted a CET for the entire country — as the State had introduced CBSE syllabus to first PUC (11th standard) only this year.
He also said a large number of government quota BEd seats are vacant in private colleges, whose management have approached the government to transfer those to them.
Government has ordered an enquiry by Principal Secretary, Higher Education Department, to look into how such seats can remain vacant even as managements claim students are willing to pay more and get enrolled under management quota. (PTI)

JBT scam: HC seeks CBI response to plea of 71-yr-old convict

NEW DELHI, Feb 1:
The Delhi High Court today asked CBI to file its response to the plea of a 71-year-old woman, sentenced along with former Haryana Chief Minister Om Prakash Chautala in the teacher recruitment scam case, challenging conviction and jail term awarded in the case.
Justice Mukta Gupta also asked the Superintendent, Tihar Jail to file a status report giving details about the health conditions of Raksha Jindal, who was awarded four years’ jail term in the case.
Besides the appeal against her conviction, Jindal has also moved an application for grant of bail on medical grounds.
“The convict is 71-year-old and is wheelchair bound as she has been suffering permanent disability. Even the trial court had allowed her to use the wheelchair inside the prison,” counsel for the convict said while seeking bail.
Jindal, who was a member of the district level selection committee constituted to recruit teachers in Haryana, was held guilty along side Chautala and others under various provisions of IPC and Prevention of Corruption Act (PCA).
The court has fixed the matter on February 7 for filing of Jindal’s medical report and reply of CBI to her appeal.
Earlier, the high court had granted interim bail for five weeks to another convict in the case, Rekha Sharma, to attend the marriage ceremony of her daughter.
A CBI court on January 22, had sentenced 78-year-old Chautala, his son 51-year-old Ajay Chautala and 53 others, including two IAS officers, for various offences.
On January 16, the court had convicted them under sections 120B (criminal conspiracy), 418 (cheating), 467 (forgery), 471 (using forged documents as genuine) of the IPC and sections 13(1)(d) and 13(2) of the PCA for the illegal recruitment of 3,206 junior basic trained (JBT) teachers.
The CBI court had sentenced Om Prakash Chautala, Ajay Chautala and eight others to 10 years in jail while one convict was sentenced to five years in jail and 45 others to four years in jail.
Apart from the Chautalas, the 53 others who were convicted included Sanjiv Kumar, the then Director of Primary Education, Chautala’s former Officer on Special Duty Vidya Dhar, both IAS officers, and Sher Singh Badshami, earlier Chautala’s political advisor and currently a sitting MLA.
The court had convicted them relying on the testimony of Kumar, who initially was a whistle blower but in the CBI probe that followed he was found to be involved in the scam.
In June 2008, CBI had filed its charge sheet before the special CBI court against 62 persons, out of which six had died during the trial while one was discharged by the court.
The apex court had in its order of November 25, 2003, directed CBI to take up the investigation of the case. (PTI)

Section Officer accorded warm send off

JAMMU, Feb 1: Mushtaq Ali Khan, Section Officer, Directorate of School Education, Jammu was accorded warm send off by Officers and Officials of the Department, who attained superannuation on January 31, 2013, after rendering 36 years of meritorious service in School Education Department.
The farewell was accorded to the retiring officer in an impressive and well attended function at Directorate of School Education, Muthi, here today.
Speaking on the occasion Dr Narupa Roy, Personnel Officer wished for his happy and prosperous post retirement life.
Prominent among others who spoke on the occasion were HR Pakhroo, Joint Director (EE), SK Gandotra, Joint Director (SE), Mr Fani and Mr Ramzan.

DNWC holds meet

JAMMU, Feb 1: Durga Nagar Welfare Committee (DNWC) held a meeting under the chairmanship of its president Roshan Lal Raina and ML Pandita, general secretary and discussed various issues.
While speaking, Roshan Lal Raina demanded auto service to lift the garbage and also repairing of tube lights.
He asked the concerned authorities to look into the matter for redressal.
Raina also urged the CAPD Minister to direct the Director Consumer Affairs for issuance of ration to APL migrant families.

Jodhamal students shine in debate

JAMMU, Feb 1: Winning the overall trophy in the 2nd Matushri Inter-School Dogra Law College Debating Contest, the students of Jodhamal Public School, Jammu once again proved their supremacy, here today.
JMPS emerged winner among the 29 participants from 15 elite schools of Jammu. Shivang Puri of Jodhamal claimed first position and was awarded a cash prize of Rs1000 along with a trophy, while Mayank Mahajan of the Jodhamal won the second position in the competition and got a cash prize of Rs700, besides an individual trophy.
The overall Running Trophy also was bagged by Jodhamal Public School and was adjudged the best debating team for outstanding skills.
The students portrayed the correct picture ‘for’ and ‘against’ the Motion- “Prevailing Education Policy in the Schools- Is it Adequate Enough in Personality and Potential Development of the Students”?
Meanwhile, in symposium conducted by Model Academy on the topic-“Can Exuberance of Youth Provide an answer to India’s Political Woes?,” Akansha Sharma of Jodhamal Public School won accolades by winning third position.
Principal, Trilok Singh Bist felicitated Shivang Puri, Mayank Mahajan and Akansha Sharma for this achievement.

5 gamblers held with Rs 8800

JAMMU, Feb 1: Gandhi Nagar police today arrested five gamblers and recovered Rs 8800 from their possession in Sanjay Nagar area.
The arrested gamblers have been identified as Parveen Kumar and Sanjay Manhas, both residents of Nanak Nagar, Kirpal Singh of Dilli, Hari Ram and Sheru of Sanjay Nagar.
All the accused have been booked under Section 13, Gambling Act.
Police parties headed by SHO Gandhi Nagar Inspector Gurmeet Singh made the arrests of gamblers under the supervision of SP City (South) Rajeshwar Singh.
