DoT seeks info on J&K villages

NEW DELHI, July 27:
The Government is likely to approach regulator TRAI for details of the villages in Jammu and Kashmir, Uttarakhand and Himachal Pradesh that have no telecom connectivity.
“The Department of Telecom (DoT) is preparing a detailed project report on uncovered villages for which has it has asked TRAI to seek information from telecom operators on unconnected villages in J&K, Uttarakhand and HP,” an official source said.
The move is a part of the Government’s agenda of raising rural tele-density to 100 per cent in the next 3-4 years.
The rural tele-density in the country is at present around 44 per cent.
According to DoT estimates, about 56,000-60,000 thousand villages in the country have no telecom connectivity.
The Universal Services Obligation Fund (USOF) wing under the Department has been given responsibility to facilitate telecom connectivity in rural areas. The DoT, however, plans to seek information on unconnected villages from TRAI.
Sources said most of the uncovered villages will get covered under various projects like installation of mobile networks in nine naxal-affected States at an estimated cost of Rs 3,500 crore, increasing connectivity in North East at a cost of Rs 5,100 crore, and plans for connecting Lakshadweep and Andaman & Nicobar islands.
The Telecom Regulatory Authority of India (TRAI) last week had recommended over Rs 2,400 crore-plan to provide telecom connectivity in Lakshadweep and Andaman & Nicobar islands.
However, uncovered villages in three States—J&K, HP and Uttarakhand— do not fall under the proposed schemes.
“From TRAI, DoT wants a list of all unconnected villages State-wise and urgent information is required for three States—J&K, Uttarakhand and HP,” the source said. (PTI)

NAGPUR, July 27: In his inaugural address as chief guest at the two-day Annual Conference of “Diabetes in Pregnancy” (DIPSI 2014) here today, Dr.Jitendra Singh, Union Minister of State (MoS), Science and Technology & Earth Sciences (Independent Charge), MoS in Prime Minister’s Office, Atomic Energy, Space and Department of Personnel & Training said that the next few years will focus on prevention of Diabetes in pregnant women with the objective of ensuring that the child of a diabetic mother is able to grow in its mother’s womb without ever realizing that the mother has diabetes.
“If we succeed in achieving this objective, it will be a major breakthrough because it will help in breaking the cycle of generation to generation transmission of diabetes”, he observed.
In his capacity as Minister of Science and Technology, Dr.Jitendra Singh said that in the years to come, he would invite young diabetologists to come forward with their projects which can be supported and coordinated under various schemes of Government of India.
Dr.Jitendra Singh said that in the next few years, the emphasis of research in diabetes will be on diabetes in women, particularly pregnant women and he appreciated the efforts of Prof Dr V.Seshiah, fatherly figure in the field of diabetes, under whose guidance the DIPSI has produced guidelines for treatment of diabetes in pregnancy which are now accepted worldwide and hailed by the WHO. Because of Dr Seshiah, he said, India can today claim to be the world leader in the field of “diabetes in pregnancy”.
Earlier while introducing Dr Jitendra Singh, internationally known Diabetologtist and President Association Of Physicians of India (API) Dr Shashank Joshi said, it is a matter of great pride for the entire diabetology fraternity that one of them has been entrusted with such important and prestigious responsibility in the Union Ministry.
Prominent among others who spoke on the occasion were Dr.Samar Banerjee, President RSSDI, Dr.Sunil Gupta and Dr.Vishwas Varma.

JAMMU, July 27: Lok Jagriti Manch, (LJM) Badyal Brahmana, R S Pura held a protest rally, called as Swasth Adhikar Rally, which started from Panchayat Ghar, Badyal Brahmana and culminated at Primary Health Center, Badyal Brahmana, today.
The Swasth Adhikar Rally was organised to warn the administration to reinstate the basic facilities like medical tests, x-rays apparatus, genset, ambulance facility etc, in the Primary Health Center. Addressing the rally, Vishal Sharma, said that the new building of PHC was constructed since January 2012, but since then basic facilities are not provided to the local people of Badyal Brahmana.
While concluding the rally march a consensus was made that if the administration will not fulfil our demands we will march towards R S Pura and next time demonstration will be held in front of the Sub-Divisional Magistrate, in R S Pura.
The main demands pertained to immediate start of laboratory tests mentioned on the notice board, X-Ray machine and genset and ambulance facility in the hospital, immediate provision of sanctioned staff and that the hospital should remain open for 24 for the local people.
The upgradation of the hospital according to the needs of growing population was also demanded.
The rally was attended by more than 250 people.

As elections draw close, public grievances surge

SRINAGAR, July 27: As the Assembly elections draw close and ruling parties gear up for the campaigning, the grievances of lack of basic amenities to people in the State have been mounting.
The grievance cell of the Chief Minister Omar Abdullah at Civil Secretariat which he launched in 2009 for quick redressal of the problems faced by the public in daily life has seen an increase in their number during the past many months.
With the Assembly elections just months away, the public representatives have began focusing on how to win elections and people say the grievance redressal by their representatives have taken a hit.
The ruling coalition parties, National Conference and Congress, which in view of the forthcoming elections have begun focusing on to woo the people by announcing “populist measures”, but at the same time have given a go by to the routine public affairs.
MLA from the constituencies have also directed their workers to mobilize the people for campaigning and neglected to address problems of daily life faced by public.
The CM’s grievance cell has received over 50,000 complaints in the last over five years out of which the official monitoring them have entertained only 25789 while rest were either found “un-authentic or lacked information about the complaint”.
Large percentage of these complaints was against the departments like Power Development Department (PDD), Health, Public Health Engineering (PHE), which indicates people lack basic amenities.
Ram Sevak, Additional Secretary to CM grievance cell, told Excelsior 24,522 complaints have been disposed off and 1267 are pending. He said the cell is an effective way to address the complaints of the people.
“After people lodge their complaints of lacking daily amenities, our teams monitor them for authenticity. Verified grievances are dispatched to the concerned departments. A swift and serious result is found because the departments cannot ignore them as they are from CM’s office and they have to reply to the complaint,” Sevak said.
The complaints are being received in the cell either by hand, mail or toll free telephone numbers.
Complaints of non-availability and shortage of ration like sugar, rice from Consumer Affairs and Public Distribution outlets, damaged roads, lanes, and by-lanes in rural and urban areas of the state flood the cell.
People have not stopped here. Complaints of fund embezzlement by officials in Government departments, encroachment at the tourist destinations, including Pahalgam have been shot to the CM through the cell.
The cell also receives complaints against the security personnel, private schools hiking fees, embezzlement in MGNREGA schemes etc.
Sevak said the complaints received are verified telephonically from the complainants and then forwarded to the concerned departments for their disposal as per the rules, regulations in vogue.
“The complainant is telephonically informed of the action taken by the grievance cell in respect of his complaint. These complaints are regularly followed up with the concerned Departments on weekly basis,” Sevak said, claiming 95 percent of the complaints received since 2009 have been disposed off.
In case of lack of action, repeated reminders are shot to the higher ups of departments and those officials failing to address the complaints are summoned to the Chief Secretary’s office to seek immediate redressal, he said.

Women Army officers to command certain battalions

NEW DELHI, July 27:
In a major step to increase role of women in armed forces, the NDA Government is going to allow lady officers to command battalions in Army’s branches such as aviation, engineers and signal.
The Government is planning to file an affadavit in the Supreme Court where it will say that women officers joining the force from 2015-16 onwards would be nurtured to command battalions, highly placed Army sources said here.
The women officers would be allowed to compete with their male counterparts to be eligible to head the units, they said. The women officers would be given some relaxation in terms of physical standards but otherwise they would have to go through same regimen as male officers, the sources said.
The branches in which they are going to be allowed to command includes aviation, engineers and signals, they said. The women officers are so far allowed only in non-combat arms and are not allowed to command units.
The women officers were first inducted in the early 1990s and have been now cleared to join the force as permanent commission officers in select branches such as legal, ordnance and supply.
Women have been allowed in medical arm of the forces even before the independence days. (PTI)

JAMMU, July 27: BJP MP and prabhari J&K, Avinash Rai Khanna today said that India wants peace with its neighbours but this should not be construed as its weakness as its forces are fully prepared to deal with any misadventure at borders.
Talking to reporters at the sidelines of joining of former IGP S Satinder Singh Bijral, VHP district president Udhampur, Subash Gupta and leading industrialist Jugal Kishore at party headquarters here, this afternoon, Mr Khanna said India is not weak but fully capable and its forces are ready to retaliate any misadventure of neighbouring country with full might.
He said India wants to live in peace with neighbours but not at the cost of its security.
Reacting to a question that why Prime Minister, Narendra Modi has maintained a stoic silence on Saharanpur violence, Mr Khanna said it is not necessary that PM should make statement on every issue when other Ministers including Home Minister, Raj Nath Singh has spoken on it.
He said the Home Minister has taken up the issue with UP Chief Minister Akhilesh Yadav asking him to ensure peace and protection of minorities in the area. He said Centre has also shown willingness to send additional force in case State needs the same.
Earlier addressing the function, he said that after achieving Mission 272+ and forming the Government at the Centre, the party has now set Mission 44+ with a motive to form first BJP Government in Jammu and Kashmir.
He said that there is enthusiasm not among the party activists but a common man too is enthusiastic as a ray of hope is seen in BJP. He said that UPA-1 and UPA-2 had only promoted dynasty rule, corruption, misgovernance and price-rise. The people wanted to get rid off such a Government and they found an alternative when BJP announced Narendra Modi as its Prime Ministerial candidate.
He said the trend will also be displayed in J&K late this year when Assembly elections are held.
Jugal Kishore Sharma, on this occasion, said that the people across the country are voluntarily embracing BJP and J&K too has not remained untouched by this change. He said this change is the result of “Narendra Modi wave”, which has invited the attention of masses and convinced them to come and join BJP.
He said that during the past few months a large number of people in Jammu, Kashmir and Ladakh have joined BJP and the number is going up with each passing day. He expressed hope that the new entrants will work whole heartedly to further strengthen the party with their long public standings.
Jugal Kishore Sharma and Avinash Rai Khanna also felicitated a well known K P leader Moti Koul, who had joined BJP at New Delhi two days back.
BJP general secretaries, Ashok Kaul and Bali Bhagat also spoke on the occasion.

Govt to provide adequate relief to flood hit people: Sadhotra

JAMMU, July 27: Minister for Planning, Labour & Employment, and Development, Ajay Sadhotra today visited flood affected areas of Marh to assess the damage caused to private and public property due to recent rains and flash floods.
The Minister was accompanied by Chief Engineer Flood Control H.C. Jerath, SE Flood Control, XEn Flood Control, and officers from Revenue, Rural Development and other concerned departments.
The Minister visited villages, Mehra Mandlik, Dhateryal, Marh Bagh, Qazitokrian, Chak Jaffar, Ghai, Channochak, and other villages, where a number of houses have got partially and fully damaged, and large tracks of cultivated land of the farmers have also been washed away.
The Minister directed the Chief Engineer to immediately start restoration work related to their department for the convenience of the people. He interacted with the affected families and assured them that the Government headed by Chief Minister, Omar Abdullah is committed to provide adequate compensation to all affected people.
The Minister asked the team of officers to record full details of the losses suffered by each affected family so that their cases are processed for compensation. He assured the people of the area that the administration would extend every help to facilitate their rehabilitation.
He said that the Government led by Chief Minister, Omar Abdullah has given first priority to restoration of services and repair of public assets, besides rehabilitation of the flood affected people.
He said that the Chief Minister himself is monitoring the entire exercise to ensure that none of the affected areas are left out in the restoration process.
Responding to the urgent demands raised by the people for restoration of water and power supply, repair of damaged roads and payment of compensation to those families whose houses were damaged, the Minister assured them that all necessary steps would be taken to meet their demands.
Later, Mr. Sadhotra attended Youth Convention organized at Patoli Akhnoor Road in which the youth from six villages of Marh block participated.
The Minister said that youth is the backbone of our society and they should come forward to strengthen the society. He said that Chief Minister Omar Abdullah has asked the party workers to address the problems of the youth so that they may not feel alienated in the society. He asked the youth to follow the tradition of secularism so as to maintain unity and integrity.

JAMMU, July 27: A new play in Hindi based on a world known Russian story ‘Badla’ written by Anton Chekhov and directed by Neeraj Kant was presented by Natrang in its weekly series, “Sunday Theatre”, here in its Studio Theatre.
The play ‘Badla’ opens at the house of one Mr Siddiqui, who one day when incidentally arrives early from work, is stopped at the door entrance by a loyal housekeeper on the pretext that he shall not go inside as there is something gruesome happening there which he could not bear to see.
He is informed that his wife has been cheating on him and his dear friend is the culprit. Listening to this, ‘Siddiqui’ burns with anger and wants to finish everything but the old wise servant tells him to be patient and wise. But he is still determined to punish his wife and friend. He goes to an Arms and Ammunition shop to buy weapons for taking revenge. He is offered sophisticated costly guns which may make his task easy.
On having the gun in hand, he starts having an insight that what he may do with it, he had a nightmare with opens eyes and gives the weapon back to him with the excuse that it is so expensive. Then he is offered another cheap weapon which also gives him a scary dream and he realizes that he is not brave enough to take the revenge and forgiveness can be his only weapon.
The play had a lot to tell which it did directly and indirectly and the same was apparently received by the audience.
The artists who performed in the play included Rajan Thakyal, Mohd Yaseen, Mahikshit Singh, Varun Sharma, Susheel Raina, Namarta Chib, Sachin Saini, Ruqaya Khatoon Qazi, Juhi Singh and Pankaj Verma.
The lights were operated by Neeraj Kant while Varun Sharma operated the music. The show was coordinated by Sumeet Sharma whereas Sakshi Prakash did the presentations.

Army Captain among two killed, Lieutenant injured

JAMMU, July 27: Two persons including Captain of Army were killed, while a Lieutenant got injured in road accidents at different locations.
As per police sources, Chander Dev Singh Hadda (28) of Rajasthan, presently posted as Captain, 20 JAK LI at Pathankote and Lieutenant Akshay, son of Sunil Kumar of Lucknow received serious injuries, when the motorcycle bearing registration number PB35U-1615 they were riding on collided with a divider near Kamini in Nagrota on Jammu-Srinagar National Highway.
They were rushed to Government Medical College and Hospital (GMCH), where doctors declared Captain Hadda as brought dead, while Lieutenant Akshay was undergoing treatment, when reports last came in.
A case under relevant Sections has been registered at Nagrota Police Station and investigation started.
In another incident, the brakes of a tralla bearing registration number RJ0705BG-1097 loaded with tiles, which was on its way to Srinagar from Rajasthan got failed and it rammed into shops near Batote.
In the incident, a local contractor Tariq Ahmed Malik, son of Abdul Gani Malik, a resident of Ward Number 7, Batote was crushed to death by the vehicle.
Tariq Ahmed Malik happens to the younger brother of PDP leader Arshad Malik who had contested recently held Lok Sabha election from Udhampur-Doda Parliament seat.
The body of the deceased has been handed over to family members for last rites after conducting legal formalities.
A case under FIR number 76/14 has been registered at Batote Police Station and driver of the vehicle identified as Shiv Lal, son of Ramu Ram, a resident of Govindsar, Rajasthan has been arrested and investigation started.

Resumption of work on Rattle Project demanded

KISHTWAR, July 27: The inhabitants of Kishtwar have expressed concern the suspension of work on Rattle Project for over last 10 days and appealed the management of GVG and L&T to re-start the work as this will lead to delay in timely completion of project.
At a meeting held here under the chairmanship of Kissan Board District Kishtwar member and senior Congress leader S S Bhandari, the meeting said that the suspension of work on the project was neither in the interests of the workers nor the management. It said any dispute between the management of the project and workers be resolved amicably and the work should not be allowed to suffer.
The meeting said when the work will be resumed on the project the chances of engagement of more workers can be brightened but once the work remains suspended neither those workers who have been already engaged can work nor those who want to get adjusted in the project can seek a job there.
The meeting also made an appeal to Deputy Commissioner, Kishtwar and Assistant Labour Commissioner Kishtwar seeking their immediate intervention in the matter. The meeting among others was addressed by Tilak Raj Shan and Farooq Ahmed Tapal.
