JAMMU, Feb 15: The Jammu and Kashmir Football Association (JKFA) will elect its office bearers of Jammu District Football Association, under the supervision of Returning Officer, RK Kohli, treasurer and senior member JKFA on February 24, 2013 here.
This was informed by Surinder Singh Bunty, resident secretary, Jammu District Football Association, today.
He said the last date for submission of nomination forms has been fixed as February 19, 2013, while the withdrawal date has been fixed as February 20, 2013.
“The scrutiny of the nomination forms will be held on February 21, 2013,” Bunty added.

Unsuccessful bidders in fresh 2G auction to cease operation:SC
NEW DELHI, Feb 15:
The Supreme Court today held that telecom companies which were unsuccessful in availing fresh 2G spectrum and those which did not participate in the auction process will cease to operate “forthwith”.
However, telecom companies which were successful in the fresh auction held on November 12 and 14, 2012 will be asked to start their services in the respective circles immediately, the court ruled.
“The telecom companies which have been unsuccessful in the bidding and those after the cancellation of the licences did not participate in the fresh auction are directed to cease from continuing from operation forthwith and the successful bidders will immediately start in their respective circles,” the court said.
A bench comprising justices G S Singhvi and K S Radhakrishnan directed that those telecom companies which were allowed to continue operation after scrapping of their licences by February 2, 2012 judgement will have to pay the reserved price fixed for the licences in the first round of the auction held in November 2012.
The apex court by its interim orders had extended the deadline for them to continue with the operation.
The bench clarified that the apex court’s Feb 2, 2012 judgement will not be applicable on telecom companies holding the spectrum with 900 MHz band.
“The February 2, 2012 order will have no bearing on litigation relating to 900 MHz band,” the bench said, adding that it (900 MHz band spectrum) was not the subject matter before it.
The bench also directed to immediately put on fresh auction entire 2G spectrum for the licences cancelled by it.
The apex court had on February 2, last year cancelled 122 licences for 2G spectrum and had directed the Department of Telecommunication (DoT) to hold fresh auction for them within four months. The deadline was extended by its interim orders from time to time.
As per the apex court order, 21 licences of Sistema Shyam Teleservices (MTS), 16 permits of Telenor controlled Uninor, 15 of Videocon and 3 CDMA permits of Tata Teleservices were to stand cancelled from January 18, affecting around 25 crore subscribers in the country.
Telenor is in the process of transferring the business of Uninor in 6 circles to new entity Telewings Communications, which recently won spectrum in fresh auction.
In the November 2012 auction, five telecom operators — Bharti Airtel, Vodafone, Telenor-promoted Telewings, Videocon and Idea Cellular — had applied for participating in the auctions.
Sistema Shyam Teleservices had not participated while Videocon won spectrum in six circles and Idea won spectrum in eight circles and Telenor got spectrum in six circles.
Earlier, the Centre had asked the court to consider allowing telecom operators, whose 2G licences were cancelled last year, to continue to operate after the January 18 deadline with a condition that they “will be liable to pay” for the spectrum as per the proposed price of the upcoming auction on March 11.
The DoT had stated its stand in an affidavit which assumes importance as the court has permitted the telecom operators to continue to operate till January 18.
The DoT had asked the apex court to consider allowing it to grant “temporary licences” to such operators till the completion of the fresh bidding process.
The court by its various interim orders had allowed the telecom companies whose licences were quashed by the verdict to continue with the operation till the fresh auction for 2G spectrum was completed.
The bench had said allowing those who were unsuccessful and had not participated in the 2G GSM spectrum auction to continue with operation would generate more litigation.
It had said auction will have to be done for all those licences for the 2G spectrum for which letters of intent were issued on January 10, 2008 and were quashed by the apex court’s February 2, 2012 judgement.
The bench had also said that it was only concerned with the 1800 MHz and 800 MHz band and not with 900 MHz band.
The apex court on January 14 had extended till February 4 the January 18 deadline for existing operators of 2G spectrum to carry out operations. The deadline was further extended till further orders.
Prashant Bhushan, appearing for the NGO, Centre for Public Interest Litigation (CPIL), which was one of the PIL petitioners on whose plea the 2G licences were cancelled, had said existing operators should not be allowed to continue as consumers have the option to move to other service providers.
The apex court had on November 27 last year said that the telecom operators, whose licences were cancelled by it but continued to operate due to delay on government’s part to hold fresh auction of 2G spectrum, might have to pay for using the radiowaves on the basis of current price.
The apex court had on February 2, 2012, quashed 122 2G licences while allowing telecom operators to run their services for four months after which the order was to become operative.
The date expired on May 2, 2012 but the apex court allowed the operators to continue providing services as the Centre failed to put the spectrum on auction which was done only on November 12, 2012. (PTI)
Govt issues fresh directives; Complaint Committee re-framed

JAMMU, Feb 15: Taking serious note of non-adherence to the instructions vis-à-vis checking harassment of women at work places, the State Government today issued fresh directives to the officers across the State and even re-constituted Complaint Committee.
In order to check the harassment of women employees at the work places, the State Government had issued directions vide Circular No. 8-GAD of 2001 dated April 11, 2001 for strict compliance. However, it has come to the notice of the Government that these instructions were not being strictly adhered to.
Taking serious note of this, the Government today issued fresh circular whereby the attention of all the Administrative Secretaries, both the Divisional Commissioners, all heads of the Departments, all Deputy Commissioners and all other officers of the State Government has been invited to the instructions issued way back in 2001 regarding prohibition of sexual harassment of women at work places.
All these officers have been enjoined upon to follow the instructions in letter and spirit. Moreover, all the Administrative Secretaries have been asked to ensure that these instructions are complied with at the Divisional/District Level officers of their respective departments.
Meanwhile, in supersession of earlier order, the Government has reconstituted a Complaint Committee to register and enquire into and dispose of the complaints, if any, of sexual harassment against women employees of the Civil Secretariat.
Farhat Tasneem, Special Secretary, Department of Law, Justice and Parliamentary Affairs is the Chairperson of the Committee while as Shabnam Kamili Shah, Additional Secretary, Power Development Department and representative of a NGO to be nominated by the State Commission for Women are its members.
The Committee will submit to the Government its report on each complaint received by it regarding sexual harassment against women employees of the Secretariat for consideration of the Government. It will also submit annual records about the total number of complaints received, enquired by and action taken on the same.
Fresh snow, rains in Valley

Srinagar, Feb 15: The upper reaches of Kashmir valley received fresh snowfall while the plains were lashed by rains today, and the Meteorological Department has forecast fresh rains and snow for next 24 hours.
With the rains and snow, the temperature in summer capital of Srinagar plummeted to 6 degree Celsius. This week the highest maximum temperature in Srinagar was recorded at 16 degree Celsius.
Gulmarg and Kupwara town in North Kashmir and Pahalgam in South Kashmir and hills across Kashmir witnessed snowfall while rest of the Valley was lashed by light to moderate rains.
It was snowing in the Jawahar Tunnel area in South Kashmir. However, the Jammu-Srinagar national highway was open for traffic.
IGP Traffic, Munir Khan told Excelsior that highway is open for traffic but keeping in view the weather, he has asked commuters to confirm the status of the highway in the morning before their travel. He said that traffic will ply from Jammu to Srinagar tomorrow.
The Met Department has forecast light to moderate snowfall or rains across Kashmir valley and light snowfall in Ladakh region of the state. It has also forecast rains in Jammu region.
Srinagar, the summer capital of Jammu and Kashmir, recorded a minimum temperature of 2.7 degree Celsius while maximum temperature was recorded at 6 degree Celsius.
The mercury in Gulmarg resort of North Kashmir rose by 2.5 degrees to settle at minus 4.5 degree Celsius last night while Pahalgam in south Kashmir recorded a low of 0.4 degree Celsius, up by over four degrees.
Leh and Kargil towns in cold desert region of Ladakh experienced comparatively warmer night as the twin towns recorded a low of minus 10.0 degree Celsius and minus 9.0 degree Celsius respectively.
The Met Department said that Jammu recorded maximum temperature of 16.9 degree Celsius and minimum of 10.8 degree Celsius.
Sahil Singh of IDS bags sprint gold; PG Deptt wins overall C’ship

JAMMU, Feb 15: Sahil Singh of IDS, Jammu claimed gold in 100 meters sprint, while PG Department, University of Jammu won the overall championship in the ongoing Inter-Collegiate Annual Athletic Meet, being organized by the Directorate of Sports and Physical Education, University of Jammu at Varsity ground, here.
Manoj Singh of PG Department, University of Jammu clinched silver in this category, while the bronze went to Amit Sharma of PG Department.
In 200 mts boys, Kaushal Sharma of MBS CET bagged gold, while the silver and bronze medals went to Ankit Sharma of New Age and Ankush Saini of GDC Kathua respectively.
Rakesh Kumar of GDC Samba bagged gold in 500 meters, while Vikas Saini of GGM Science College and Vijay Sharma of PG Department claimed silver and bronze medals respectively.
In high jump boys, Rajan Kumar of GGM Science College bagged gold, Aman Sambyal of PG Department won silver, while the bronze medal was shared by Harshdeep Singh of MBS CET, Masood Ahmed of MAM College and Sahil Singh Chib of IDS respectively.
The 4×400 relay gold went to Aman Sambyal, Jagdev Singh, Goutam Sharma and Vikesh Kumar of PG Department, while the silver medal was bagged by Ayaz Ahmed, Rajan Kumar, Anil Kumar and Arun Sharma of GGM Science College and the bronze medal was claimed by Yasser Ayaz, Naresh Singh, Nandishwar Sharma and Ankit Sharma. PG Department claimed overall championship in men’s section by securing 68 points, while GGM Science College remained runners-up with 41 points and the third place went to GDC Samba, bagging 18 points.
Meanwhile, in 100 meters girls, Neeru Manhas of GCW Parade won gold, Kamaljeet Kour of PG Department bagged silver and Pooja Sharma of GCW Parade claimed bronze, meanwhile in 200 meters girls, the same trio claimed gold, silver and bronze respectively.
In 500 meters girls, Suchi Devi, GDC Kathua, Ekta Rani, PG Deptt and Bhavna Koul, PG Department claimed gold, silver and bronze respectively.
In 4×100 meters girls, Monika Chalotra, Suman Lata, Kamaljeet Kour and Mamta Sharma of PG Department bagged gold, while Shifali Bhau, Neeru Manhas, Pooja Sharma and Khatoon Bibi of GCW Parade claimed silver and the bronze medal went to Neetu Devi, Pooja, Priya Koul and Jasvinder Kour of GCW Gandhi Nagar.
Suman Lata and Sagita Bhat, both from PG Department bagged gold and silver in high jump girls, while the bronze medal in this event went to Shallu Bala of GCW Parade.
The overall championship in women section went to PG Department by scoring 63 points, while GCW Parade and GDC Samba bagged second and third spot by securing 33 and 19 points respectively.
Prominent among others present on the occasion were Prof Dhian Singh Bhau, Director Sports and Physical Education, Dr Sonam Angchok, Brij Baloria, Romesh Sharma, Romesh Magotra, Jai Bharat and Raj Kumar Bakshi.
Lead futures down on profit-booking
NEW DELHI, Feb 15: Lead prices eased by 0.27 per cent to Rs 129.50 per kg in futures trade today due to profit- booking by speculators at prevailing levels even as the metal rose in the overseas markets.
At the Multi Commodity Exchange, lead for delivery in February fell 35 paise, or 0.27 per cent, to Rs 129.50 per kg in business turnover of 812 lots.
Likewise, the metal for delivery in March shed 30 paise, or 0.23 per cent, to Rs 130.10 per kg in 98 lots.
Marketmen said the fall in lead futures prices was attributed to profit-booking by speculators but a better trend overseas, limited the losses. (PTI)
Encana apologizes for executive’s cursing on conference Call
CALGARY, Alberta, Feb15: Encana Corp, Canada’s largest natural gas producer, ologized yesterday because one of its executives cursed after an analyst asked about whether new Canadian investment rules would prohibit its takeover by foreign state-owned entities. When asked the question by Canaccord Genuity analyst Phil Skolnick, interim CEO Clayton Woitas said: “The answer would be no.” Then, in a whispered comment that was clearly audible on a replay of the call, someone can be heard saying, “fucking asshole.” (agencies)
Copper futures marginally down
NEW DELHI, Feb 15: Copper futures prices today declined by 0.09 per cent to Rs 445.30 per kg, as speculators trimmed their positions amid a weak trend in the global markets as the euro-area recession deepened.
At the Multi Commodity Exchange, copper for delivery in February declined by 40 paise, or 0.09 per cent, to Rs 445.30 per kg in business turnover of 991 lots.
Similarly, the metal for delivery in far-month April fell by 60 paise, or 0.09 per cent, to Rs 451.10 per kg in 57 lots.
Analysts attributed the decline to
a subdued trend at the London Metal Exchange as the euro-area recession deepened more than economists forecast, weakening demand for the metals.
Meanwhile, copper for delivery in three-months traded a shade lower at USD 8,250 per tonne on the LME. (PTI)
Enigmatic case of separatist leaders

When Yasin declared himself Chief of JKLF Kashmir, Amanullah Khan, the initial sponsor based in Luton, UK, said the organization had been hijacked. Nobody could say whether he was indirectly castigating Yasin or ISI. The ISI needed a valley-based JKLF chapter to absolve it of the stigma of murdering Indian diplomat Mhatre in UK.
Hashim Qureshi, who says he rejected ISI’s plan of recruiting Kashmiri Muslim youth for terrorist activity, claims that Amanullah Khan got Mhatre murdered through his PoK activists of KLF in UK as he knew the Indian government would, in reprisal, execute Maqbul Bhat, the original founder of KLF, and in this way a big obstacle in his (Amanullah’s) path would be removed.
Hashim had throughout rejected ISI’s plan of making Kashmiris fodder for the Indian defense establishment. Nothing distanced Amanullah from ISI once Maqbul Bhat and Hashim Qureshi were no more on the scene.
ISI created the parallel branch of JKLF under local leadership (Yasin Malik) in Kashmir. It knows that Kashmiris are more comfortable with a local rather than non-Kashmiri leader. This is despite the fact that Amanullah is not a Punjabi (he is a Bhautia Muslim) and speaks Kashmiri, and has also studied in Srinagar.
Yasin has been visiting Pakistan under the garb of a peacenik. His present visit has led to a row when he was recorded sharing dais with rabid anti-Indian Hafiz Saeed of Pakistani organization al Dawa wal Irshad and the chief of LeT implicated in 26/11 attack in Mumbai.
Hafiz Saeed is a patent terrorist on whose head the US once placed ten million dollar prize. UN and USA banned his organization.
Yasin says he has met with Hafiz earlier also and this time he spent just ten minutes on latter’s platform in Pakistan.
Yasin’s presence on the dais with Hafiz Saeed has been objected to by some quarters in the country including the ruling coalition and the opposition. Even impartial commentators, too, have raised eyebrow. Their question is how come somebody with Indian passport is meeting and talking to the enemies of India like Hafiz Saeed in Pakistan?
LeT is the lap-child of ISI and the Army. It has closest connection with the Army. The Army calls it the frontline of Pakistan’s defence.
Should or should not have Yasin decided to be on Hafiz’s dais is the question under discussion. To him, and to everybody of his ilk, Hafiz Saeed is an Islamic crusader and not a terrorist. As he is committed to the “liberation of Kashmir from Indian occupation”, Yasin and all separatists in Kashmir idolize him as the Islamic warrior.
Yasin met him or meets him as a Muslim committed to “liberating Islamic land of Kashmir from the clutches of an infidel”. That is not only Yasin’s forte but also the general approach of ambivalent leadership in Kashmir reflected in the recent utterances of many of them following the execution of Afzal Guru. Mirwaiz, too, is reported to have had secret meetings with Hafiz Saeed and Salahu’d-Din.
Keep this in mind, and gauge the tone and tenor of speakers at the Kashmir Day rally organized by Hafiz Saeed-led Jamaatud Dawa on 5th of February at Shohada Mosque in Lahore. The rally expected a large number of 50,000 participants but actually just 5.000 people attended. Contrary to good indigenous publicity, there was little international coverage of the event.
Not ready to concede its political status, JUD decided to go solo. It did not use the platform of Difa-e Pakistan Council (DPC) although other religious groups were asked to send their representatives.
DPC Chairman Mualana Samiul Haq stayed at the rally for a few minutes only but made bombast in his short address saying “the power of jihad had disintegrated three superpowers — Britain, the USSR and the US. Now it was India’s turn.” But, “what he doesn’t realize is that the power of jihad is also on the brink of disintegrating Pakistan. The state has little writ, not even in the capital Islamabad”, wrote a Pakistani commentator in current Friday Times issue.
The leaders of the two largest outfits in the DPC did not attend the rally — Fazlur Rehman Khalil, head of the defunct Harakatul Mujahideen, and Mohammad Ahmad Ludhianvi, head of Ahle Sunnat Wal Jamaat (ASWJ). Junior leaders of the groups represented them.
Muavia Azam Tariq from ASWJ, son of deceased cleric Azam Tariq, said he would not let the government re-open supplies to NATO troops in Afghanistan. The organization was reiterating its earlier claim of disallowing drone attacks on Waziristan terrorist. But he did not know that despite DPC’s resistance, NAT supplies have already been reopened, about seven months ago.
Ali Shah Geelani, chief of his own faction of Hurriyat Conference in Srinagar, addressed the event on the phone. He said the Kashmir issue must be resolved through tri-partite dialogue. This is his usual repeat exercise. But are their takers of the tripartite solution among policy planners in Pakistan? Before that, the speakers at the rally had been raising their fists in the air vowing to free Kashmir through jihad. They did not seem to agree on whether they wanted to liberate Kashmir, Gurdaspur, or Delhi.
Ziaullah Shah Bokhari of Muttahida Jamiat Ahle Hadith said Pakistan should first take back Gurdaspur, because it was part of Pakistan, before talking about Kashmir. Jamaatud Dawa number two Prof Abdur Rehman Makki, who is said to be among the best speakers in the group, said the Mujahideen would decorate Delhi like a bride on their way to Srinagar.
Elaborating the statement Qari Muhammad Yaqub said the Mujahideen would conquer India and “enslave their women, becoming bridegrooms of Delhi.”
Hafiz Saeed made a 30-minute speech. He said India was a terrorist country, as admitted by its own home minister, and that he was only working for peace and humanity. But he also said Jamaatud Dawa would play a great role in India’s destruction, and that Pakistan would conquer not just Kashmir but the entire India through jihad.
Keeping the tone and tenor of these utterances in mind, the question one may put to Yasin Malik and others of his ilk is this: Where is the third option of which the Kashmir Hurriyatis including Yasin are talking about?
How do you imagine that after “conquering India followed by the conquest of Kashmir” (in their words), are they going to accept your trilateral option? Would Yasin explain what will be the position of his party after Pakistani fundamentalist organizations have hypothetically achieved their objective?
Lastly, when the Indian and External Affairs Ministries know it better than we do what the ideology of people with whom Yasin and others of Hurriyat are hobnobbing is how was the passport, short time or long time, issued to him? Are we right in dismissing the quip of Mustafa Kamal who said that “they are all double agents”? What a great truth said so innocently.
SBI ties up with EPC industries
MUMBAI, Feb 15: Country’s largest lender, State Bank of India (SBI) has entered into a partnership with Mahindra group company, EPC Industries Ltd, to provide loans to farmers who wish to use EPC’s micro-irrigation systems.
Tie up is part of the USD 15.9 billion Mahindra Group. EPC Industrie Ltd. And is engaged in manufacturing and selling of micro-irrigation systems, crop management services and agriculture
pumps, according to official sources here today.
The tie-up will help farmers increase their acreage under irrigation by minimum use of available water resource. This will, in turn, increase their productivity and profitability. EPC will assist the Bank in identifying eligible farmers with a requirement
for micro irrigation systems, crop management services, agriculture
pumps.
It is expected that a large number of farmers will be financed through this tie-up in the coming months as use of water-saving methods like drip and sprinkler irrigation method, is being encouraged by various state governments, sources added. (UNI)
