Fresh probe into Pathribal encounter not ruled out

NEW DELHI: A fresh probe into the Pathribal encounter case is not ruled out in view of the major controversy that has erupted after the Army gave a clean chit to its personnel in the infamous incident which took place in Kashmir in 2000.

Indications in this regard came on a day when Army Chief Gen Bikram Singh met Defence Minister A K Antony here today.

It was not clear what transpired between them during the meeting.

Sources, however, said reopening of the Pathribal case cannot be ruled out considering the controversy and the sensitive nature of the incident.

Earlier in the day, Antony reviewed the security situation in the country with National Security Adviser Shivshankar Menon and the chiefs of Army, Air Force and Navy.

Army last week closed the Pathribal encounter case saying the evidence recorded could not establish prime facie charges against any of the accused persons.

The force is facing criticism from several quarters including Jammu and Kashmir Chief Minister Omar Abdullah who plans to take it up with Prime Minister Manmohan Singh.

In the 2000 encounter, five alleged civilians were killed on the ground that they were foreign militants and the case was handed over to the CBI.

The agency alleged in 2006 that five Army personnel– Brig Ajay Saxena, Lt Col Brahendra Pratap Singh, Maj Saurabh Sharma, Maj Amit Saxena and Subedar Idrees Khan– were involved in the gunning down of five villagers, dubbing them as foreign militants before the media.

The CBI, in its chargesheet, had alleged that the army officials of Seven Rashtriya Rifles had staged a fake encounter and killed five innocent civilians whom they said were terrorists involved in an attack on Sikhs at Chittisinghpora in south Kashmir.

The CBI alleged that the killing of innocents was a result of ‘tremendous psychological pressure’ on the army unit to show results after the massacre of 36 Sikhs in Chittisinghpura in the valley on the eve of the visit of then US President Bill Clinton to India. (AGENCIES)

Govt transfers 160 police officers

 

JAMMU: Ahead of the 2014 Lok Sabha elections, the State Government has transferred 160 Deputy Superintendent of Police (Dy SPs) in the State.

Director General of Police Ashok Prasad has ordered the transfers and postings of 160 Dy SPs with immediate effect, an official release said here today.

All the officers shall be relieved forthwith with the directions to report at their places of new posting immediately, the release said. (AGENCIES)

Kashmir highway open for one-way traffic

 

Srinagar: Only one-way traffic will continue on the national highway, connecting the Kashmir valley with the rest of the country.

Today vehicles will ply from Srinagar to Jammu, a traffic police official said, adding that no vehicle was allowed from Jammu to avoid any traffic jam or accident on the highway.

Vehicles, carrying passengers,  trucks and other load carriers left Srinagar and other parts of the Kashmir valley this morning for Jammu, the winter capital of the State.

The highway will remain open for only one-way till further improvement in the weather and road condition. (AGENCIES)

Weekly Karvan-e-Aman bus remains suspended

SRINAGAR : Weekly Karvan-e-Aman bus, operating between Srinagar and Muzaffarabad, capital of Pakistan- occupied Kashmir (PoK) remained suspended for the second week today.
Official sources told reporters that the service run has been suspend again  today. This was the second week the bus could not be operated because of drug row.
The bus service was suspended on January 20 when a PoK bus driver was arrested after 114 packets of brown sugar were recovered from his vehicle at Salamabad in Uri trade centre.
Later, Pakistan closed the gate and refused to take back their drivers who remained stranded in Uri.
The PoK authorities also did not allow Kashmiri drivers to leave who had gone there.
Pakistan has been demanding release of the arrested driver before allowing Kashmiri drivers to leave. The Pakistani authorities are also demanding seized truck and brown sugar to prosecute the driver in the PoK.
During 2014, only two PoK citizens arrived here while 14 from Kashmir crossed over to the other side.
The bus service was started after Prime Minister Manmohan Singh flagged off the first bus on April 7, 2005 despite opposition by militant organisations. Later, in 2008 trade service was also resumed.

PWD casual labourers hold protest, demand regularization

JAMMU, Jan 25: J&K PWD Casual Labourers Union held a protest demonstration in front of Lok Nirman Bhawan, Pamana Chowk, demanding regularization policy for the workers engaged after 1994, here today.
Raising slogans in support of their demands, the protestors urged the Government to frame regularization policy for all causal workers, who are working in the department for the past over a decade.
They also demanded release of wages under proper wages head and release of all pending wages of various divisions of Jammu province especially Samba and Akhnoor divisions.
Due to retirement of the permanent employees all the important assignment are being run by the casual labour of the department, they said, adding that in this situation these casual labours deserve favorable regularization policy.
Addressing the gathering, Mohammad Gafoor Dar, president, J&K National Trade Union Front warned the authorities that further delay in fulfilling the demands will compel the workers to launch agitation.
Among others present were Rajinder Kumar, Molvi Naazir Ahmad, Ajay Kumar, Satish Kumar, Sanjeev Suri, Ravi Manhas etc.
Gafoor Dar has appealed to all casual labours of PWD, PHE, Irrigation, Forest and other allied departments to partipate in large number on Febuary 12, 2014 to march to Assembly programme.

4th National Voters’ Day celebrated EPIC-a proud possession to have: CS

JAMMU, Jan 25: To commemorate the foundation day of the Election Commission of India and to enhance the participation of the voters, especially the youth, in the democratic electoral process, the ‘4th National Voters’ Day’ (NVD) was celebrated at a function organized by Chief Electoral Office J&K at Police auditorium here today.
Chief Secretary, Mohammad Iqbal Khandey was the chief guest on the occasion. Chief Electoral Officer J&K Umang Narula, Deputy Commissioner Jammu Ajit Kumar Sahu and officers from State administration and Election Department besides various political party representatives, senior citizens and large number of young boys and girls participated in the event.
“Setting up of the Election Commission of India on January 25, 1950 was indeed a landmark chapter in the history of free India, a step which facilitated peaceful, orderly and democratic transfer of power through delivery of free, fair and credible elections to the people”, Chief Secretary said.
“The addition of over 3.5 lakh new voters who turned 18 during last year, to the list of registered voters reflects the success of ‘Systematic Voters Education and Electoral Participation’ SVEEP campaign” he said, adding that Jammu and Kashmir today has over 69 lakh total registered voters, who will be exercising their franchise, their right to vote in the upcoming elections to choose a Government.
Speaking on the occasion, Chief Electoral officer, Jammu and Kashmir Umang Narula informed that as many as 3.5 lakh new voters have been enrolled to the voters list and now the state has over 69 lakh registered voters, following the recently concluded roll Revision exercise. He said that out of these 92 per cent of our voters have given their photographs and we will be providing new EPICs to all which will become standard card for a voter. He said that people can also visit our website www.ceojk.nic.in, with facility for online registration, online electoral Rolls, e-filling of claims for getting name added, to electoral rolls, deleted from electoral rolls and modifying the particulars of an elector.
Deputy Commissioner, Jammu, Ajit Kumar Sahu on the occasion informed that in the coming days awareness programme “wake up Jammu” will be launched to encourage all young eligible boys and girls to get enrolled and participate in the election process.
On the occasion, young artists of Natrang presented very creative and skits highlighting the importance and power of each vote in democracy and how right use of vote can lead towards ensuring that best leaders are put in position of power and responsibility. Omar rubbishes criticism over Wandhama massacre

SRINAGAR, Jan 25:
Jammu and Kashmir Chief Minister Omar Abdullah today brushed aside criticism that the State Government did not act against the perpetrators of 1998 Wandhama massacre of Kashmiri Pandits, saying 12 militants responsible for the act were killed.
“A lot of chatter about alleged inaction following Wandhama massacre of Kashmiri Pandits. Facts are very different and counter (the) allegation. Stay with me, while I put the facts here. On the night of Jan 25, 1998, 23 Pandits were killed by militants in Wandhama. Harkat-ul-Ansar suspected to be behind the incident” Omar wrote on micro-blogging site twitter.Com.
The Chief Minister said on February 17 that year, security forces launched an operation and six foreign militants, probably Pakistanis, were killed and another injured.
“All were affiliated with HuA cadres and injured militant admitted to being part of Wandhama massacre and named other dead ones as accomplices with name of ISI commander also,” Omar said.
He said six more foreign militants of Harkat were killed in operations over the following years.
“Further operations over next years in Wandhama area, other 6 more HuA foreigners were killed & no evidence or intelligence of further involvement (of more militants) is there,” the Chief Minister said.
He said the case was closed after that. “As a result, the case was closed and to suggest no action followed Wandhama massacre or Govt slept/ignored is not supported by facts,” he said.
A Kashmiri Pandit organisation, KPSS, yesterday alleged that the Government took no action to bring the perpetrators of Wandhama massacre to book and demanded that the Chief Minister issue a statement about the action taken in the case. (PTI)

MLA kept away from official function Tension in Mendhar as PDP workers protest

MENDHAR, Jan 25: Tension gripped the entire Mendhar town this afternoon as hundreds of workers of PDP came out on the road and started massive protest demonstration against the NC-led State Government for allegedly keeping local MLA, Sardar Rafiq Hussain Khan from PDP, away from the official Republic Day function.
A large number of  PDP workers led by Nadeem Ahmed Khan, State general secretary PDP youth wing and  other senior party leaders Maroof  Ahmed and Wasim Ahmed Khan came out on the road and raised barricades. The market was also closed sensing trouble. A strong mob of PDP workers and supporters of MLA had assembled in the town to lodge strong protest against the State Government. They stalled the movement of traffic on the road.
They were shouting slogans against Chief Minister Omar Abdullah and Deputy Commissioner Poonch. They alleged that in all the Assembly segments as per standing Government order, respective MLAs  will hoist National Flag in the Republic Day function but for Mendhar constituency a separate order was issued by the GAD on the behest of Chief Minister  that SDM Mendhar would hoist the National Flag tomorrow at the official function.
By playing dirty politics and providing political gains to local NC leader and Dy Chairman Legislative Council Javed Rana,  the  NC leadership asked GAD to issue controversial order and keep MLA away from the official.
Tension gripped the entire town over the issue. While SHO and the SDM  Romesh Kumar reached the spot to defuse the situation, Addl SP Poonch Amit Gupta and Addl DC also rushed there sensing law and order problem.  Additional police and paramilitary forces  rushed to spot. The local shopkeepers closed market and movement of vehicles also came to grinding halt.
MLA later told Excelsior that by issuing such a controversial order by GAD on behest of NC leadership  and that too,  for Mendhar, keeping public representative (MLA) away from official Republic Day function, the Omar Government has been exposed for its nefarious designs. He said order of January 6  issued by GAD has clearly  mentioned about the MLAs to host tri-colour in their respective constituencies but another order was issued on January 24, only for Mendhar constituency because it is represented by PDP and NC wanted to provide political advantage to its local leader Javed Rana. He said that PDP workers would not allow it to happen and for any law and order sitatuation, Government will be responsible.
Meanwhile, the PDP workers held protest up to 8 pm and then dispersed. They warned to storm into official function venue along with MLA tomorrow morning and only MLA would be  allowed to hoist National Flag there.
Deputy Commissioner Poonch, Sajjad Ahmed Khan when contacted  said that he and SP Poonch were cosely monitoring the situation. Additional deployment of police force has been made. He said that he personally spoke to the MLA and requested  him to maintain peace and calm. He said the protest has been stopped now and party workers have returned.
Replying to another question the DC said, “Till late this evening, there was no communication from the higher authorities regarding any change in tomorrow’s programme at Mendhar.  No doubt, the situation was explosive in the border town of Mendhar. We are keeping close eye on the situation and will take appropriate decision assessing the situation tomorrow”, Khan maintained.

Another Republic Day !

TALES OF TRAVESTY

In June 1930, Sir Winston Churchill, the then Prime Minister of England, had declared, ‘‘Sooner or later, we will have to crush Gandhi and the Indian Congress, and all that they stand for ’’. And in the December of same year, Churchill had said, ‘‘We have no intentions of casting away India, that most truly bright and precious jewel in the crown of the King, which more than all our dominions and dependencies, constitutes the glory and strength of the British empire .
It is difficult to answer how many of the present Congressmen attending the Republic Day celebrations would  have ever heard or read of this remark which Churchill made at the expense of their parent organisation. Nevertheless, the ironic truth is that within two decades after that, India had shown the entire world the path to freedom and sovereignity  while  Churchill and his Conservative Party lost  the elections and swallowed a humble pie. There were men who were barely out of their teens when they were sentenced but while still in prison they had turned grey-haired and middle-aged. Many of them died unsung, unhonoured, unrewarded. They got no ministerial berths, no political chairs, no Padmashris, no Padma Bhushans, no Bharat Ratnas.
Today, as we sit before the television set to watch the colourful Republic Day programme, we are only  subjecting ourselves to yet another annual ritual to which our minds have got conditioned over the years. It is difficult to guess how many of the ministers and legislators spread across the length and breadth of this politically fertile country will be able to answer as to what precise historical reasons led our founding fathers to choose the date of 26 January for declaring India as a sovereign Republic. They may also be little aware of the fact that the then Prime Minister Nehru had personally wished C Rajagopalachari to take over as the first President of  the new Indian republic on 26 January 1950 but,  he was made to accept   the preference that a majority of his colleagues expressed for Babu Rajendra Prasad.
The designer clad Minister of today represents the polity of India 2014. And on 26 January, the Minister has a hectic schedule. In the morning, he is to be on time for the Republic day function at the stadium. Also lined up with him will be all the senior bureaucrats who obediently line up less out of any reverence for the Republic of India and more out of fear of being noticed as being absent when their political bosses are around. The Army is on alert lest any terrorist incident should mar the celebrations and the doctors are ready stand-by with emergency ambulance and bottles of blood lest any VIP should require urgent assistance in the event of a violent militant attack. In the late hours of afternoon or the early hours of evening… one can put it either way…. the same ministers and bureaucrats are there on time at Raj Bhavan to attend the Governor’s ‘‘At Home’’ on the occasion of Republic Day. But at the Governor’s ‘‘At Home’’, there are others too   including several small-time activists  who are smart enough to manage an invitation to the lawns of Raj Bhavan so that they could go home and boast that they had their evening tea with the Governor.
The common man, on the other hand, complacently watches the celebrations on television. The pageantry, the spectacle, the gaiety, the colour, the extravaganza of Republic Day are enough to woo an unprivileged Indian have-not. He is overwhelmed by rainbow colours running in symmetrical streaks across the sky as helicopters and aircrafts join in customary salute. He is enchanted by the sight of  young boys and girls in their traditional dress dancing in an ecstasy which is seldom witnessed.
He is impressed by the smart display of soldiers marching up to the chief guest in carefully timed steps. He hums when music fills the air. He cares not who is awarded Padmashri or Padma Bhushan and bothers not to know about the receptients of Police medals. For a brief moment, he is contented to forget his day to day woes of deprivation, discrimination and under employment. As the unrequited Indian youth helplessly resigns to the monotony of his cheerless life,  for Umapathy,  a holiday is perhaps the only bonus that a Republic Day offers but unfortunately the Republic Day of 2014 fell on a Sunday. And thus, yet another Republic Day of  much hyped rhetoric that makes no difference to his monotonous existence, a La, ‘‘….Bahut Sunee Takreeren, Badli Nahin Taqdeeren!’’
