JAMMU, June 16: Chief Minister Omar Abdullah today lashed out at the Bharatiya Janata Party (BJP) for trying to disrupt his function on the issue of power and water crisis in Jammu saying the party leaders have “double standards” as they have never raised the issue connected with the people of Jammu region during closed door meetings with him.
Omar’s strong reaction came during a function at Jammu Club this evening to launch second phase of Re-structured Accelerated Power Development Reforms Programme (R-APDRP), which the BJP tried to disrupt with its MLAs shouting slogans against the Government for acute power and water scarcity in various parts of Jammu even when the summer was at its peak and mercury was rising.
BJP MLAs-Ashok Khajuria, Choudhary Sukhnandan, Sham Choudhary, Bharat Bushan and Prof Gharu Bhagat and JSM MLA Ashwani Sharma tried to disrupt the function. As NC leader Kashmira Singh also joined the issue and took on the BJP MLAs, NC provincial president Devender Singh Rana and IGP Jammu Rajesh Kumar had to intervene to separate the NC-BJP leaders. The BJP and JSM MLAs walked-out of the function shouting slogans demanding adequate supply of power and water for Jammu.
“These MLAs (BJP and JSM) have raised the issue of power crisis in Jammu today only after seeing the cameras. In closed door meetings with me, they have never raised a single issue pertaining to Jammu but only asked for favours like transfers, jobs and seats for their relatives.
“These MLAs have come to my chamber several times to meet me but I have never heard a single word from them pertaining to problems of Jammu leave aside the acute power and water crisis. They have always talked of transfers, selections and seats for their relatives and other people. Today, they have suddenly realized the problems of Jammu to grab space in the media after observing cameras in the function,” Omar said in a hard hitting attack on the BJP MLAs after they had left venue of the function.
“Pagri Pahnane Se Koi Leader Nahin Ban Jata (no one can become the leader by just wearing headgear),” Omar said without naming BJP Legislature Party leader and MLA City East Ashok Khajuria, who had been wearing `pagri’ in the function.
Omar went on: “had these leaders been sincere for Jammu then why they indulged in cross voting in the MLCs elections in 2011 and voted for National Conference and Congress candidates. They are not sincere to Jammu. They are sincere to none. They have created uproar only to grab some place in the media”.
Without naming anyone, the Chief Minister said this BJP leader had done nothing but sycophancy of Farooq Abdullah during his six years tenure as the Chief Minister.
“I know this very well. The BJP leaders have always adopted double standards. They highlight the public issues only before the cameras to fool the people. They have not raised the issues sincerely. They never raise the issues in closed doors, where they only ask for personal favours,” Omar said.
“Inme Se Ek Bhi Jammu Ki Numaindagi Karne Laayak Hota, To Main Inse Khud Baat Karta. Inme Se Ek Bhi Admi Jammu Ke Liye Humare Daftaron Mein Nahin Ladta, Yeh Yahan The Kyunki Yahan Camera Tha (None of them is capable of representing Jammu. Had they been so, I would have personally spoken to them. None of them fights for the cause of Jammu in our offices. They were here because of camera only),” Omar said.
Without naming BJP Prime Ministerial candidate Narendra Modi, the Chief Minister said the BJP leaders were trying to use party leader’s influence in the upcoming Assembly elections and “today’s entire drama was part of gaining electoral mileage”.
“For five long years, they (the BJP MLAs) remained silent. Tell me a single function in the last 5 years where they had done something like this. Now they look towards Assembly elections and do this to ensure that they are victorious,” he added.
He said the power supply in the region was suffering due to hooking of electric lines and overloading.
“I am not the one who says one thing behind the closed doors and other thing in Jammu or Kashmir or in Delhi. I don’t deceive people,” he said.
“We have not come here to torture the people of Jammu. I have not diverted the power of Jammu to Kashmir,” the Chief Minister said.
“They say that ‘achche din aane wale hain’. But the state’s exchequer is empty. When will they (Centre) fill exchequer of our State, so that I can give you uninterrupted power supply?” he asked.
“When they come to my chamber-the BJP leaders-keep buttering-which has no limit,” he said, adding that by wearing turban, one does not become loyal or honest for the people of Jammu and that one has to be loyal by heart and soul.
“I got emotional but it happened only because they (BJP) politicized the issue and today finally I had to break the silence,” he added.
Asserting that leaving the venue without giving befitting reply to them, would be injustice to the gathering, the Chief Minister said, “I am an outspoken person and I do not have dual standards.”
“I do not behave differently in front of the media. Whatever I speak in my chamber, I speak in front of the people, I am a man of words,” he added.
“I must say that it is hard luck for the people of Jammu. They selected their representatives but they had a deal of their votes,” he said, referring to the 2011 cross-voting episode.
Omar said the BJP MLAs will deceive their party and the people again if they win in the forthcoming Assembly elections by cross-voting.
“If they (BJP MLAs) will win again…They will again bargain….They will take votes in the names of BJP and they are expected to deceive their party again during the polling of Legislative Council and Rajya Sabha,” he said.
“Those who enacted drama before you here today, ask them if we (NC-Cong Government) had faults and were anti-Jammu, why did they (BJP MLAs) deceive their own party and voted for our candidate instead of their party candidate,” Omar said.
Earlier, as soon as Chief Minister Omar Abdullah, who also holds portfolio of Power Department took up the seat along with other Minister and the organizers called NC provincial president Devender Singh Rana to the dais, BJP MLA from Marh Choudhary Sukhnandan objected asking “whether it was a function of NC or Government”?
Within minutes six MLAs-five from BJP and one from JSM, who were present in the function, were on their feet and disrupted the function for nearly 10 minutes in protest against acute power and water shortage in Jammu.
BJP MLAs including Ashok Khajuria, Choudhary Sukhnandan, Sham Choudhary, Bharat Bhushan and Prof Gharu Bhagat and JSM MLA Ashwani Sharma were on their feet saying despite the fact that the Chief Minister himself holds the charge of Power Department, there was acute power shortage in Jammu when the summer was at its peak and temperature was touching 45 degrees Celsius.
“People were facing miserable power cuts. The power scenario is worst in entire Jammu province. There is no water. Transformers have been damaged. They are not being repaired. The Government is silent to the demand,” Ashok Khajuria, Ashwani Sharma and other MLAs of BJP and JSM shouted, disrupting the function.
NC leader Kashmira Singh, who had earlier defected to BJP from NC and then returned to his parent party, shouted back at the BJP MLAs leading the ruckus for some time. The NC leader tried to march towards the BJP MLAs.
NC leader Devender Singh Rana, IGP Jammu Rajesh Kumar and DIG Shakeel Ahmad Baig intervened to separate the leaders. Later, the BJP and JSM MLAs left the venue shouting slogans charging the Government with all-round failure in providing power and water to Jammu in acute hot weather conditions.
In his address, Omar Abdullah once again mooted the idea of keeping Civil Secretariat in Jammu during summer and in Srinagar during winter.
“This would help us know the problems of the people better,” he said.
Presently, the Government shifted to Srinagar during summer and Jammu during winter. “This practice is for the pleasure or ruling elite. If we really want to know the problems of the people, we should stay in Jammu during summer and Srinagar during winter,” he said.
Earlier also, Omar had mooted the similar idea.
Omar denied the allegations that power quota of Jammu has been shifted to Kashmir, leading to shortage of electricity here. “Had this been true, we wouldn’t have lost all three Parliament seats in Kashmir. Similarly, if power quota of Kashmir had been diverted to Jammu, we would have won the Parliament polls here,” he said.
Admitting that there were problems on account of power shortage, Omar said, the Jammu and Kashmir Government generates only Rs 8500 crores worth revenue from all sectors, while its expenses including salaries and pensions alone had crossed Rs 15,000 crores.
“The problem is there but with the launch of two R-APDRP projects today and completion of other projects, the power scenario would improve in next one year and we will be in a position to provide uninterrupted power supply to the people of the State,” he said.

NEW DELHI, June 16:  Minister of State in Prime Minister’s Office (PMO), Personnel, Public Grievances and Pensions, Science & Technology (Independent Charge), Earth Sciences (Independent Charge), Atomic Energy and Space, Dr. Jitendra Singh has expressed concern over the recent countrywide phenomenon of  young medicos,  particularly those with specialized and super-specialized degrees, reluctant to take up jobs in the Government sector, thus causing a serious shortfall of medical professionals in Government Hospitals and particularly Government Medical Colleges.
Dr. Jitendra Singh was speaking here today at a function organized by the “Delhi Medical Association” (DMA) to felicitate him on his induction as a Union Minister in the Narendra Modi Government.
Dr. Jitendra Singh said that the medical fraternity, the various organizations of doctors, the social organizations and the Government will together have to chart out a plan to deal with this emerging scenario particularly in the background of massive increase in the number of private colleges on the one hand and faculty deficit in Government medical institutes on the other hand.
Increase in  retirement age and higher incentives for newly recruited young medicos are some of the proposals put forward by doctors’ representatives, observed Dr. Jitendra Singh and added that he will look forward to soon arrange a meeting with Union Health Minister, Dr. Harsh Vardhan along with representatives of various associations of doctors so that collectively the most acceptable options could be worked out.
He said that on the one hand, there is increase in the average lifespan while on the other hand 60 percent of the country’s population is comprised of youth.  At the same time, he added, the country is facing an epidemic of non-communicable diseases like diabetes, hypertension and metabolic syndrome which has not only increased the burden on the health delivery system but also requires innovative methods to deal with peculiar socio-economic conditions specific to Indian sub-continent.
Thanking the Delhi Medical Association for their kind gesture in honouring him, Dr Jitendra Singh said, it is a great humbling experience for him to be back in the midst of his “parent fraternity” and assured that while being in the Government he will contribute to the best of his ability for the betterment of the medical profession and health care in India.
Prominent among those present on the occasion were Dr. Rajeev Sood, Dr. N.P. Gupta, Dr. Anil Goel, Dr. M.K. Tiwari, Dr. Rajeev Kumar, Dr. Tandon, Dr. Lekhi and several other office bearers of Delhi Medical Association.

UDHAMPUR, June 16: To observe 616th Parkash Utsav of Saint Kabir Ji, a grand function was organized by the Sad Guru Kabir Sabha, Baryal near Air Force Station in Udhampur.
A Shoba Yatra of Sadguru Kabir ji was also taken out. A large number of enthusiastic men, women and children participated in the Shoba Yatra, which passed through   Baryal, Venus Chowk, Sailan Talab, Chabutra Bazaar, Dabar Chowk, Mukherjee Bazaar, Ramnagar Chowk, Slathia Chowk, Dhar Road and finally culminate at Kabir Bhawan, Baryal, where rich tributes were paid to the Great Spiritual Saint.
Meritorious students of the community, who excelled in the academic results, were honoured. Guru Ka-langar was also served to the devotees.
On the occasion, a Satsang by Swami Vijay Bhagat from Jallandhar on the life and teachings of Bhagat Kabir was also held. Swami Ji impressed upon the masses to inculcate the spiritual and moral values among the children, youth and others to free the society from all the evils.
MLA Udhampur Balwant Singh Mankotia also paid floral tribute to the great saint on the occasion. He said that the greatest contribution of Saint Kabir was towards establishment of a harmonious society based on social and economic justice.

Omar emphasizes on quality supply of medicines to hospitals

SRINAGAR, June 16: Chief Minister, Omar Abdullah today underlined the importance of keeping all Government Medical Hospitals fully equipped with necessary medicines and equipments and emphasised the need of making the recently constituted Jammu and Kashmir Medical Supplies Corporation Limited (JKMSCL) fully functional to render its responsibilities meticulously for the public good.
The Chief Minister said that till the time Corporation takes over the procurement task fully, the concerned Medical and Health Departments should ensure availability and supply of medicines and equipments as per the prevailing practice so that there is not any short coming on this count in the health institutions.
Chairing the 2nd meeting of the JKMSCL here this morning, the Chief Minister received brief of the decisions taken in the last Board meeting, the status report and various other aspects of the functioning and strengthening of the Corporation.
The Minister for Health and Medical Education, Taj Mohi-ud-Din, Principal Secretary, Planning and Development, B. R. Sharma, Commissioner Secretary, Health and Medical Education, Gazzanfar Hussain, Director ISM, Directors of Health from Kashmir and Jammu, Principals of Government Medical Colleges, Principals of Dental Colleges, Managing Director, JKMSCL, Sheetal Nanda and other senior officers were present in the meeting.
In a power point presentation, Ms. Nanda explained the agenda points and briefed the Board about the functioning of the Corporation and its programme to carry on its fundamental responsibility of procurement of standard medicines and equipments for the health institutions.
The Board took various decisions on the constitution of sub-committees pertaining of different subjects besides on the proposals put forth in the meeting by the MD for streamlining the working of the Corporation.

JAMMU, June 16: Displaced persons from Pak occupied Jammu and Kashmir (PoJK) organised a protest rally in support of their demands here today.
A large number of displaced persons from PoJK, under the banner of  PoK DPs’ Front Jammu & Kashmir- 1947, 65,71 and non camp, assembled near Press Club and started protest demonstration under the leadership of Capt Yudhvir Singh Chib, president of the organization.
A large number of women activists were also accompanying the protest. The DPs were raising slogans and carrying banners and placards depicting their demands. They demanded one time permanent settlement of their pending demands. They also alleged that the package as projected by Congress led UPA for refugees was just another attempt to befool them and secure vote bank. But they can not be befooled all the time.
They also welcomed new BJP Prime Minister (designate) Narendra Modi and said that they have high hopes from Modi Government. They also expressed happiness  over the victory of BJP candidates from Jammu-Poonch and Udhampur-Doda Lok Sabha seats. They hoped that both the MPs would strongly project their demands in the Lok Sabha.
Besides comprehensive package, they also demanded ownership rights for DPs of 1947, 65, 71 (Non Camp), ALC certificate for all the DPs, registration of left out families and reservation for the children of DPs in colleges/ jobs. They also demanded formation of Development Board for them. Capt Yudhvir, Kulbir Singh Chib, Sakandhya Devi, R S Chib and Hari Singh also spoke on the occasion.

PDD imposes Rs 30 lakh fine on flour mill

SRINAGAR, June 16: Power Development Department (PDD) has imposed Rs 30 lakh fine on Baba Reshi flour mills for bypassing the power meter.
Chief Engineer Bashir Ahmad told Excelsior that an inspection team of the department found that the flour mill owner was bypassing the power meter leading to losses to the department. He said that the department has imposed a fine of around Rs 30 lakh on the owner for by passing the meter.
“We have placed two officials under suspension and I have ordered a departmental inquiry headed by SE Srinagar-Budgam Shubhan Kumar. He has been directed to submit his report within a week.” Khan said.

Various insecticides declared misbranded

Srinagar, June 16: Quality Control Laboratory of Agriculture Department has declared various batches of different pesticides misbranded after analytical tests.
These insecticides include Macoban M-45 (Mancozeb 75% WP) with batch No. MA40506MZ, MA40508MZ, MA40509MZ, Ekalux 25 EC (Quinalphos 25% EC) with batch No. SPK4D031, SPK4D032, Hunter G-S (Butachlor 5% GR) with batch No. S-258, S-257, S-259, S-263, S-261, S-262, Finish (Butachlor 5% GR) with batch No. F/FHG-084, Agro Meesheti (Butachlor 5% GR) with batch No. 22, 23, 24 & 25, Luzem M-45 (Mancozeb 75% WP) with batch No. DM14D011. The Law Enforcement Agency has seized these insecticides from various districts of the Valley.
The Law Enforcement Agency has also stopped the sale of these products. However, pesticide companies have challenged the test results and have approached the authorities for joint re-analysis under law.

JAMMU, June 16: Minister for PHE, Irrigation and Flood Control Sham Lal Sharma today laid foundation stone of PHE Rest House to be constructed at an estimated cost of Rs. 16.25 lakh and additional three class rooms at Middle School Jourian under Sarav Shiksha Abhiyan (SSA) at Jourian.
Chief Engineer PHE, Sushil Aima, S.E. Hydraulic Jammu, Rajeev Malhotra, Deputy CEO Jammu, Suraj Singh, Tehsildar, Vijay Sharma, Executive Engineer PHE, P.P. Arora, Panchs, Sarpanchs besides tehsil and Block Level Officers were also present on the occasion.
Speaking on the occasion, Sham said that education being priority sector received special attention of the Government and serious steps have been taken to upgrade education sector in remote and farthest corners of the state to provide quality education at the doorsteps.
He said that on completion of Rest House will provide accommodation facilities to the tourists and will prove beneficial for generating income to the locals of the area. The Minister said that efforts are a foot to construct infrastructure for promotion of adventure tourism in the State.
The Minister said Government has put the availability of drinking water to people in remote areas on priority. He said Government is consolidating the reach and output of current water supply schemes before taking up new ones. He directed the concerned engineers to complete the ongoing works within deadline period so that benefit percolates down to people.
The Minister said that to overcome water, power crises, various initiatives have been taken  by providing transformers, lift irrigation, Over Head Tanks (OHT) besides other Water Supply Schemes (WSS)  have been launched.

Congenital Cardiac Surgery workshop begins at SKIMS

SRINAGAR, June 16: Director SKIMS, Prof Showkat Ali Zargar today informed that Department of Cardio Vascular Thoracic Surgery is organizing the 2nd workshop on “Congenital Cardiac Surgery” from 16th to 21st June at SKIMS here.
The workshop is being organised in collaboration with “Healing Little Hearts” organization from UK, a registered charity working under the patronage of Dr.Sanjiv Nichani that sends specialist medical teams to perform lifesaving heart operations on babies and children.
Addressing a press conference, Prof Zargar said that a weeklong workshop was conducted in the month of March this year in which 7 patients were operated by the specialist team of doctors supported by doctors from the department of CVTS, SKIMS. He said that Cardio Vascular Surgeries have been performed since 1982, however, till last year we did not have a separate ICU, adding that the Chief Minister Omar Abdullah during the inauguration of different projects including Cardio-Thoracic Intensive Care Unit, December last year, was pleased to see the patients who had undergone open heart surgery with good outcome at SKIMS and desired to help the department having pediatric cardiac surgery as a full-fledged specialty.
Prof Zargar said that the Chief Minister personally took keen interest to invite the overseas team of pediatric cardiac surgeons from UK.
The press conference were also addressed by team leader Dr.Sanjiv Nichani, who said that their purpose to come Srinagar is to operate poorest children free of cost.
Dr. Nichani lauded the effort of the local teams of the doctors who have been working in tandem to increase the outcome of both pediatric as well as adult open heart cardiac surgery at SKIMS.
Prof Lone who heads the CVTS Department highlighted the various initiatives taken to enhance infrastructure and upgrade the skills of the faculty. He said new cardiac machines, ventilators and other critical instruments have been procured during the last one and half year and more machines and equipment will be added soon.
The present oversees team of  doctors includes Dr. Sanjiv Nichani, Consultant Paediatric Cardiac Intensive Care, Dr. Demetris Taliotis Consultant Padiatric Cardiology, Dr. Aparna U Hoskote, Consultant Cardiac Intensive Care, Dr. Lorenzo Sc Grazioli, Consultant Paediatric cardiac Anaesthesia, Dr. Attilio A Lotto, Consultant Paediatric Cardiothoracic Surgeon, besides ICU and OT Nurses.

Azad calls for framing of expert group on accidents

SRINAGAR, June 16: Expressing concern over increasing road accidents, Leader of Opposition in Rajya Sabha and former Chief Minister of Jammu and Kashmir, Ghulam Nabi Azad today called for constitution of an expert group to study the whole issue in totality and suggest short and long-term measures to curb tragedies on roads in the State.
In a statement, Mr Azad expressed deep shock and grief on the loss of precious lives due to an unfortunate accident of a mini bus, which was on its way from Doda to Bhagwah. He conveyed his sympathies to those who sustained injuries in this tragic accident.
While appreciating the efforts of administration to airlift the seriously injured patients to Srinagar for making available super-specialty services, Mr Azad urged the State Government to make available required medical assistance to all those who have been seriously injured in the accident.
“No doubt India has the dubious distinction of reporting highest number of road fatalities in the world, with more than one death and four injuries occurring every minute. However, the recurrent and heart-rending accidents in Chenab valley have become a matter of deep and abiding concern for all of us”, he said, adding “we have to part with precious and quality human resource in these tragic road accidents.
“Even in today’s accident, most of the dead or injured are teachers and Government employees, who were on their way to respective places of duty”, Azad said, adding “State Government should evolve a comprehensive action plan encompassing all features of a coherent road safety plan for bringing down the accident rate in the Chenab valley”.
Having drawn the attention of State Government towards this menace earlier also, Mr Azad maintained that status quo is not going to give any dividends and the Government should at least constitute an expert group immediately to study the whole issue in totality and suggest short and long term measures to curb road accidents in the State.
