Bhalla dedicates Rs 3.05 crore WSS at Malik Market

JAMMU, June 21: Minister for Housing, Horticulture, Culture, Youth Services and Sports Raman Bhalla today dedicated Rs. 3.05 crore Water Supply Scheme (WSS) to the people of Nowabad, Bhatindhi, Vidhata Nagar, Malik Market and its adjoining areas.
The scheme has been developed under Jammu and Kashmir Urban Sector Development Investment Programme (JKUSDIP) by Economic Reconstruction Agency (ERA), financed by the Asian Development Fund (ADB) through Multi Tranche Financing Facility.
The scheme is aimed at to benefit over 10000 souls of four localities  namely Nowabad, Bhatindhi, Vidhata Nagar, Malik Market and its adjoining areas of Gandhi Nagar constituency.
Chief Engineer, PHE, Sushil Aima, Managing Director Jammu and Kashmir Housing Board Ram Paul Sharma besides various officers of ERA and PHE were present on the occasion.
Addressing largely attended public meetings at Malik Market in Narwal (Bye Pass), the Minister said that Government has earmarked Rs. 30.77 crore under JKUSDIP for digging of 19 deep drill tube in the drinking water deficit areas of the Jammu city. He further informed that out of 19, today fifth tube well kick started in the Malik Market in Mosque Complex to provide adequate drinking water facilities to the people of Nowabad, Bhatindhi, Vidhata Nagar, Malik Market and its adjoining areas.
He said that Government was committed to ensure better basic facilities to the people, especially in rural and far-flung areas. He said drinking water, road connectivity, education, electricity are the key areas on which the Government had given focused attention during the past over five and half years. He said the infrastructure in these sectors has been upgraded to overcome the difficulties of the people.
He said that for creating durable assets in every corner of the State, Government has provided liberal funding under development sectors to meet the development related issues of the people.
The Minister said the people can judge the overall development scenario of the State on ground. He said the Government has launched several people friendly schemes which will benefit the people in the long run. He asked the people to come forward and avail the benefits of such schemes.
Responding to the Channi Himmat Sector-3 and Channi Rama people, Mr. Bhalla informed that Government has also earmarked Rs. 55 lakh under PHE sector for construction of 50000 gallon additional drinking water storage tank at Channi Rama and installation of 50000 gallon pumping machinery at Channi Himmat Sector-3 tube well, adding that both the projects could be completed within week time. He said instructions has been issued to the PHE officers to gear up their men and machinery in completing the projects within stipulated time frame.
Later, the Minister also inaugurated multipurpose community hall at Malik Market in Narwal.

Manohar inaugurates addl classrooms under RMSA

KATHUA, June 21: Minister of State for Fisheries, Cooperatives, Finance and Planning Dr Manohar Lal Sharma inaugurated additional building of Government High School Dharamkote in Billawar today.
These four classrooms have been constructed at an estimated cost of Rs 49 lakh under  Rashtriya Madhmik Shiksha Abhiyan Scheme (RMSA), work of which was executed by PWD ( R&B) agency.
On the occasion, Dr Manohar Lal Sharma said Government has laid stress on providing educational infrastructure to uncovered areas of the state for which several new schools and colleges were opened during the present regime of Coalition Government.  He said state has witnessed huge transformation in education sector resulting steep increase in the enrollment of students hailing from rural pockets pursuing higher education. The object is to provide congenial atmosphere to the students to make them good assets for the society, he added.
The Minister said the Government has emphasized the need to give ample opportunities to the youth by nurturing their talent and skill to add their contribution in the state development.
Dr Sharma also interacted with the deputations and got detailed account of their problems and demands.
The issues highlighted by the inhabitants included funds for levelling and boundary wall of the school, pending MGNREGA wages, scarcity of drinking water and problem of low voltage in the area.
The Minister passed directions to the concerned heads of the department to redress people’s problems within time, exhorted upon them to apprise him about the action taken by them.
Collector, Thein Dam, Dy CEO Billawar, ZEO Bhaddu, XEn PWD( R&B), Sarpanchs of Bhaddu, Dharamkote and people in large numbers were present on the occasion.

DB closes proceedings in PIL after noticing political overtones

JAMMU, June 21: Division Bench of High Court comprising Chief Justice M M Kumar and Justice Muzaffar Hussain Attar has closed proceedings in a Public Interest Litigation after noticing political overtones in it.
The PIL was filed by the residents of Begumbagh Kakapora for the issuance of directions to the Technical Education Department and others for completing the construction work on Polytechnic College, Begambagh in Pulwama district as per the approved plan.
Through the PIL, the residents also sought direction to the respondents for disclosing the names of the politicians and authorities, who interfered and influenced the diversion of funds and stoppage of work on Polytechnic College.
After hearing counsels for the PIL and respondents, the Division Bench observed, “these are administrative decisions which do not call for interference much less in public interest litigation”, adding “there are political overtones which have been highlighted in the instant petition. We are not inclined to proceed any further in this matter”.
“The basic dispute appears to be that initially the Polytechnic College was sought to be established in village Begambagh district Pulwama. However, vide communication dated 28.02.2014, it was directed that Government has decided to shift the site of the Polytechnic College to IUST Awantipora at the periphery of the district which is 20 kilometers away from the site earlier identified and approved”, the DB observed.
“There are allegations that the site has been changed on account of rival political groups. We are unable to persuade ourselves to treat the instant petition as public interest litigation. It is nobody’s case that Polytechnic College is not being constructed. It is insignificant whether it is being constructed at site A or site B, unless it is shown that it would be totally impracticable for the students to reach the college”.
With these observations, DB closed the proceedings and disposed of the petition.

On the occasion Miss Dipti and Catherine Keegan, Marketing Head of the college, addressed the gathering and apprised students of the benefits of higher education in Ireland.
There was an overwhelming response shown by the student community and their parents who inquired about the avenues of higher education abroad.
Many students were offered on-the-spot admissions by the college and five scholarships worth 3000 Euros were offered to the meritorious candidates.

Trown CC thrashes College Boys Bhaderwah

JAMMU, June 21: Trown Cricket Club thrashed College Boys Bhaderwah by a huge margin of 105 runs in a one-sided match to advance in the ongoing 2nd Edition of Champions Trophy T20 Cricket Tournament, being organized by Rashtriya Rifles located at Bhaderwah, under the aegis of the Counter Insurgency Force (Delta) and Youth Combined Cricket Club Bhaderwah at Degree College Ground, here.
Put into bat, Trown CC scored a mammoth total of 204 runs in the stipulated 20 overs. Shabir was the top scorer with 67 runs, while Mohinder and Imran contributed 46 and 34 runs to the total respectively. For College Boys, Chander bagged 2 wickets.
In reply, College Boys bundled out for a paltry total of 99 runs, thus lost the match by a huge margin of 105 runs. Chander top scored with 22 runs. For Trown Club, Mushtaq bagged 3 wickets, while Sandeep claimed 2. Rashid and Umar claimed one wicket each. Shabir was declared man of the match.
The match was officiated by Sheraz, Faisal and Usman.

Hundreds of Indians trapped in Iraq’s Najaf: Amnesty Int’l

NEW DELHI, June 21:
Amnesty International India today claimed that fresh evidence has emerged about hundreds of Indians stranded in Najaf province of crisis-hit Iraq.
The human rights watchdog claimed it had spoken over the phone with some Indian workers working for an infrastructure and construction company who said they were in danger as their employers had “refused to return their passports”, thus rendering them unable to leave the Gulf country.
“Evidence has emerged which suggests that several hundred Indian nationals may be stranded in Najaf province of Iraq, unable to return home because their employer refuses to return their passports,” Amnesty International India said in a press statement.
Amnesty International India claimed that some of the Indians stranded in Najaf province were “awaiting a response from the Indian Embassy in Baghdad” after they texted their passport details to them on June 19.
“The employer holds all our passports and refuses to return them. We have been restricting ourselves to the company premises since the conflict began as we are scared. We just want to go home,” one of the workers reportedly told Amnesty International India.
Despite its repeated attempts to contact the three managers of the company over the phone, Amnesty International India said it could not get any response.
The government had yesterday said that 16 Indians stranded in the violence-hit areas of Iraq have been evacuated. Also, of the 40 Indian workers being held in captivity in Mosul town, one has managed to escape, the government had added. There are also reports of 46 nurses trapped in Tikrit.
Amnesty International India has meanwhile urged the government to pay “special” attention to ensuring the return of these Indians whose passports have been seized.
It also called upon militant outfit Islamic State in Iraq and Syria and other armed groups to “immediately and unconditionally” release all unarmed civilians whom they are holding hostage.
The organisation has also urged the Kurdistan Regional Government and officials in countries bordering Iraq to provide refuge to civilians fleeing the fighting. (PTI)

Cong leadership talks to CMs, state leaders before revamp

NEW DELHI, June 21:
A decision on change of guard in Assam, Maharashtra and Haryana is expected soon with Congress leadership today holding parleys with Chief Ministers of Maharashtra and Haryana as the party prepares for a massive organisational rejig.
The humiliating defeat suffered by the party in Lok Sabha polls, where it could get only 44 seats in the 543-member Lower House, has prompted the exercise. While Assembly polls in Maharashtra and Haryana are scheduled this year end, the party is grappling with dissidence in Assam.
Haryana Chief Minister Bhupinder Singh Hooda had a 30-minute meeting with Congress President Sonia Gandhi. His Maharashtra counterpart Prithviraj Chavan met party veteran A K Antony and Gandhi’s political secretary Ahmed Patel.
While sources close to Hooda declined the suggestions that he could be replaced, the activities on Maharastra front gained momentum today.
Two Maharashtra leaders Shivajrao Deshmukh and Shivajirao Moghe met the Congress President at her 10 Janpath residence here. Moghe later also met Antony.
Deshmukh, who is the Chairman of Maharashtra Legislative Council, is a four-time MLA and has been MLC twice. Moghe is currently the Minister of Social Justice in Maharashtra Cabinet.
The talk about a change of guard in Maharashtra gained currency after Antony and Patel met NCP chief Sharad Pawar at his residence on Thursday night, where the issue was discussed threadbare.
Party sources have maintained that in case a final decision to replace Chavan is taken, party veterans A K Antony and Ghulam Nabi Azad could go to Maharashtra as observers. Antony was also the AICC in-charge of Maharashtra some time back.
Congress could win only two and it ally NCP just four of the 48 Lok Sabha seats in Maharashtra this time.
While NCP is said to be reportedly more amenable to senior Congress leader Sushilkumar Shinde’s name as next Maharashtra Chief Minister, a Congress functionary said that it’s a decision that Congress has to take and the NCP chief has not insisted on any name in the meeting.
Besides Shinde, the names of state Ministers Bala Saheb Thorat and Radhakrishna Vikhe Patil are doing the rounds as successor to incumbent Prithviraj Chavan.
While Assembly elections in Assam are scheduled in 2016, the term of Haryana Assembly expires in October and that of Maharashtra in December this year.
Congress leadership has been under pressure to replace Assam Chief Minister Tarun Gogoi for a long time as rebellion has mounted in the state unit, more so after the poor show of Congress in the Lok Sabha polls.
Congress had managed to win only three of the 14 seats in Assam which was much below the party’s expectations.
Since there are no early elections in Assam, the leadership views that if a change has to take place, it should be done now so that there is enough time for the new leadership in the state to prepare and perform in the Assembly elections.
However, the central leadership of the Congress is keen that any change of guard in the state should be done in an amicable manner. Gogoi had been in touch with the central leadership in the last few days.     The party is likely to send some senior leaders as observers in the state before a final decision is taken.
Senior Minister from Assam Himanta Biswa Sarma was also likely to meet top Congress leadership, party leaders said.
They said Assam could be the first state where a change of guard can take place followed by Maharashtra.
However, a decision in the case Haryana could be difficult as the state is going to elections later this year and a section feels that time is short, they said, pointing to the ‘TINA’ (there is no alternative) factor.
Sources close to Hooda termed it as a “routine meeting”. They said there was no talk about change of leadership in the state.
AICC general secretary incharge for Haryana Shakeel Ahmed told PTI, “Change of leadership either at PCC level or CLP level is not under consideration”.
In Haryana, the party could win only one of the ten Lok Sabha seats. The Chief Minister’s son Deepinder Hooda was the sole Congress candidate to win a Lok Sabha seat from the state.
There were voices against the style of functioning of Hooda in the Haryana unit of the Congress with former Union Minister Kumari Selja saying that the Chief Minister should have at least offered to resign following the party’s poor show in the Lok Sabha polls.
The party also plans to replace PCC chiefs in ten states including Uttar Pradesh.
“A decision on changes of Chief Ministers in these states will be taken shortly and the first decision could be made as early as next week,” the leader said.
At a meeting of the Congress Working Committee last month, the party had authorised Sonia Gandhi to effect the necessary organisational changes.
The sources that former Chief Minister Ashok Chavan is among one of the contenders for the PCC chief in Maharashtra.
The major shakeup is expected to give a new look to the party in the states besides acting as a buffer against the anti-incumbency factor in these states. It is also expected to bring a semblance of unity in the faction ridden state units.
Congress is, however, treading cautiously in deciding their successors.
“We are looking for change of Chief Ministers in three states. But it is not necessary that we change all the three. At this stage, there is no finality,” a leader had earlier said.
The party is also mulling a shake-up in its units 8 to 10 states including Uttar Pradesh, where the PCC chief can be replaced. (PTI)

MLA inspects work of Indoor Sports Complex

UDHAMPUR, June 21: MLA Udhampur, Balwant Singh Mankotia today inspected the ongoing  construction work of Multipurpose  Indoor Sports Complex at   Udhampur being constructed with an  estimated cost of Rs 1.28 crores.
District Youth Services & Sports Officer, Sukhdev Singh,  AEE Sports Council, Harvinder Singh, Engineers of Sports Council and senior officers were present on the occasion.
Expressing his satisfaction over the pace of ongoing work, the MLA asked the concerned officers of concerned executing agency to put in their sincere and dedicated efforts so that the project could be completed in a stipulated time period.
He also directed the officers for using quality material while executing the said complex and there should be no compromise on the quality of construction work.

Cong activists protest against rail fare hike

KATHUA, June  21: The activists of Congress Party today staged a demonstration at Main Chowk here and torched the effigy of NDA Government against hike in train fares and freight charges.
The protestors shouting slogans against the NDA Government’s un -popular decision demanded immediate roll back of the order failing which Congress will launch agitation.
The protest was led by Naresh Sharma secretary PCC.

Ranbireshwar Mandir Welfare Committee formed

JAMMU, June 21: A joint meeting of devotees of Ranbireshwar Mandir was held for forming a committee with the motive to speed up development works in the temple.
Onkar Sharma was unanimously elected as president while Shiv Kumar Sharma was declared as vice president.  Bhushan Sharma, Madan Lal, Vishal Sharma, Rajkumar Gupta, Vinod Gupta,  Kunal Kapoor, Mohan Sharma,  Narender Vaid, Arun Kumar, Mandeep Sharma, Kamal Gupta, Naresh Gupta, Vicky, Pappu,  Deepak Sharma, Vinay Sharma, Subash Chander Chohan, Amit Gupta  and  Rajesh Gupta   were nominated as members.
The elected body decided that very soon a general house meeting of all the members will be organized to discuss speeding up development works in the temple with the co-operation of Jammu Kashmir Dharmarth Trust, Mahant Rishi Ban and the District administration.
The committee appealed District Administration Jammu to ensure regular water and power supply in the temple, especially in the month of Sawan which is starting from July 16.
