Govt to seek Par nod for Rs 37K cr infra push in 2nd supplementary demands for grant

NEW DELHI : The Government will seek Parliament’s approval for Rs 37,000-crore additional spending on infrastructure development in the second batch of supplementary demands for grant.
Earlier this month, Finance Minister Nirmala Sitharaman had announced additional budget of Rs 25,000 crore as capital expenditure (capex) on roads, defence, water supply, urban development and domestically produced capital equipment.
Besides, the central government approved issuance of a special interest-free 50-year loan to states of Rs 12,000 crore for infrastructure development.
Approval for this additional spending will be sought through second supplementary demands for grants, sources said.
This was part of the third stimulus announced by the government earlier this month to boost demand during the festival season. The additional spending of Rs 37,000 crore is over and above Rs 4.13 lakh crore capex plan approved by the government in Budget 2020-21.
For various schemes of Aatmanirbhar Bharat Abhiyan package, the government sought approval of additional spending through first batch of supplementary demands for grants last month.
The second supplementary demands for grants usually presented during the winter session of Parliament.
The government has assured various infrastructure related ministries and departments that it will provide more money if needed and it is ready to provide the additional funds even at the revised estimates level, sources said.
Highlighting the importance of infra development, the finance minister recently said money spent on infrastructure and asset creation has a multiplier effect on the economy.
It not only improves current economy but also future GDP, she had said while announcing Rs 37,000 crore extra spending for infra development.
Sitharaman last week exhorted central public sector enterprises (CPSEs) under coal and petroleum and natural gas to achieve by December 75 per cent of their planned capital expenditure (capex) target for 2020-21.
This was the fourth in the ongoing series of meetings that the finance minister is having with various stakeholders to accelerate the economic growth amid the COVID-19 pandemic.
While reviewing the performance of CPSEs, Sitharaman had said capex by CPSEs is a critical driver of economic growth and needs to be scaled up for the financial year 2020-21 and 2021-22.

Remember soldiers guarding our borders, light a ‘diya’ for them: PM Modi

NEW DELHI: Asserting that India stands firmly with its brave soldiers, Prime Minister Narendra Modi on Sunday urged people to light a ‘diya’ at their homes to honour security forces guarding its borders while they celebrate festivals.
In his monthly ‘Mann ki Baat’ radio broadcast, Modi wished people on Dussehra and said that with various festivals coming up, they need to show patience and follow health guidelines in celebrating these auspicious occasions during the COVID times.
The prime minister also asked people to keep the ‘vocal for local’ resolve in their mind and give priority to local products while shopping for festivals.
The world is taking note of India’s products, he said, citing the example of rising popularity of Khadi.
The prime minister hailed the contribution of soldiers and their service to the nation.
“We have to remember our soldiers, who are standing guard at the borders even in times of festivals. We must celebrate festivals while remembering them. We also have to light a ‘diya’ in our homes to honour these brave sons and daughters of mother India,” he said.
He also paid glowing tributes to India’s first home minister Sardar Patel, whose birth anniversary falls on October 31, and asked people to work for the country’s unity through their words and deeds.

Deeply value friendship with India: Biden

WASHINGTON : Slamming President Donald Trump for his comment on India’s air pollution, former vice president and Democratic Party’s presidential nominee Joe Biden on Saturday said he and his running mate Kamala Harris deeply value America’s partnership with India.
“President Trump called India ‘filthy’. It’s not how you talk about friends and it’s not how you solve global challenges like climate change,” Biden said in a tweet, two days after Trump during a presidential debate accused China, India and Russia of not taking care of their “filthy” air.
“Look at China, how filthy it is. Look at Russia. Look at India. The air is filthy,” Trump had said during the final presidential debate with Biden in Nashville, Tennessee on Thursday.
“Kamala Harris and I deeply value our partnership and will put respect back at the centre of our foreign policy,” Biden said in a tweet Saturday as he retweeted his op-ed in the latest issue of ethnic India West weekly.
“The Obama-Biden years were some of the best we’ve ever had between our two countries. A Biden-Harris administration will build on that great progress and do even more. We can and should be natural allies,” Biden wrote in the op-ed.
“That’s why if elected President, I will continue what I have long called for: The US and India will stand together against terrorism in all its forms and work together to promote a region of peace and stability where neither China nor any other country threatens its neighbours,” he said.
“We’ll open markets and grow the middle class in both the United States and India, and confront other international challenges together, like climate change, global health, transnational terrorism and nuclear proliferation,” said Biden. (AGENCIES)

Want tension at border to end: Rajnath Singh after “Shastra Puja”

NEW DELHI: Defence Minister Rajnath Singh has said India wants peace along its border with China. He made the statement after performing “Shastra Puja” – the customary worship of weapons – at Sukna War Memorial in Sikkim’s Darjeeling, on the occasion of Dussehra today.
He was accompanied by army chief General Manoj Mukund Naravane, besides other officers and jawans.
“India’s brave soldiers have sacrificed their lives (for India’s safety). We want that the Indo-China border tension should end and peace should be preserved. But unpleasant incidents keep happening. However, I am confident that our soldiers will not let anyone take even an inch of our land… History will remember the courage of Indian soldiers,” Rajnath Singh said after the ceremony.
He worshiped weapons, equipment and armoured vehicles as a priest chanted prayers in Sanskrit.
The “Shastra Puja” near the Line of Actual Control or LAC with China comes amid the standoff with the neighbouring country in eastern Ladakh. A tense confrontation between Indian and Chinese soldiers also took place in north Sikkim in early May.
The Defence Minister – on a two-day visit to West Bengal and Sikkim to review the preparedness of the forces along with the army chief – also inaugurated the Alternate Alignment Gangtok-Nathula Road via video conferencing from the Sukna-based headquarters of 33 Corps, which guards the de-facto border with China in the Sikkim sector.
On Saturday, Mr Singh reviewed the combat preparedness of the Indian Army at Sukna, officials said. The Defence Minister and the army chief were also briefed about the situation along the border in Sikkim sector.
The army has significantly strengthened its troops and weaponry along the nearly 3,500 km-long border with China, including Sikkim and Arunachal Pradesh sectors, given that tension in Ladakh has shown no sign of easing. The standoff continues despite several rounds of high-level talks, taking Indo-China ties to a new low.
Mr Singh has been performing Shastra Puja on Dussehra for the last several years including during his tenure as the Union Home Minister in the previous National Democratic Alliance (NDA) government.

India records 50,129 fresh COVID-19 cases, 578 deaths

NEW DELHI : COVID-19 cases reported in India in a span of 24 hours remained below 55,000 for the third consecutive day, while new fatalities recorded in a day dropped to 578 after almost three months, according to the Union Health Ministry’s data updated on Sunday.
India’s COVID-19 caseload mounted to 78,64,811 with 50,129 fresh infections being reported in a day, while the death toll climbed to 1,18,534 with 578 new fatalities, the data updated at 8 am showed.
The number of active cases remained below seven lakh for three days in a row, while the national recovery rate has risen to 90 per cent.
There are 6,68,154 active cases in the country which comprise 8.50 per cent of the total caseload, the data stated.
A total of 70,78,123 people have recuperated from the disease so far, pushing the national recovery rate to 90 per cent while the case fatality rate stands at 1.51 per cent.
India’s COVID-19 tally had crossed the 20-lakh mark on August 7, 30 lakh on August 23 and 40 lakh on September 5.
It went past 50 lakh on September 16, 60 lakh on September 28 and crossed 70 lakh on October 11.
According to the ICMR, a cumulative total of 10,25,23,469 samples have been tested up to October 24 with 11,40,905 samples being tested on Saturday.
The 578 new fatalities include 137 from Maharashtra, 59 from West Bengal, 55 from Chhattisgarh, 52 from Karnataka, 36 from Delhi and 35 from Tamil Nadu.
Total 1,18,534 deaths reported so far in the country include 43,152 from Maharashtra followed by 10,893 from Tamil Nadu, 10,873 from Karnataka, 6,854 from Uttar Pradesh, 6,566 from Andhra Pradesh, 6,427 from West Bengal, 6,225 from Delhi, 4,107 from Punjab and 3,679 from Gujarat.
The health ministry stressed that more than 70 per cent of the deaths occurred due to comorbidities.
“Our figures are being reconciled with the Indian Council of Medical Research,” the ministry said on its website, adding that state-wise distribution of figures is subject to further verification and reconciliation. (agencies)

India should be bigger than China in power and scope: RSS Chief Mohan Bhagwat

NAGPUR: Rashtriya Swayamsevak Sangh (RSS) chief Mohan Bhagwat on Sunday said India needs to grow bigger than China in terms of shakti and vypati (power and scope), adding the world knows that country’s expansionist designs.
Mr Bhagwat was speaking at the RSS’s annual Vijayadashami rally, which this time was limited to an indoor event attended by 50 swayamsevaks (volunteers) due to COVID-19 guidelines.
The RSS chief said India needs to be militarily better prepared against China. Many countries are now standing up to China, he said.
“China was shocked at India’s response to its intrusion. India needs to grow bigger in power and scope than China,” he said. “China encroached on our borders amid the pandemic,” he said, adding the world knows the expansionist nature of that country. He cited Taiwan and Vietnam as examples of the Chinese expansion plans.
“We intend to be friendly with all. This is our nature. But mistaking our benevolence for weakness and attempts to disintegrate or weaken us by sheer brute force is unacceptable. Our detractors must know this by now,” he said.
Mr Bhagwat said the Citizenship (Amendment) Act (CAA) is not against any particular religious community, adding “some people misled our Muslim brothers” claiming it was aimed at restricting their population.
Before the issue could be discussed further, the focus shifted on coronavirus, he said. “The communal flare in minds of a few people stayed in their minds only. Coronavirus overshadowed all other topics,” he added.
“We need not fear coronavirus, but should be alert and cautious. We cannot stop living. Coronavirus is spreading but fatalities are less. Due to the pandemic, we have started learning the importance of hygiene, cleanliness, environment, family values all over again,” he said.
“Coronavirus has given rise to challenges of unemployment. Many lost jobs and labourers are now returning to cities. But the jobs may not be there. The challenge is to create employment opportunities in different places,” he said.
Mr Bhagwat said before the pandemic, several issues which were in the public discourse took a backseat.
“Article 370 was abrogated, the country accepted the Supreme Court verdict on Ram temple with patience and understanding,” he said.
“There was opposition to CAA claiming it was being used to check the Muslim population in the country. In fact, no Indian citizen was threatened due to CAA. Before any step could be taken to resolve the issue, the coronavirus pandemic happened,” he said. —PTI
