Cabinet directs Revenue Deptt to move fresh memo on Rs 7000 cr relief package for refugees

JAMMU, July 2: Following intensive pressure from the Congress Ministers, State Cabinet today directed the Revenue Department to move fresh memorandum on Rs 7000 crore worth package prepared for all sorts of refugees. The resubmission of this package was necessitated as no headway could be made on the same since last year due to referring of the package to the Cabinet Sub-Committee on Justice Sageer Committee report, which forced the Congress Ministers to lodge strong protest.
Sources told EXCELSIOR that when the Cabinet, which met under the chairmanship of Chief Minister, Omar Abdullah  this evening, was discussing the revised package for the Kashmiri migrants, Minister for PHE, Irrigation and Flood Control, Sham Lal Sharma sought to know the reason behind giving step motherly treatment to the displaced persons of 1947, 1965 and 1971.
“I have failed to understand as to why there are different yardsticks for Kashmiri migrants and refugees”, sources said quoting Sham Lal Sharma, adding “the PHE Minister even said that this is a human issue and needs to be resolved sympathetically”.
Expressing serious concern over the hanging fate of Rs 7000 crore package prepared by the Revenue Department for these refugees, Mr Sharma, according to the sources, said, “this indicates that they are being sidelined by the Government despite the fact that much exercise has already been carried out for their one time settlement”.
“There was no justification behind referring the refugees’ package to the Cabinet Sub-Committee examining Justice Sageer Committee report merely on the ground that Justice Sageer had also deliberated upon the issues of displaced persons”, sources further said quoting PHE Minister’s remarks in the Cabinet.
He was joined by another Congress Minister, Raman Bhalla, who said, “we should not treat Kashmiri migrants and refugees differently”. Even National Conference Minister, Ajay Kumar Sadhotra supported the issue projected by the Congress Ministers.
After intense pressure from the Congress Ministers in the Cabinet meeting, the Revenue Department was directed to move fresh memorandum on Rs 7000 crore worth package prepared for all sorts of refugees for the consideration of the Cabinet, sources informed.
“As no time-frame was fixed for the Revenue Department in this regard, the Congress Ministers have reportedly decided to get the same placed before the Cabinet very shortly”, sources said.
It is pertinent to mention here that a high-powered Congress delegation led by JKPCC chief Prof Saif-ud-Din Soz had called on the then Prime Minister, Dr Manmohan Singh and stressed the need for one time settlement of refugees. The memorandum submitted by the Congress delegation to the Prime Minister was then sent to J&K Government.
Even the then Union Minister, Ghulam Nabi Azad vociferously pleaded the case of refugees at various forums and tried to build consensus on the issue.
Following this, the Revenue Department prepared Rs 7000 crore worth package for the refugees and submitted the same to the General Administration Department for the consideration of the Cabinet. However, the General Administration Department forwarded the Revenue Department’s Cabinet memorandum to the Cabinet Sub-Committee on Justice Sageer Committee report and since then the fate of the package is hanging in balance.
“All the issues of refugees have been addressed in the package on which the Revenue Department had already held detailed discussions with all the stakeholders”, they said, adding “almost all the demands of the refugees like reservation in professional colleges, compensation against land deficiency as per market value, conferring of ownership rights/tenancy rights on land allotted to Chhamb refugees, disposal of pending applications for compensation etc have been incorporated in the package”.

JAMMU, July 2: Interaction of Monsoon current and Western Disturbances resulted into light to moderate rains in Jammu and Kashmir on Wednesday bringing much respite to people as mercury dipped to below normal temperature today.
According to Prof B C Sharma, Head of Agrometrolgy Department in SKUAST-Jammu,   the monsoon current touched foothills of Himalayas in Jammu Kashmir today after entering some parts of Punjab and Haryana.
The interaction of monsoon current with Western Disturbances resulted into thunderstorms and light to medium rainfall at various places in Jammu region. SKUAST observatory at Chatha campus recorded 10.6 mm rainfall today though the capital city witnessed light showers and heavy rains lashed other areas of Jammu province.
Since June 29 was expected date for arrival of monsoon in Jammu Kashmir, we can term the onset timely, Prof Sharma said predicting that weather in next two days will remain cloudy with thunderstorm and light to moderate rains at various places in Jammu region.
Cloudy weather with scattered rainfall from 8-10 mm is expected in next two days, which are likely to be followed by a brief dry spell of two- three days notwithstanding onset of monsoon, he explained.
The cloudy weather conditions and thunderstorms in Jammu on Wednesday dipped mercury six degrees below the normal temperature thus brining much respite to people here .  Today, the Maximum temperature was recorded at 30.8 degree Celsius while the minimum temperature was 26.5 degree Celsius.
In Udhampur, the maximum temperature on Wednesday was 30.4 degree Celsius while Ramban registered maximum temperature 32.8 degree Celsius.

Modi’s LS seat Varanasi, Ahmedabad to be linked with Katra

JAMMU, July 2: The Special Protection Group (SPG) today took over security of Katra railway station ahead of Prime Minister Narendra Modi’s first visit to Jammu and Kashmir on July 4 to link Katra town, the base camp of Mata Vaishno Devi ji shrine while authorities decided to suspend helicopter service for the pilgrims from Katra to Sanji Chat and back on Friday till the VVIP visit was over.
Railways authorities have meanwhile decided to link Modi’s Parliamentary constituency, Varanasi in Uttar Pradesh and Ahmedabad, the capital of Gujarat, a State Modi headed as the Chief Minister for three consecutive terms before becoming Prime Minister of the country, with Katra on priority basis.
Apart from Varanasi and Ahmedabad, Railways have also decided to link Mumbai, Chandigarh and New Delhi with Katra in the next few days.
Official sources told the Excelsior that Beghampura Express, which runs between Jammu to Varanasi is being extended to Katra on priority basis to link Modi’s Parliamentary constituency (Varanasi) with holy town of Katra.  Modi had won Varanasi and Vadodara (Gujarat) Lok Sabha seats with huge margin in recent Lok Sabha elections but retained Varanasi.
Sources said Jammu-Ahmedabad Express is also on the priority of the Railways for extension up to Katra town. Ahmedabad is capital of Gujarat, which Modi had served as the Chief Minister for three successive terms before becoming the Prime Minister of the country.
Apart from this, Mumbai, the commercial capital of India and the hub of Bollywood movies, is also being linked to Katra with the extension of Jammu Superfast. The Railways has already decided to start two new trains between Katra-Chandigarh and Katra-Delhi Rohilla Sarai, linking Chandigarh and New Delhi with the base camp of Mata Vaishno Devi shrine. Katra-Chandigarh train would take off from Kalika.
Katra-Kalika and Katra-Delhi Rohilla Sarai trains stood approved in the Railway budget. As there was more demand of people to reach Katra from New Delhi, Railways have decided to extend Jammu Mail and Uttar Samparak Kranti, which run between Udhampur to New Delhi to Katra.
Two DMU trains from Pathankot and Jammu, which run up to Udhampur, would be extended to Katra immediately after opening of the track.
In fact, Modi accompanied by Railways Minister Sadanand Gowda, Minister of State in PMO Dr Jitendra Singh and Minister of State for Railways Manoj Sinha would flag off DMU from Katra to Udhampur.
Governor NN Vohra, Chief Minister Omar Abdullah, Railways Board Chairman and top officials of the Railways would be present at flagging of the train at 9.50 am at Katra railway station on July 4.
Sources said the DMUs would start plying between Katra-Jammu and Katra-Pathankot the same day while remaining trains would start in the next few days.
Meanwhile, seven teams of SPG headed by IG SPG Piyush Pandey today took control of security at Katra railway station ahead of flagging off the train by the Prime Minister in his first ever visit to Jammu and Kashmir after taking over as the PM.
DIG Udhampur-Reasi range Gareeb Dass would coordinate in security arrangements for the VVIP visit with the SPG.
Sources said SPG and police have decided to suspend helicopter service from Katra to Sanji Chat and back on the morning of July 4 till the VVIPs depart from Katra town. However, the yatra would continue smoothly from base camp of Katra, they added.
Modi would flag off the train at about 9.50 am and address the selected gathering for about 10 minutes before returning to Jammu and taking off for Srinagar for high level security review and inauguration of Uri-II hydro electric power project. He would return to New Delhi from Srinagar the same day.

Unemployed Engineers Association Kishtwar gets support from NSUI

KISHTWAR, July 2: National Students’ Union of India (NSUI) gave full support to Unemployed Engineers Association Kishtwar which is demanding adjustment of unemployed engineers in the Retlee Hydro electric project at Dhrabshalla  in District Kishtwar.
The Unemployed Engineers Association along with members of NSUI staged a dharna against administration and blocked the road in front of District Development Commissioners  Office for 4 hours by shouting slogans.
Unemployed Engineers said that despite their repeated assurances the District Administration has failed to take any action.
NSUI District president Kishtwar, Prakash Singh Dadwal  claimed that Government is always making people fool by  saying that these projects are for the unemployed local youths, adding that majority of staff in the project are from  outside.
He warned that if Govt failed to adjust these youths in the Project, NSUI will intensify the protest at State level and the Govt will be responsible for the agitation.
The protest dharna, however, was called off on the assurance of DDC Kishtwar that he will discuss their genuine demands with the Project Management tomorrow and the decision will be taken accordingly.

Prosecution failure leads to acquittal in murder case

JAMMU, July 2: Principal Sessions Judge Jammu RS Jain today acquitted Naushad Khan son of Attar Khan resident of Akal Tola, Tehsil and Distict Saiwang, Bihar at Present Trikuta Nagar Ext., Jammu who was facing trial in murder case of one Behari Lal for only Rs 3500/-, as prosecution failed. According to the police case during interrogation, accused Naushad Khan informed the IO that on 20.6.2011 at 9.30 P.M., he had called the deceased Behari Lal and both of them had gone to Preet Nagar, Gangyal. Accused also informed that he had taken hammer whose handle is made of PVC pipe and he had suspicion that deceased Behari Lal was in possession of large sum of money and due to this reason he called Behari Lal and took him to the house of Sumit Kour situated at KC Colony where accused Naushad Khan was working as a mistry as well as night watchman. He took BehariLal to second story of the aforementioned house and with the intention to murder Behari Lal, accused threw Behari Lal from the second floor. Since there was sand and Bajri lying on the ground, Behari Lal did not die and was trying to get up whereupon accused came down stairs and hit Behari Lal on the right side of the head with the hammer. The hammer fell down from his hand. Thereafter accused hit Behari Lal with a big stone and thereby murdered Behari Lal. Thereafter during the search of Behari Lal, the accused took out Rs.3500 from the vest pocket of deceased Behari Lal and hid the wallet containing voter card and photo of deceased and also hid the stone with which he had murdered Behari Lal in the bushes. The accused dragged the body of Behari Lal into the vacant plot and hid the body under the bushes in a corner and covered the dead body with thorny bushes. After completion of investigation challan was presented. Principal Sessions Judge Jammu RS Jain after hearing Adv AP Singh for the accused whereas Public Prosecutor Shabir Choudhary for the State, observed that In the light of the factors that evidence regarding the recovery of the incriminating materials from the accused persons has been discarded; that there has been sufficient time gap between the instances when the accused persons were last seen together with the deceased persons; and in the absence of any other corroborative piece of evidence to complete the chain of circumstances to fasten the guilt on the accused couple, Court is of the opinion that the accused is to be given the benefit of doubt. Court further holds that the prosecution has failed to bring home the charge against the accused person for the offence under Sections 302 RPC. In this background, accused Naushad Khan is hereby acquitted of the charge under Sections 302 RPC and directed to release him if he is not involved in any other case.

Defeat BJP’s campaign for abrogation of Article 370: Vakil to mainstream parties

SOPORE, July 2: Former Minister and Member AICC, Abdul Gani Vakil today appealed all the leaders of mainstream political parties as well as Hurriyat leadership to get united and defeat the campaign that has been started by BJP for abrogation of Article 370.
He said that it is high time for all the stake holders in the State to put united face and resist in single voice, the nefarious moves of BJP in this behalf. He said that for vote bank politics BJP and its likeminded allies are thinking of weakening and eroding special status of J&K State.
Vakil cautioned everyone that the move will prove inimical to peace and tranquility in the State and if BJP does not curb its rank and file from issuing statements related to Article 370, it will take no time when J&K will revert back to 90s.
He said that Congress party is committed to uphold and strengthen the special status of J&K at any cost and will oppose every small or big move aimed to dilute Article 370. Vakil was addressing Party workers convention at Nowpora Kalan Sopore.
Vakil said that BJP is ignoring the fact that after accession Article 370 has proved a vital bridge between India and J&K. He said that BJP has got a mandate not to divide the country but to govern it for five years.
He cautioned BJP of international dimensions attached to J&K which also means a rebirth of plebiscite favouring forces. Vakil demanded a debate on Article 370 so that it is restored to original shape rather to concentrate on weakening it.
The former Minister also criticized the BJP led NDA Government for miserably failing to contain the inflation which has beaten all the previous records.

Panic over monsoon forecast unwarranted: Dr Jitendra

NEW DELHI, July 2:Addressing a meeting of Union Ministry of Earth Sciences (MoES) here today Dr  Jitendra Singh, Union Minister of State in Prime Minister’s Office (PMO), Personnel, Public Grievances and Pensions, Science & Technology (Independent Charge), Earth Sciences (Independent Charge), Atomic Energy and Space, clarified that panic in certain quarters over monsoon forecasts was unwarranted and that in the data based forecast made by his department of Earth Sciences last month, it was unambiguously stated that Long Period Average (LPA) of Western monsoon was overall countrywide expected to be  about 93 % of the normal with near normal in North-east and below normal in North-west.
Dr Singh further elaborated that the effect of monsoon on crops etc is a multi-factorial effect determined not only by its quantitative aspect but also by its distribution and several other factors.Therefore, there is no rationale in sounding alarmist on the issue,he added.
Dr Jitendra Singh said,the Monsoon prediction mechanism in the Earth Sciences Department  was world-class and also went on to   announce that India has similarly developed a world class Cyclone Warning  System (CWS). He referred to the “Indian Tsunami Early Warning Centre” (ITEWC) which has the capacity to provide world class operational services as Regional Tsunami Watch Provider (RTWP) for whole of the Indian Ocean Region through the Indian National Centre for Ocean Information Services located in Hyderabad.
Dr. Jitendra Singh said, it is a matter of pride that India is now having a fool proof 24×7 operational cyclone detection and movement mechanism for the assessment of intensity, track and landfall over the coastal areas of the county. The credit for this goes to the consistent hard work and competitive spirit of the Indian scientists, he added.
Dr. Jitendra Singh informed that his Ministry works in close collaboration with the Ministry of Home Affairs to formulate Standard Operational Procedure (SOP) and emergency response plans for disaster management.

Bhalla tours South Kashmir takes stock of damage to horticulture crops

KULGAM, July 2: Minister for Horticulture, Housing and Youth Services and Sports, Raman Bhalla today took whirlwind tour of various areas of South Kashmir to take stock of damage caused to the horticulture crop due to recent hailstorm and scab disease.
The Minister was accompanied by the MLA, Kulgam, M Y Tarigami while visiting various orchards of Kulgam and Shopian districts.
While interacting with people and farmers, the Minister expressed his sympathy with the effected farmers and said Government has farmer friendly approach and will provide every possible support to the farmers to compensate the losses, besides will provide guidance and assistance to them to save crops from diseases so that people associated are benefitted.
He also said that appropriate measures have been initiated by the Government for giving support and guidance to the farmers to produce better horticultural crops, besides has directed the concerned district administrations to send a team of officers to assess the loss of damage caused due to recent hailstorm and scab disease.
Bhalla also directed the district administration to organize the awareness camps regarding the quality pesticides and precautionary measures to be taken for better crop with improved quality and quantity.
Mr. Bhalla also said that the department has been directed to hold awareness camps in these areas to disseminate the remedial measures to be taken by the farmers to save the crop from scab. He also said that team of experts from Central Govt is also visiting the Valley to provide guidelines for better and disease free crop.
He also appealed the concerned people to adhere the guidelines laid down by the department regarding use of pesticides and spray schedule.

HC expresses displeasure over Wular conservation work

SRINAGAR, July 2: Jammu and Kashmir High Court today expressed its displeasure and dissatisfaction over the pace of work and utilization of funds for conservation, preservation and protection of Wular Lake and asked the Attorney General of India for deputing an officer not below the rank of Assistant Solicitor General to assist the court. A Division Bench Comprising Chief Justice MM Kumar and Justice Hasnain Masoodi directed: “We request the learned Attorney General of India to depute an officer not below the status of ASG to assist this court so that the concrete results by spending the hefty amounts released by Central and State agencies are utilized in proper directions.” The court observed that the utilization of funds on various water bodies could be easily achieved in case some experts are provided to the local scientists. The Bench said: “We sadly feel that for the last many years funds have been spent on various water bodies but the magnitude of results is not matching to the funds spent and much more could be easily achieved by close monitoring by the experts.” Court also directed the Department of Environment of Central Government through National River Conservation and Management Authority to comply with the earlier directions of the court passed on August and September, 2013 and depute an expert to oversee the implementation process after examining the action plan with regard to conservation and preservation of Wular Lake. Court directed the registry to send the paper book of PIL along with all orders to the Attorney General of India so as to assist the court on next date of hearing. During arguments senior advocate and amicus Zaffar Shah made suggestion of interconnecting the all water bodies in Valley so that there is one unified plan for the utilization of funds and beautifying these water bodies.

SBI RSETI holds LAC meet

LEH, July 2: State Bank of India (SBI), Rural Self Employment Training Institute (RSETI) held Local Advisory Committee (LAC) meeting here, which was chaired by Deputy Commissioner (DC) Leh, Simrandeep Singh.
Convener of the Committee Yangchan Dolma, Director SBI RSETI, Leh briefed about the progress of RSETI, Leh and presented the training calendar for the year 2014-15.
He assured the house that more trainings would be conducted at the institution as per local need and requirement.
Lead District Manager Anil Mattoo briefed the functioning of SBI RSETI, Leh for the unemployed youth and explored various opportunities at SBI RSETI Leh.
Among others who spoke were Assistant General Manager, National Bank for Agriculture and Rural Development (NABARD), Leh, Deputy Director, Employment and Counseling, Leh Dr Zahida Bano, Project Director DRDA Tashi Dolma and General Manager DIC Kunzes Angmo.
