50 SIs transferred

JAMMU, Apr 4: Director General of Police (DGP) K Rajendra Kumar has ordered transfer of 50 Sub Inspectors from various zones to Security wing of the Police Department.
According to handout issued, 16 SIs namely Nazir Ahmad, Vijay Kumar, Surinder Raina, Nayat Ali, Sureshwar Dev Singh, Mohammad Arif, Jaipaul, Padam Dev Singh, Anil Kumar Jad, Sanjay Kumar, Bharat Bhushan, Vijay Kumar, Naeem-ul-Haq, Mohammad Sharief, Abdul Kabir and Urfan Wani have been transferred from Jammu Zone to Security.
10 SIs namely Syed Nazir Ahmad, Mushtaq Ahmad, Abdul Rahman, Azad Ahmad, Mudasir Geelani, Sajad Hussain Shah, Nazir Iqbal, Manzoor Ahmad, Mohammad Liyakat and Raies Hassan have been transferred from Kashmir Zone to Security.
24 SIs namely Mohammad Amin, Ghulam Rasool, Shazia Khan, Habibullah Paul, Ghulam Mohammad, Vivek Khajuria, Mohammad Rafiq, Abdul Hamid Mir, Ghulam Nabi, Rakesh Kumar, Romesh Singh, Mohammad Yousaf, Satish Kumar, Mohammad Zaffar, Manju Bala, Pinki Devi, Sheetal Bharti, Arjumand Ayoub, Satya Paul, Dil Mohammad, Vinod Kumar, Gourav Sharma, Vinay Kumar and Manzoor Ahmad have been transferred from Armed Zone to Security.

One killed, another injured as motorcycle plunges into gorge

REASI, Apr 4: A rider was killed, while another person received serious injuries when the motorcycle they were riding on skidded off the road and plunged into gorge near Baradari area, falling under the jurisdiction of Reasi police station.
As per police sources, two persons riding on a motorcycle bearing registration number PB54D-0308 were on their way to Sula from Baradari, when the rider lost control over the steering and the motorcycle landed in gorge after smashing the railings of the bridge near Baradari.
After getting information, police team from Reasi police station and locals rushed to the spot and shifted both the victims to District Hospital Reasi, where doctors declared one of the accident victims as brought dead, while other person after initial treatment was referred to Government Medical College and Hospital (GMCH) for advanced treatment.
The deceased has been identified as Sudesh Singh, son of Nasseb Singh, a resident of Charakote, district Reasi and the injured has been identified as Raj Singh, son of Sansar Singh, a resident of Dangakot, district Reasi.
A case under relevant Sections has been registered at Reasi police station and investigation started.

SRINAGAR, Apr 4 : Jammu and Kashmir Armed Police today started a two day course on “Emergency Response and Disaster management Course” meant for the Jawans of armed police which was inaugurated by ADGP Armed SM Sahai, here today.
The course will be conducted at Armed Police Complex Zewan. ADGP also launched a plantation drive at Zewan complex.
Other senior police officers including IGP IRP Sunil Kumar, DIG IR/AP Mushtaq Sadiq, CO AP 9th Zubair Ahmad Khan, CO AP 12th Bakar Samoon, CO IR 2nd SSP Mohammad Aslam and SSP APCR Abid Qadoos were also present on the occasion.”
“September 2014 taught us many lessons. We have to remain ready for any eventuality”, he said. “Disaster management training and refreshers courses would be conducted at regular occasions to keep the police Jawans ready.”
The spokesperson said Jammu and Kashmir Armed police conducted hundreds of rescue, relief and rehabilitation operations across the valley in September 2014 floods. “About 60 Jawans from different Battalions of the Kashmir based armed police units participated in the 2-day course. The course is held in collaboration with a NGO Sri Sathya Sai Foundation. The experts from the NGO with vast experience in disaster and emergency response are imparting training to the Jawans. They are also be exposed to the latest technology and tips used in the disaster management,” he said.
Speaking on the occasion, Sahai stressed upon personnel and officers the need for greenery and environmental friendly measures. He also distributed School bags and other stationery items among students of High School Kenihama Pohru. The school was one of the worst hit in the September 2014 floods.

Four bovines rescued

RAJOURI, Apr 4: Nowshera police intercepted a Tata Mobile at Thalka naka point and rescued four bovine animals being smuggled illegally.
As a part of drive against bovine smugglers, a police party of Police Station Nowshera led by Inspector Kuldeep Raj, SHO police station Nowshera under the supervision of Rakesh Kumar, Additional Superintendent of Police Nowshera, intercepted a Tata Mobile bearing registration No JK02AJ-7489 on the intervening night of April 3 and 4 and seized four bovine animals.
In this connection a case FIR No 51/2015, U/S 188/RPC, 3/PCA Act has been registered in police station Nowshera.

JAMMU, Apr 4: Minister for Health and Medical Education, ARI & Trainings Ch. Lal Singh accompanied by Minister of State for PWD and Revenue Sunil Kumar Sharma and MLA Doda Shakti Raj Parihar and MLA Ramban Neelam Langeh today visited flood hit areas of Doda, Kishtwar and Ramban districts and reviewed the damages caused to life and property due to recent incessant rains and landslides in the area.
During the tour to flood hit areas of the Ramban, Kishtwar and Doda, Ch Lal Singh directed the Public Works Department to gear up their men and machinery in restoring the flood damages including road connectivity especially on Batote-Doda-Kishtwar National Highway, Doda-Bhaderwah and Thathri-Gandoh roads so that all the essential supplies and medicines could be transported to these disconnected areas at the earliest.
The Minister directed SE PWD (R&B) Division Doda to mobilize men and machinery and closely monitor the road restoration works. He further directed Deputy Commissioner Doda to personally monitor the relief and rescue operation at Dewal Kund village where 7 people of a family buried under the debris of a landslide.
Besides, the Minister impressed upon Deputy Commissioner Doda to distribute tents, shift people to the safer places from vulnerable/slide prone areas and provide ration and other essential commodities wherever necessary.
Ch Lal Singh while reviewing the functioning of health system in Doda in view of the recent heavy rainfall in the area enjoined upon the CMO Doda Dr. Yaqoob Mir to streamline the health system of the hospitals in the district and personally monitor all the facilities available to the patients and the attendance of doctors and other staff in the health institutions.
Responding to the demand for a Radiologist in district hospital Doda, the Minister assured that the post will be soon filled besides he expressed optimism on mitigation of the problems of staff shortage in other hospitals of the district.
DC Doda also informed the Ministers and MLAs that a tentative figure of the number of houses damaged in the district is 1291 out of which 198 got fully damaged, 319 received severe damages while as 774 houses were partially damaged besides 51 animals were reported to be died, 310 cow sheds received damages and 7 religious structures were also damaged due to rains, floods and landslides when the reports last came in. Besides, DDC informed that approximately 650 people of 128 families have been shifted to safer places from the vulnerable/slide prone areas and the temporary accommodations have been provided to them.
Ch. Lal Singh and MoS R&B Mr. Sunil Kumar Sharma directed Deputy Commissioner Kishtwar to ensure speedy restoration of main roads including Kishtwar-Chatroo-Chingam, Kishtwar- Padder, Kishtwar- Thakrie and Kishtwar- Ikhala roads. Besides directions were conveyed to ensure the supply of essential commodities, power supply in rural areas.

Two injured in road mishap

KATRA, Apr 4: Two youths were injured in a road accident happened here today.
According to the reports, two youths were on their way from Katra to Reasi when a speedy Sumo hit and injured them. The driver of the Sumo fled from the spot along with the vehicle. In the mishap, Anil Sharma (30) son of Tara Chand and Parvinder Singh (30) son of Partap Singh, both residents of Nai Basti, Reasi, were injured. The locals shifted the injured to a Katra hospital for treatment.
The police has registered a case in this regard and started investigations.

Acute cash crunch in Treasuries: Manohar

JAMMU, Apr 4: Former Minister and senior Congress leader Dr Manohar Lal has expressed serious concern over the acute cash crunch in the month of March 2015 leading to serious financial problems to the people of the State.
In a press statement issued here today, the Congress leader alleged that it is first time in the history that  treasuries  have gone totally dry and liability of over Rs 800 crores has been generated. The Government employees  are crying  for the payment of their salary which is pending for more than six or seven months. The daily wagers and casual labours are struggling for wages which is pending since long.
The Government contractors are also facing trouble in running their work contracts due to cash crunch and non-payment to their pending bills.
It is pertinent to mention here that more than 10 crores of amount/salary bill is pending with treasury in Kathua and Jammu.
Financial year 2014- 2015 has been closed but nothing  has been done on ground and created liability for the next financial year leading to thousands of crores. Portion of Financial year 2014-2015 was not transferred on ground but only shown in paper got unutilized / lapsed.
Government should seriously think to  overcome this problem in future so that the people of State may not suffer more. Before the formation of Coalition Government in the State during Governor’s rule and the present State Government  of  BJP and PDP and  Government of India take responsibility of this  crisis and failed to manage this serious problem and take lesson for this.

Govt to devise comprehensive policy to deal with floods: Mehbooba

SRINAGAR, Apr 4: Hailing the responsive and responsible role played by the civil and police administration during recent flood-like situation in the State, People’s Democratic Party (PDP) President and Member Parliament, Mehbooba Mufti has said the functionaries of the State administration have the capacity and capability to deliver in difficult situations if they get the required direction and leadership.
“It was after a long time that the administration and the political executive worked in a cooperative and coordinated manner and put in a collective effort to confront the situation arising due to incessant rains in the State and the results were there for everybody to see,” Ms Mehbooba said in a statement issued here today.
She said barring tragic incidents at Ladden, Budgam and Dekundal, Doda where precious human lives were lost in incidents of landslides and house-collapse, the administration by and large handled the situation deftly in the aftermath of incessant rains across Jammu and Kashmir. She said not only the functionaries of the administration but the ministers of the PDP-BJP coalition government were monitoring the situation round-the-clock and reaching out to the people right away as and when needed. “Especially the humane face of the police was visible on ground after a long time as the cops and officers were seen carrying sand bags and arranging shelters and food for the needy, as has been rightly highlighted in the media today,” she said and added that the role of the Army and paramilitary forces was equally commendable in dealing with the situation.
She said the PDP-BJP Coalition Government would continue to extend every possible support to the administration in reaching out to the people and addressing the problems confronting the State so that there is visible change in the ground situation within minimum possible time. “We would expect the administration to face-up to the challenges confronting the State decisively and the political executive would be there to guide them and lead them from the front,” she said and added that the Government shall have to devise a comprehensive policy to deal with the recurrent water-logging problems in low-lying areas including Srinagar.
“While the Government would initiate both short and long-term measures to deal with the situation arising due to water-logging and floods during raining seasons, the people shall also have to cooperate in this endeavour by desisting from encroachment of river basins and embankments,” Ms Mehbooba said and added that the Government would respond with appropriate action as and when needed so that people get the relief.

One nabbed with 19 poly packs

KATRA, Apr 4: Police today arrested a person and recovered 19 poly packs from his possession.
Katra police intercepted a person identified as Baisakhi Ram son of Faqir Chand, a resident of Chintamani (Katra) and recovered 19 poly packs from his possession. The accused was arrested and recovered poly packs seized.
The arrest was made by SHO police Station Katra, Kuldeep Krishan. A case FIR No 48 U/S 48 Excise Act 188 RPC has been registered and further investigation started.
