BOSTON, Nov 4:
Researchers have found that a subset of COVID-19 patients who recover faster have a persistent antibody response against the novel coronavirus, an advance which sheds more light on the functioning of the immune system and may aid in the development of vaccines against the disease.
The scientists, including those from Brigham and Women’s Hospital in the US, examined patients who had recovered from mild to moderate COVID-19 and found that while antibodies against the virus declined in most people over time, some individuals sustained their production several months following infection.
According to the researchers, previous studies had provided conflicting accounts about whether people recovering quickly from the viral infection can sustain potentially-protective antibodies or not.
The results of the current study, published in the journal Cell, noted that these antibody “sustainers” had a shorter course of symptoms, suggesting that some individuals who recover from COVID-19 faster may be mounting a more effective and durable immune response to the virus.
“We’ve found a subset of individuals that heal quickly while sustaining virus-specific antibody levels after COVID-19,” said Duane Wesemann, a co-author of the study from Brigham and Women’s Hospital.
In the research, the scientists recruited and enrolled 92 people in the Boston area in the US who had recovered from COVID-19 between March and June of 2020.
Five of the individuals were hospitalised but all others recovered at home, the study noted.
The researchers collected and analysed blood samples monthly, measuring a range of antibodies, including immunoglobulin-G (IgG), against the novel coronavirus. They split the cohort into two groups — those that sustain virus-specific IgG levels over several weeks, and those that lose them — and analysed these groups and potential connections they had to the clinical data.
The study found that IgG levels against the virus tended to decline substantially in most individuals over the course of three to four months.
However, the antibody production remained stable or enhanced in about 20 per cent of individuals over the same time period.
According to the scientists, these “sustainers” had symptoms for a significantly shorter period of time compared to “decayers” — average of 10 days versus 16 days.
They said the sustainers also had differences in memory T cell populations and B cells — two types of immune cells that can play a key role in immune memory and protection. (PTI)

Prasar Bharati signs MoU with Electronics and IT Ministry
NEW DELHI, Nov 4:
India’s public broadcaster Prasar Bharati on Wednesday entered into an MoU with the Ministry of Electronics and Information Technology to launch 51 direct-to-home (DTH) education TV channels.
The Memorandum of Understanding (MoU) signed between Prasar Bharati and Bhaskaracharya National Institute for Space Applications and Geo-Informatics under the Ministry of Electronics and Information Technology aims to bring quality educational programmes to every household, including those in rural and remote areas, the Government said in a statement.
“Under the ambit of this MoU, 51 DTH education TV channels comprising Swaymprabha (22 channels) (M/o Education), e-Vidya for classes 1 to 12 (12 channels) of NCERT, Vande Gujarat (Govt. Of Gujarat) (16 channels) and DigiShala under M/o Electronics and IT (1 channel) shall be available as DD co-branded channels to all DD FreeDish viewers. This move aims to bring quality educational programmes to every household, including those in rural and remote areas,” it said.
The services will be available free of cost for all the viewers 24×7, in line with Government’s commitment towards skill development and providing quality education to the last person in the country, it said. “This Government initiative will go a long way in achieving Government’s goal of providing education to all,” the statement said. At 10.6 deg C, Delhi records another cold morning
NEW DELHI, Nov 4:
The national capital witnessed another cold morning on Wednesday, with the minimum temperature settling at 10.6 degrees Celsius, four notches below normal.
The India Meteorological Department (IMD) said the temperature met the criteria for “cold wave” on Tuesday but not Wednesday.
For the plains, the IMD declares a cold wave when the minimum temperature is 10 degrees Celsius or below and is 4.5 notches less than normal for two consecutive days.
On Tuesday, the minimum temperature had dropped to 10 degrees Celsius, the lowest in the season so far. It was less than that of Dalhousie (10.9 degrees Celsius), Dharamshala (10.6) and Mandi (10.2) in Himachal Pradesh and Mussoorie (10.4) in Uttarakhand.
Kuldeep Srivastava, the head of the regional forecasting center of IMD, said a similar situation is expected to prevail for another four to five days.
He said the month of November this year is expected to be the coldest in the last four to five years.
Normally, the Safdarjung Observatory, which provides representative data for the city, records a minimum of 14.8 degrees Celsius in the first week of November.
The mercury dips to 11-12 degrees Celsius by the last week of November, according to IMD officials.
The senior IMD scientist said the minimum temperature is expected to be recorded in single digits in the next three to four days.
Delhi has been witnessing a trend of low minimum temperatures due to the absence of cloud cover, he said.
Clouds trap some of the outgoing infrared radiation and radiate it back downward, warming the ground.
Also, there has been snowfall in the higher reaches of Himachal Pradesh in the last three to four days, so cold winds from that region have started affecting Delhi’s weather, he said. (PTI)
BJP Govt resorts to anti- refugee move: Ex-MLC

JAMMU, Nov 4: Former MLC and JKPCC chief spokesperson Ravinder Sharma has regretted the Government’s anti-refugee orders putting them into great hardships and said that recent bifurcation of the PRO office and the Custodian EP Deptt is against the interests of 1947 from PoJK.
Reacting to the recent orders whereby the two departments of PRO and Custodian EP have been again bifurcated, the senior Congress leader has termed it totally against the interests of refugees. He said that it is for the first time after 1982 that such anti-refugee move has been done by the present Government. The order of winding up of the PRO Office by the then Govt was strongly opposed by the refugees organizations and Congress party and it was re-established & clubbed with Custodian Department.
Unfortunately, the present Govt is also resorting to such anti- refugee moves, as few days back this order was rectified and both offices were clubbed but again after a week, same thing has been repeated.
He said since thousands of families have been allotted EP lands while the rest of old records of their rehabilitation is under the control of PRO office, the bifurcation of the two departments, puts them to great hardships.
The Govt should consult the refugee organizations and refugee representatives before taking such decisions and sought review of the order in the larger interest of displaced community. He also favoured a Refugee Welfare Board headed by the Lt Governor to sort out various pending and ongoing issues of the displaced community including the issues of relief distribution and their rehabilitation.
Not possible to conduct upcoming CA exams online, ICAI tells SC
NEW DELHI, Nov 4:
The Institute of Chartered Accountants of India (ICAI) told the Supreme Court on Wednesday that it cannot hold the upcoming CA exam online as suggested by some of the candidates, in view of COVID-19, as it tests the analytical capabilities of the examinees.
The ICAI said its 3-hour exam is of a different pattern altogether, which have descriptive answers and not tick marks.
A bench of Justices A M Khanwilkar, Dinesh Maheshwari and Sanjiv Khanna asked the ICAI to publish on its website the steps taken for students welfare with regard to COVID-19 and disposed of the petition seeking a detailed Standard Operating Procedure (SOP) for the examinees in the upcoming CA exams.
The Chartered Accountant exams are scheduled to be held on November 21 to December 14.
During the hearing, senior advocate Ramji Srinivasan, appearing for the ICAI, said that they don’t have any isolation room as examination centres and don’t have the facilities for doctors.
He said that as directed by the top court in its last hearing, they have examined all the suggestions given by advocate Bansuri Swaraj, representing the petitioners.
“There was suggestion that can we hold an online exams. Ours exams has different pattern and therefore we cannot hold the online examination”, he said, adding that they test the analytical capabilities of examinees.
The bench then told Swaraj that petitioners need to be reasonable in their demands and it was not satisfied with their responses.
Srinivasan further said that transport and accommodation was also sought by the petitioner but that is not possible.
He submitted that ICAI may request Ministry of Home Affairs to allow e-admit cards to book hotels.
The bench said that it is a state specific issue as earlier when such suggestions were made, the State Governments have agreed to do so.
It told Swaraj that how can online exams be allowed when the answers are required to be descriptive.
“How can this be allowed? Just because courts are allowing many things, you cannot keep on asking what you want. Be reasonable in your demands,” the bench told the petitioner’s counsel.
It asked ICAI to put all the information on the grievances raised by the Petitioners on the website and disposed of the plea saying if there is any lapse it will be addressed but exams in the past have been handled well.
The petitioners have contended that despite less than a month left for the commencement of examination, no steps have been taken by the authorities with respect to safety of examinees.
They have claimed that no safety guidelines have been issued by ICAI on how the examinations will be held amid COVID-19 pandemic.
The plea alleged that the examination will be in violation of Central Government guidelines which prohibits congregations of more than 100 persons at an academic institution. (PTI)
Wushu Association issues calendar of domestic activities

JAMMU, Nov 4: Wushu Association of Jammu and Kashmir organized online meeting in which the calendar of activities for the year 2020-21 was discussed and issued.
The District Activities will be carried out in the month of November whereas some district units have requested to the President and the General Secretary of WAJK for the conduct of the championships in the month of December 2020 due to COVID-19.
The Referee seminar and the coaches seminar will be held from 23rd to 26th November 2020 whereas the 16th J&K State Wushu Championship will be held in the month of 27th to 30th November 2020.
President Vijay Saraf directed all the district units to follow the guidelines and SOPs of the Government during the events.
Almost all the district units are attending the Khelo India E-Pathshala classes being organized by the Sports Authority of India in collaboration with Wushu Association of India. Moreover, some districts like Srinagar, Jammu, Baramulla, Bandipora and Udhampur carried their online zoom classes to boost the morale of the players.
The office bearers appealed to the Government for expediting the process of Khelo India Academy for Wushu in the J&K UT.
The office bearers of Wushu Association of J&K congratulated Kuldeep Handoo Project Director Khelo India E Pathshala for running excellent programme and doing excellent job in this pandemic. The E pathshala programme is still running since 1st June and will continue till this pandemic is over.
Bijbehara Sports Club thrashes Kashmir Strikers Sozeith in WPL

SRINAGAR, Nov 4: The Wular Premier League (WPL) today culminated after Bijbehara Sports Club (BSC) beat Kashmir Strikers Sozeith (KSS) by 4 runs.
The match was played at Sheikh ul Alam sports ground and the winning team was paid a cash award of Rs 2.25 lakhs by the organisers.
Bijbehara Sports Club batted first and made 178 runs in 20 overs.
Kashmir Strikers Sozeith chased well, but could only make 174 runs in the allotted 20 overs.
Aquib Mir, the young captain of BSC was declared Man of the Match while as Javid Jadu received the Best Bowler award and Touseef Khan bagged the Man of the Tournament award.
Almost 5000 spectators had thronged Tarzoo to witness the WPL final match and the presence of star cricketer Parvez Rasool at the venue who was also playing for Bijbehara Sports Club (BSC) attracted more people
Parvez Rasool said that he was inspired by the beautiful playground at Tarzoo and he wished national and international cricket matches would be played at Tarzoo.
The event was organized by Sports Association Tarzoo.
Noted cricketer Abid Nabi and Ex Ranji Player Nisar Khanday were also present at the event.
Chairman RTI Movement Dr Raja Muzaffar Bhat was the chief guest at the event. He along with Chairman Sports Association Tarzoo, Shamsudin Wani, ex-Chief Engineer Ghulam Qadir and Abdul Subhan Lone (Patron) gave away trophies to the winning and runner up teams.
Winning and runner up teams were given a cash award of Rs 2.25 lakhs and 1.20 lakhs respectively.
Man of the Tournament received Rs 40,000 cash award and Man of the Match was given a cash award of Rs 20,000.
The best batsman, best bowler and best wicketkeeper were paid Rs 5000 each by the organizers.
New land laws double assault on J&K’s history, future: NC

SRINAGAR, Nov 4: The Jammu and Kashmir National Conference (JKNC) today said that the people of Jammu and Kashmir see the changes to land laws as a double assault on their political history as well as their future, saying the party will continue to strive for restoring honor and dignity of people.
Party’s general secretary, Ali Muhammad Sagar and provincial president, Kashmir Nasir Aslam Wani said this while presiding over a monthly review meeting with party’s zone presidents, Mohammad Akbar Lone, Ali Mohammad Dar, Dr. Bashir Veeri, vice provincial presidents, Mohammad Syed Akhoon, Syed Tauqeer and district presidents, Altaf Kaloo, Sheikh Ishfaq Jabbar, Gh Mohiudin Mir, GR Naaz, Abdul Majeed Bhat Larmi, Qaiser Jamsheed Lone, Abdul Ahad Dar and Showkat Hussain here at party head quarters Nawa-e-Subha, Srinagar. While interacting with the functionaries party general secretary said new land laws clear the decks for the revival of neo-Jagirdari system in J&K. He said that with no bar on the maximum land holding, the Government has opened the floodgates for big corporations to buy large chunks of land. The new land laws, he said serve the purpose of big businesses at the cost of locals, he added.
“New land law notification and nullification of State’s own land laws has become a pivot which has united the people of Jammu and Kashmir. From a socialistic political entity, J&K through successive executive orders and notifications has been shorn of its prized emancipative political history. The wanton curtailment of the rights of people of J&K is going unabated, the latest land laws is a point in case. The State’s own land laws represented the collective will of the people of J&K which they had exercised by choosing their legislatures; however the laws, 12 in number were done away with by a stroke of an executive order devoid of democratic bearings. The changes reveal the deflection of New Delhi on its solemn promises it had made to the people of J&K from time to time,” he said.
Party’s provincial president, Nasir Aslam Wani, while addressing the functionaries said that a year after the unconstitutional rescinding of the State’s status, the socio-economic situation of its people has worsened as never before. He said the deteriorating governance and administration in J&K gives credence to the widespread belief of people that it is land only that matters to the incumbent ruling dispensation at New Delhi. The new lands laws, he said reeks of discrimination.
Filmmaker Kumar Sambhav joins Panthers Party

JAMMU, Nov 4: Filmmaker Kumar Sambhav here today joined J&K National Panthers Party (JKNPP) and was welcomed into the party fold by JKNPP Supremo, Prof. Bhim Singh.
Speaking on the occasion Prof. Singh remembered the days when Sambhav was a student leader and hoped that by his joining the cultural wing of JKNPP he shall spread the message of JKNPP amongst the public of J&K and the country.

CFPC seeks stringent action to ease Jammu traffic problems

JAMMU, Nov 4: The Citizens Forum for Public Concerns (CFPC) has sought firm, pragmatic and technological supported initiatives to stem the rot that has crept into unauthorized parking, traffic congestion and blatant violations of traffic rules to give some relief to the people of Jammu.
In its second webinar on issues of public concerns, the CFPC expressed deep concern on the sad state of affairs in the management of unauthorized parking on roads and service lanes within residential colonies across the city and continued violation of traffic rules.
The senior citizens argued that inadequate action by the authorities over the years have made roads and lanes extremely unsafe for people and the situation is bound to aggravate further in not- very- distant future with induction of more and more vehicles every year in the winter capital.
The CFPC has asked for deterrent punishment for violation of traffic rules including seizure/cancellation of driving licenses of habitual offenders. Use of modern technology like CCTVs with appropriate software is recommended for Traffic Police to detect violations including wrong parking and communication of the consequent challans to the offenders on their registered mobile phones to appear before the Magistrate for fine under the relevant law.
It was felt that interface of violator and traffic personnel of the road side must be eliminated along with compounding powers which is the major factor of roadside corruption which reduces the impact of the punishment on the violator.
“The Transport Department should amend its rules to restrict sale or registration of domestic vehicles only in case the prospective buyers prove availability of garages or sufficient space in the driveways in their houses for parking. Restriction on purchase of second vehicle should also be imposed” the Forum said.
It also asserted that the Building Permission Authority of JMC and JDA must amend the rules to make parking mandatory for ground floor of new constructions– residential, institutional and commercial.
Among those who put forth suggestions included Kuldeep Khoda, Dr Rajinder Singh, UK Jalali, Vinod Malhotra, B K Raina, Prem Gupta, Col Shiv Choudhary, Dr Yogeshwar Gupta, B B Magotra, Jagmohan Sharma, J S Sudan and K B Jandial.
