Hiranagar, a border belt and reserved Constituency has always received a raw deal from Government as successive legislators and Governments failed to pay full attention to its development despite falling on Jammu-Pathankote National Highway.
People in this Constituency have a grudge against the successive representatives who failed to come up to their expectations and develop it a model Assembly segment despite many Central sponsored schemes were implemented for the development of border areas but result on ground are negligent. Except Late Girdhari Lal Dogra a strong Congressman and ex-Finance Minister no other public representative after him could give justice to the people of the area was the general view of the masses. They said that no public representative could beat his track record and win the confidence of the people as he.
A cursory visit of the Constituency shows that it sans development on all fronts and no proper attention has been paid to it as water scarcity, power crisis including low voltage problem especially in Summer and dilapidated condition of roads and lanes are the major issues confronting the people who allege their public representative has failed to redress the same during last five and half years of his tenure.
Though riding on Modi wave, the BJP sympathizers in the Constituency are hopeful to retain the seat in coming Assembly elections of 2014, but this argument is challenged by the opponents who say that magic does not work always and it is the performance of a public representative which counts.
While the sympathizers of MLA rate his performance as good in last over five years his opponents have many grievances saying his functioning has been totally dismal and people want a change this time.
While in some areas people term MLA’s performance as extra good and are hopeful that his track record will sail him through in the coming Assembly elections, his detractors have many complaints about Mr Dass whom they not only term non -performing but allege that except his own coterie, he does not give preference to any body whosoever he may be.
Whenever people visit him regarding any problem about the development of the area, the MLA asks them whether they been recommended by his representatives in the area, said Ganpati a chemist at village Jatwal.
He said there is no development in Jatwal and lanes and drains have not been constructed during his tenure as MLA. What can one expect from the legislator who failed to solve the problems of water scarcity and power crisis in the area.
In Jatwal, main galis leading to the village are in a dilapidated condition and the village which has a population of over 2000 people feel totally neglected in last over five years, said Shiv Paul of Baloni. Baloni and Jatwal are two adjoining villages on Jammu -Pathankote National Highway in Hiranagar Assembly Segment.
Ram Paul a resident of Baloni said that Baloni and Jatwal residents feel totally ignored by the MLA who only visits the area during the “opening ceremonies”.
However, Sohan Lal Sharma a trader from Jatwal differs with them saying he has no grievances with the MLA and strongly supports that Mr Dass be given mandate in 2014 elections.
Satpaul Sharma of Muthi Kalan in Hiranagar said that people in his village have many grievances with MLA. Grants for developmental works have been blocked by him, said Ramesh Chander another resident of the area.
Lauding the MLA’s role and his over five years performance, Gurdev Singh an auto driver at Gahgwal said he is a down- to -earth man and pro-poor and down-trodden sections of society as he also comes from same class of people.
He said Mr Durga Dass was running 407 matador prior to his election to State Assembly in 2008. He belongs to a poor family and no one else can realize the pain and agony of poor better then him.
Showing total satisfaction with performance of the MLA, Sunil Kumar Lambardar Chadwal said MLA is easily accessible to people, listens their problems and raises public issues on floor of the House forcefully. In response to a question that the MLA was disqualified from the Party for violating its whip in 2010 Upper House elections, Kumar said this was only an allegation which was not proved later.
However, Pavitar Singh of Dayala Chak while expressing his dis-satisfaction with the performance of MLA said no one will vote for him as he failed to come to the expectations of the people. Admitting that Modi wave will have an impact in Assembly poll too, he said, BJP has to change the candidate as MLA was working for his own workers only. He said a youth of Ghagwal lost his father in 1994 who was working as Hawaldar in police. Later, his mother also died but the youth was not given the job till date. The MLA failed to come to his rescue by not pleading his genuine case before the Government, he added.
Prince Rajput of Tanda Hiranagar has also many grievances with MLA saying his performance is dismal as he failed to take developmental works in hand. The link roads in the area are in worst condition. The school has not been upgraded. People in the area face water scarcity and pump of the tubewell has not been installed to restore water.
However, MLA boasts of his performance saying in last over five years many development projects were brought by him for this border Constituency to ameliorate the lot of the people.
He said as Hiranagar belt is dependent on agriculture and the farmers had main problem of irrigation in this belt. To overcome this, he installed 120 transformers and provided poles to farmers so that the people can install the hand pumps for watering their fields. Besides, 14 PHE bore wells were dug while five tube wells were also constructed to better the drinking water supply in various areas of the Constituency, he added.
Moreover roads, lanes and drains were constructed in different areas of Hiranagar belt, he said.
Durga Dass, while counting his performance said that during last five years he was given Rs five crore under NABARD schemes by Government which he utilized for construction of roads in various areas. He said a bridge in Rajpora area to connect border villages of Satrian will be started soon at an estimated cost of Rs 2.17 crore. The soil testing of the land has been conducted recently and work on the bridge will be started soon, he added.
Durga Dass said that five middle schools were upgraded as high schools in his Constituency and in Ghagwal block comprising of seven Panchayats people were facing power crisis due to low transformer. The 5mva transformer in this area was replaced by 10mva. Besides, in Rajpora area nine Panchyats falling on IB which too have same problem, the 5mva transformer there was also replaced by 10mva, he added.
He said three blocks were developed under Border Area Development Programme (BADP) in his Constituency.

Rana warns against abrogation of Article 370

POONCH, Aug 8: Senior National Conference leader and Deputy Chairman J&K Legislative Council, Javed A Rana has said that Parliament of India has no unilateral powers under the Constitution of the Union of India to abrogate Art. 370 and any irrational and hasty step in this direction would be disastrous.
Addressing a public meeting at Tehsil Mankote, Mr. Rana said that Article 370 is the only instrument that defines relationship between the Union of India and the State of Jammu & Kashmir and any irrational and unconstitutional step by the Union Government would take us back to late 1940s. Instrument of Accession that was signed by the representatives of Union of India and the princely state of J&K was conditional, he added.
He said it is the duty of the Union Government to protect this Instrument as scraping this article would lead to unmanageable tensions all around.
Further addressing the public, Rana highlighted the role played by Omar led Government in the last five years. He said that this Government has done some historic works in the last five years and now it becomes the duty of general public to exercise their sovereign right most rationally in the forthcoming Assembly elections.
Unemployed Physical Education Trainees meet DDC Samba

JAMMU, Aug 8: A deputation of protesting All Jammu and Kashmir Unemployed Physical Education Trainees Association met District Development Commissioner Samba Mubarkh Singh and projected their problems, here today.
The deputation met under the chairmanship of Anurodh Sharma, president of Samba Unit of Association.
The expressed its rage over the Government Policy of engagement of physical teachers on contractual basis in educational institutes.
According to them this policy of engagement of the teachers is not in-favour the trainees and needed a change analogous to Rehbar-e-Khel pattern.
They also demanded filling of vacant posts of the physical education teachers in the Governmental schools immediately.
The DDC assured the deputation of conveying their message to the State Government immediately.
Prominent among others who were part of the deputation included Suresh Chander, Roshan Lal and Sarvan Lal.
IIIM Director delivers lecture at SKUAST-J

JAMMU, Aug 8: In a talk series organised by Faculty of Agriculture, Sher-e-Kashmir University of Agricultural Sciences and Technology of Jammu (SKUAST-J), Dr Ram Vishwakarma, Director, Indian Institute of Integrative Medicine (formerly RRL), Jammu delivered a brainstorming lecture on the topic “Natural Products Driven Drug Discovery and New Oppourtunities” in the main conference hall of SKUAST-J, Chatha.
The lecture was attended by more than 140 delegates including all the faculty members and students of SKUAST-J.
Dr Pradeep Kumar Sharma, Vice Chancellor, SKUAST-J while extending warm welcome to the speaker, presided over the function where Director Research Dr VK Vali and Dean Faculty of Agriculture, Dr JP Sharma were also present.
Dr Ram told that J&K possess immense potential for cultivation of medicinal and aromatic plants and IIIM Jammu will undertake a joint research work in the areas of mutual interest with SKUAST-Jammu for the benefit of farming community.
He stressed that both the institutions will hold, whenever feasible, joint workshops, training courses within the areas of cooperation in addition to impart training to staff, students and technical personnel of SKUAST-J.
Dr Ram further stressed that the two institutes will share their respective important R&D facilities in order to promote academic and research interactions to intensify the high priority area programmes of science and technology and access to laboratory, library and other supporting facilities for jointly supervised BSc, MSc and PhD courses and for that students will be provided required facilities by both the institutes by signing a MoU in the near future.
The talk ended with the vote of thanks presented by Dr RK Salgotra, Coordinator, School of Biotechnology.

4th District Level Science Exhibition concludes

JAMMU, Aug 8: The 4th District Level Science Exhibition 2014 under Innovation in Science Pursuit for Inspire Research (INSPIRE) Award Scheme of Ministry of Science and Technology Government of India concluded here today.
The two-day exhibition was organized by DIET Jammu at Government Girls Higher Secondary School Shastri Nagar Jammu.
Director School Education Jammu, H.R. Pakhroo was the chief guest while Chief Education Officer Jammu Tarsem Lal and Chief Education Officer Udhampur were the guests of honour on the occasion.
In this Exhibition 5 students in each district were selected on merit basis for participating further in the State Level Exhibition.
About 141 models were displayed during the exhibition by the students. In order experience the joy of innovation, every year school children in the age-group of 10 to 15 years i.e., 6th to 10th standards are being identified for the INSPIRE Award. Each student will get an amount of Rs 5000 for making a project and transportation cost for displaying the exhibits/ project in the exhibition.
Director School Education was highly impressed by the hard work put in by the students in the Exhibition and appreciated their scientific skills and talent.
Roshan Lal Gupta I/C Principal DIET Jammu in his welcome address said that the scheme is beneficial for the students as it provides them an opportunity to exhibit their talent.
Principal DIET Kud (Udhampur) J.M. Tharmat also spoke on the occasion and highlighted the achievements of DIET Kud.
A team of faculty members from DIET Assam also visited Science Exhibition and interacted with the students. Faculty members appreciated the efforts put in by the students in preparation of innovative Models/Projects.
A colourful culture programme was also presented by the students of GHSS Shastri Nagar. Omesh Khar HoD ET wing presented vote of thanks and Dr. Chander Shekhar HoD and Sandhra Malhotra HoD conducted the proceeding.
Delegation of Sharda Colony calls on Mufti

The delegation was led by Nanaji Raina president of the Welfare Committee and ex Sarpanch Kokernag.
The delegation complimented Mr Sayeed for giving mandate of Abdul Rahim Rather as party candidate from Kokernag constituency.
It appealed the PDP patron to ensure his party’s support in passage of Shrines and Temples Bill and urged him to take up the other genuine issues of migrants like enhancement of cash relief, implementation of PM’s employment package in letter and spirit and relieving the migrant voters from filling up of M Forms with the Government.
PDP workers protest over lack of basic amenities

KATHUA, Aug 8: The PDP workers today held a protest demonstration against State Government at Jammu Pathankot National Highway (NH) near Kalibari for its failure to provide basic amenities to the people.
The demonstrators were led by PDP leader, Jodhar Singh Saini, who said that State Government has utterly failed to provide the basic amenities including road connectivity, proper water and power supply to the people of the State, adding the people of the area are suffering for the same.
The demonstrators also disrupted the traffic on the National Highway for about 30 minutes.
Kichloo discusses proposed State-of-Art Auditorium complex at Kishtwar

SRINAGAR, Aug 8: Minister of State for Industries and Commerce, Tourism and Culture, Sajad Ahmad Kichloo convened a high-level meeting to discuss the issues related to the construction of proposed Auditorium complex at Kishtwar here today.
Commissioner/Secretary, Tourism and Culture, Shailendra Kumar, Secretary, Academy of Art, Culture & Languages, Haroon Rashid, Chief Architect, J & K, General Manager, SICOP and other concerned officers attended the meeting.
The meeting was informed that a State-of-Art Auditorium will be constructed at Kishtwar at an estimated cost of Rs. 1.39 crore with all modern facilities, including Audio Visual & Acoustic equipments. The proposed Auditorium will comprise 2 museums, 1 seminar hall, 2 green rooms and an art gallery for the facilities of the visitors. It was further informed that all necessary formalities have been completed for the purpose and construction activities will commence soon after laying formal foundation by the authorities.
The Minister expressed satisfaction on the progress of proposed project and directed the concern officers to keep in mind the futuristic requirements while constructing this prestigious building. He emphasized the need for paying special attention to deal with the challenge of earth quake and make use of the necessary objects meant for the purpose so that no harm is caused to the structure due to earth quake. The Minister also directed the Commissioner/ Secretary to ensure funds for the construction of entire project.
