‘National Police Day’ observed across UT of J&K with ceremonial tradition

JAMMU, Oct 21: ‘National Police Day’ popularly known as Police Commemoration Day was observed with full ceremonial tradition across the Union Territory of Jammu and Kashmir.
The day is celebrated every year in the memory and honour of SI Karam Singh and his ten compatriots of CRPF (1st, 2nd and 3rd Battalion) who on 21st October 1959, scarified their lives while holding the attack by PLA at Hot spring in Ladakh at the height of 4681 meters above the sea level.
Impressive function were organized in all the districts of Jammu and Kashmir where large number senior police officers, retired police personnel, members of the martyrs families and members of civil society participated.
JAMMU: A function was organised by at Gulshan Ground Jammu to observe the day. Mukesh Singh Inspector General of Police (IGP) Jammu Zone took the salute of the Commemoration Day parade. GOs of all Jammu based Units, apart from a number of senior, retired police officers and prominent citizens of Jammu participated in the function. IGP Jammu Zone read out the names of 264 brave martyrs of the country which included martyrs from J&K Police and PMF like BSF, CRPF, ITBP, CISF, SSB, NCB, NDRF and FS, CD&HG and rich tributes were paid to all who laid down their lives for the Unity and Integrity of our Nation while serving in different parts of the Country during the past one year. On the occasion, a series of sports tournaments were started in the name of Martyrs Memorial Tournament. IGP Jammu Zone also interacted with NOKs of martyrs and heard to their grievances. Earlier all the Jammu based GOs assembled at Police Martyrs Memorial at Railway Station where rich tributes were paid to all the martyrs. Besides, another impressive function was organized in the evening at Police Martyrs Memorial Railway Station, Jammu where a large number of Police, civil families assembled to light candles and pay rich tributes to the martyrs of the nation.
On the occasion of ‘Police Commemoration Day’, various Battalions and Institutes of CRPF based in Jammu region organized programs and remembered martyrs. During such an event organized in Group Centre CRPF Bantalab, PS Ranpise, IG CRPF, Jammu Sector apprised personnel about the importance of this day. SP Singh DIGP, GC Bantalab and all other senior officers, subordinated officers and jawans also participated in the wreath laying event. During the event, to give tributes to martyrs, two roads named after martyrs in the Group Centre Campus that is Shaheed Sipahi Inderjit Singh Marg and Shaheed Naik Raghubir Singh Marg and both roads were inaugurated by Veer Naaris Madhu Devi and Kamlesh Devi in the presence of PS Ranpise IGP, Jammu Sector, CRPF. PC Gupta Commandant, Sumit Verma Deputy Commandant and Rajesh Kumar Deputy Commandant, GC Bantalab were among others present on the occasion.
REASI: Police Commemoration Day was observed here at DPL. SSP Reasi Rashmi Wazir inaugurated the newly constructed Police Martyrs Memorial at DPL Reasi. Rashmi Wazir, SSP Reasi accompanied by Rajinder Kumar Sharma, Additional DC Reasi, Jyotsana Sarkar DFO Reasi, Anil Katoch Sharma Principal STC Talwara, Purshotam Sharma CO IR 1st Battalion distributed gifts to the next of kin of martyrs as a token of respect. The parade was attended by Surjit Kumar Bhagat Additional SP Reasi, Mumtaz Ali Bhatti DySP DAR Reasi, Iftkhar Ahmed DySP Headquarters Reasi, Kuljeet Singh SDPO Katra, Satish Bhardwaj SDPO Arnas, CMO Reasi and other officers from civil and police administration and CRPF, families of martyrs and prominent citizens of District Reasi.
RAJOURI: District Police Reasi observed the Police Commemoration Day at DPL here. DIG Rajouri Poonch Range Vivek Gupta, SSP Rajouri Chandan Kohli, Commandant IR 2nd Battalion Mohammad Rashid, Additional SP Rajouri, Additional SP Nowshera, all Sub Divisional Police Officers, SHOs, Police Post In-charges and other field officers were present. District Magistrate Rajouri Mohammad Nazir Sheikh, Additional District Magistrate Thakur Sher Singh and other civil officers also took part in the event. A Police Martyrs Memorial Cricket Tournament was also inaugurated in the ground of DPL which was declared open by DM Rajouri alongwith DIG Rajouri Poonch range and SSP Rajouri.
RAMBAN: Deputy Inspector General (DIG) DKR, Abdul Jabbar, Senior Superintendent of Police (SSP) Ramban, Haseeb Ur Rehman and Commandant IRP-9th Battalion, Amit led the officers and personnel of J&K Police and J&K IRP in paying the floral tributes to the martyrs on 61st National Police Commemoration Day observed at Shaheed Samarak in the DPL here today. DIG and SSP interacted with the family members of martyrs and listened to their grievances and assured them of their early redressal.
SAMBA: National Police Day was observed by District Police Samba in DPL here in which tributes were paid to martyrs who had made supreme sacrifice of their lives in the line of duty. SSP Samba, officers of Civil Administration, Police, security forces, retired police officers, families of martyrs and prominent citizens were present. Later, an interaction was held by SSP Samba with the NoKs of martyrs and assured them of every possible help from Samba Police. The family members of Police Martyrs visited the Police Martyrs Gallery at DPL Samba. The gift items were also distributed among the families of Police Martyrs on National Police Day.
UDHAMPUR: Police Academy Udhampur organized commemoration parade in its campus in memory of the martyrs of various states police, BSF, CISF, CRPF, Fire Services, Civil Defence and Home Guard, ITBP, NCB, NDRF and SSB who sacrificed their lives while rendering commendable services and setting exemplary model of duty during the period 01-09-2019 to 31-08-2020. Mohan Lal, SSP, Assistant Director Police Academy Udhampur took the salute of the commemoration parade. Mohan Lal, SSP, Assistant Director (Outdoor) along with Mohammad Faisel Qureshi, SSP Assistant Director (Admn) PA, Ashish Rathore CPO, Sunil Kumar SrPO, Ramesh Kataria, PS/Administrative Officer, KK Sharma, DySP (Q), Suraj Singh DySP (R&D), Zahid Saif Wani, DySP (Indoor), Sanmati Gupta DySP (Outdoor) and huge gathering of PSIs and other courses paid tributes to the police martyrs by laying floral wreaths at the Shaheedi Smark. Police Commemoration Day was also observed at DPL Udhampur.
Sujit Kumar, DIG U-R Range presided over the function. Sargun Shukla, SSP Udhampur and all other officers of District Police also participated in the function and the Commemoration Day Parade. All the families of police martyrs besides retired police personnel, prominent citizens and distinguished guests were present on the occasion.
POONCH: District Police Poonch observed National Police Commemoration Day which was attended by all ranks of District Police alongwith District administration led by DDC Poonch Rahul Yadav. The Commemoration parade was led by Sachin Gupta, DySP DAR Poonch wherein SSP Poonch Ramesh Kumar Angral took salute.
BARAMULLA: In memory of martyrs of J&K Police, Sulaiman Choudhary, DIG, NKR Baramulla in presence of SSP Baramulla Abdul Qayoom and other officers of the district inaugurated the Police Martyrs Memorial Sports Festival in Baramulla, which will last for 10 days.

The motorcycles were unveiled at the India Bike Week, Goa on 6th December 2019. Husqvarna, a leading premium motorcycle brand of Swedish origin, is a part of the KTM Group and has been brought to India by Bajaj Auto to complement the successful KTM brand.
Husqvarna Motorcycles will be sold out of KTM showrooms which have been upgraded to sell both KTM and Husqvarna brands. Kotwal reviews performance of Revenue Deptt in Udhampur

UDHAMPUR, Oct 21: Principal Secretary to Government Revenue Department, Dr Pawan Kotwal today chaired a meeting of the officers and officials of Revenue departments to review the progress achieved under Digital India Land Records Modernization Programme and Jamabandi writing in the district.
Detailed discussion were held on various issues regarding progress of writing of Jamabandies, Land acquisition cases, progress of attestation of pending mutations, eviction of encroachments on State land, progress of inspection of revenue records, Gurdwara Prabandh Committee Election, status of electoral roll, Updation of electoral roll, maintenance of various registers at Patwari level and issuance of Domicile certificates were reviewed in detail.
Deputy Commissioner, Dr Piyush Singla gave a brief presentation about various sectors.
Assistant Commissioner Revenue (ACR) Viqar Giri gave power point presentation and highlighted the profile of District Udhampur. He apprised that Jamabandies of 369 out of 396 villages have been completed and the rest 27 are under process and at different stages. The ACR also gave tehsilwise detail of Jamabandies. He further informed that the Revenue department has transferred 8471 kanal state land to industrial estate, expunged illegal entries of 44862 kanal Kahcharai, state land and water bodies land. He also raised issue of non availability of Government vehicles with Tehsildar, Non availability of govt building for patwar khanas and residential accommodation.
He also detailed the progress of documents scanned, status of mutations, land transferred for various projects. The ACR also detailed about the progress of revenue documents scanned. Dr Kotwal appreciated the efforts of Revenue department for the progress of Jamabandies and updation of Revenue records in a record time. Dr Kotwal said that the citizen will get computerized land documents and with this Jamabandies will be updated automatically.
He emphasized to expedite the Updation process of Jamabandies as per the targets. He also inspected the Jamabandies of few villages.

SMVDU conferred with certificates by IIRS, ISRO

JAMMU, Oct 21: Shri Mata Vaishno Devi University (SMVDU), Katra, has been conferred with the certificates by Indian Institute of Remote Sensing (IIRS) and Indian Space Research Organization (ISRO), Department of Space, GoI for successful participation and conduct of IIRS outreach programmes during the year 2018 and 2019.
Ar Aditya Kumar Singh, University Coordinator of IIRS Outreach Program handed over the certificates to Prof Ravindra Kumar Sinha, Vice Chancellor of the SMVDU in the presence of Dr Sumeet Gupta, Dean (Academics), Dr AK Das, Director IQAC and Vinod Sharma, Administrative Officer.
Prof Sinha asserted the significance of GIS as a multidisciplinary application linking the areas from Geology to Urban & Landscape Design.
Ar Aditya Kumar Singh informed that with the Lab capacities in GIS, the School of Architecture and Landscape Design of SMVDU shall be soon offering PG programmes in Architecture & Landscape Design as a maiden initiative in the UT of Jammu & Kashmir.
Pertinent to mention here that, the SMVDU has been imparting the outreach training programmes of IIRS, ISRO in the field of GIS and Remote Sensing since 2016.

SRINAGAR, Oct 21: The property worth a crore of rupees of Shifa Hospital in Srinagar’s Magarmal Bagh area was today damaged by the furious attendants of a patient who died after undergoing surgery for gallstone days ago.
Doctors at the hospital told Excelsior that after undergoing surgery, the lady developed complications and did not recover even after she was treated in the ICU.
“We conducted Endoscopic retrograde cholangiopancreatography (ERCP) 5 days back with the help of the robust team of doctors that we have at the hospital, but the stone slipped from the gall bladder into her Common Bile Duct (CBD),” Dr Gulzar, Director of the hospital told Excelsior.
He said that is such scenario, 0.7 per cent of patients develop complications even in developed nations. The condition, the doctor said, is called haemorrhaged pancreatitis.
”We treated her immediately and shifted her to the ICU. There her condition did not improve as she weighed 120 kgs; what added to it was the low Blood Pressure,” he said.
He said despite all the efforts, the condition of the patient did not improve and she breathed her last during the intervening night of 20-21 October. “There is a mortality of 40 per cent in such cases even in the west,” he said.
However, the family of the patient alleged negligence on part of the doctors and in fury damaged the hospital property, as per the hospital management, worth Rs 1 crore.
”After her BP fell far below normal she was taken to ICU. They told us to give them free hands and they will be able to treat her, which we did. She was talking till then but after that, she did not recover,” the family said
The family accused Dr Bilal Khan—who has conducted the surgery—and the Director of the hospital Dr Gulzar of negligence and demanded strict action against them
”We want justice as Dr Bilal Khan and Dr Gulzar are responsible for this. The irony is that Dr Bilal did not visit the patient even once after the surgery. We demand that the hospital must be sealed immediately,” the family said.
Meanwhile, after taking the dead body the attendants  resorted to vandalism and damaged windowpanes, 2 ventilators and an ECG machine, 1 defibrillator including window panes and computers on the front desk worth almost rupees one crore.
Police also reached the spot and dispersed the family members of the deceased lady. An FIR has also been lodged into the matter.

AJKYF joins protest against JU for not conducting backlog exams

JAMMU, Oct 21: All J&K Youth Federation (AJKYF) activists here today joined the protest demonstration of engineering students against University of Jammu (JU) for not conducting backlog examination for final year and other students even after guidelines have been issued by UGC for conducting all type of examinations by the end of September 2020.
Sanjay Singh Sandhu, Federation Incharge Jammu Province and Vivasvan Sawhney, chief of Sports Cell among volunteers of Youth Federation joined the protest at JU from where a protest rally was taken out from JU main gate to the administrative block amidst raising of slogans against the varsity administration for not conducting the examination.
Speaking on the occasion Sandhu said JU claims that various notifications have been issued by it and its associated colleges recommending conduction of online/offline examination for the students having backlog examination but on ground not a single notification has been issued due to which the students have been left with no other option but to come on road protesting against the administration for failure.
Vivasvan Sawhney said that the students have approached the University and the Colleges but only false assurances were made to them for conducting of the examinations.
“Earlier examinations used to be held by the end of April-May but due to COVID-19 pandemic this year educational institutions were closed and now even after the guidelines of UGC and Supreme Court for conducting examination JU is doing nothing for the students having backlog exams to clear in the final year and passed out students of final year,” he maintained.

JAMMU, Oct 21: Providing all round development to citizens of Jammu and Kashmir is the core agenda of the Bhartiya Janata Party (BJP) and the Union Government led by Prime Minister, Narendra Modi. It was stated by former Member Legislative Council (MLC), Ch. Vikram Randhawa, while addressing people during his public outreach programme here, today.
Randhawa visited many areas of Gandhi Nagar Assembly segment and also inspected many ongoing developmental works. While inspecting ongoing works Randhawa directed the executing agencies to ensure use of quality material for long durability.
While interacting with the people Randhawa said that the public outreach programme has been initiated by BJP on the directions of the national president of the party, JP Nadda with an objective to ascertain the genuine issues of the common man for early redressal. He said that the initiative is also aimed to win the trust of the people for better implementation of Prime Minister, Narendra Modi’s slogan ‘Sabka Saath, Sabka Vikas, Sabka Vishwas’.
“It is very difficult to win the trust and hearts of the people until we reach out to them and address their genuine issues confronting their day to day life”, Randhawa added. He further assured the people that all their genuine issues would be resolved at priority and asked them to come forward and avail the benefits of a number of welfare schemes launched by the Union Government.
The locals present on the occasion expressed their gratitude to the former MLC and extended support to the BJP in coming future also.

NEW DELHI, Oct 21 : Union Minister Dr Jitendra Singh took over as National Chairman of the Indian Institute of Public Administration (IIPA) and presided over its 317th Executive Council meeting here today.
Pertinent to mention that the post of Chairman IIPA had fallen vacant after the demise of T N Chaturvedi, a 1949 batch IAS officer, former Comptroller & Auditor General (CAG) of India and former Governor, who had taken over as National Chairman of the IIPA in 2004 and continued to hold this position for sixteen years till his death on 5th January 2020.  Earlier to him, the position of the National Chairman of the IIPA was held by eminent Union Ministers including Jagjivan Ram former Deputy Prime Minister and Defence Minister, and S B Chavan former Home Minister.
The proceedings of the National Executive Council meeting today were conducted by S N Tripathi, former Secretary in Government of India and presently Director IIPA, who  has been hereafter re-designated as Chief Executive Officer (CEO) of the IIPA.
Among the members of the Executive Council who attended the meeting were Amitab Kant CEO NITI Aayog, Shekhar Dutt former Governor Chhattisgarh, Professor Raj Kumar Vice Chancellor Punjab University, Professor G B Prasad Vice Chancellor Tripura University, Dr G Kurup Secretary Kerala Regional IIPA Branch, Vijay Satbir Singh Secretary Maharashtra IIPA Regional Branch, S C Mishra Chairman Odisha IIPA Regional Branch, K K Pandey Professor IIPA, Rashmi Choudhary Additional Secretary Department of Personnel & Training (DoP&T), V. Padmanabhan Deputy Secretary Department of Expenditure and Amitabh Ranjan, Registrar IIPA.
In his first Executive Council Meeting after taking over as Chairman, Dr Jitendra Singh made the important announcement that the Life Membership of IIPA will be thrown open w.e.f. 1st January 2021. He also called upon more number of serving officers to take up the membership of IIPA and noted that the Government service rules do not  forbid a serving official to become a member of IIPA.
Dr Jitendra Singh hoped that various State Branches and Chapters of the IIPA will also take a cue and extend their programmes through both virtual and semi-virtual means. He also suggested collaboration with more number of Universities and Academic bodies in order to widen the spectrum and range of IIPA curriculum.

Sinha stresses for reforms to deal with radicalization

SRINAGAR, Oct 21: Lt. Governor, Manoj Sinha, today asked the police “don’t touch the innocents and don’t leave the culprits” and stressed for comprehensive reforms to deal with radicalization of youth.
Sinha said this while addressing the Police Commemoration day at Zewan in the outskirts of Srinagar.
Praising the Police for professionalism, the LG said that they are doing a commendable job on the anti-militancy front. “If people sleep at ease, it is because of the police force who work tirelessly to protect the J&K UT from the evil forces and militants who are supported by our neighbour,” Sinha said.
He said that the message from the police should be clear and loud that “Begunah ko mat Chedo, Gunahgaar Ko Mat Shodo (don’t touch the innocents and don’t leave the culprits).”
Sinha said police and administration is committed to resolve the issues confronted by the policemen and the families of martyrs of cops.

“Nation owes them their welfare. They and their families sacrifice everything for the Nation. We will ensure their career progression and all welfare measures”, the LG said.
He stressed on the need for comprehensive reforms for dealing with the radicalization of youth and called for a regular monitoring of social media content. He asked the police to further strengthen its community support base across J&K.
LG Sinha said he is sure that a mechanism has been put in place to deal with the radicalization and more efforts need to be applied people to strengthen the grid to prevent youth from treading the wrong path.
“Militancy sponsored by the neighbour has been effectively dealt by the police force. Our police force is playing a significant role in tackling militancy. In J&K, everyone should know the role of Police in this direction. It is because of the policemen who keep vigil during night, that people are having sound sleep,” he said.
The LG hailed police for effectively dealing with the law and order challenges. “Bagging 684 medals says a lot about exemplary work done by police. I assure them the full support,” he said.
He laid floral wreath at the Martyrs’ Memorial at Armed Police Complex, Zewan on the occasion of Police Commemoration Day-2020.
‘On this day, I bow to the great martyrs who fought till their last breath to protect the sovereignty and integrity of the country. Their supreme sacrifice will be eternally etched in the memory of people of J&K and the Nation. We salute our immortal heroes and their unparalleled courage’, the Lt Governor maintained.
“Nothing can fill space of the broken hearts of the NoK’s of martyrs, yet financial and other assistance may minimize their miseries. Ex-gratia relief of Rs 8.00 Crore has been extended to NoKs of martyr police personnel and SPOs during the current year. The Government also extends compassionate appointments to the eligible NoK’s of martyrs, besides, departmental welfare measures, he added.
Speaking on some recent reforms, the Lt Governor observed that the ex-gratia relief of policemen and SPOs has been increased since 2018 and other pay disparities have also been resolved.
“It is a proud moment for me that JKP has attained top position across the country in community engagement”, he said. He also called upon the jawans of JKP to participate in Fit India Movement and encourage others as well.
The Lt Governor also lauded the female officers of Police and other Security Forces and termed them as true examples of women empowerment.
DGP, J&K, Dilbag Singh read out the names of Police Martyrs to acknowledge the supreme sacrifices made by them, while the parade presented ‘Shok Shastra’. The arms are reversed and a two-minute silence is observed in the honour of the departed souls.
In the memory of those Policemen who were martyred during the past one year, a Roll of Honour was presented by various contingents.
“Nation will always remain indebted to our brave soldiers who lay down their lives for the sovereignty and integrity of the nation and for providing a safe and secure environment for our people”, he said.
He also saluted the families of the martyrs and expressed his heartfelt sympathies with them. He expressed his gratitude towards the Centre and the UT Government for taking various initiatives for the welfare of the Police personnel and their family members.
Singh said that 40 policemen have lost their lives this year in the line of duty in J&K. “These 40 policemen include a constable Muhammad Ashraf, who was killed outside his home in Anantnag. J&K police is committed to bring peace in the UT. We offer supreme sacrifices to prevent anti-peace elements from fomenting trouble,” the DGP said.
He said it is due to the professionalism and commitment of the police force that Prime Minister Narendera Modi, Home Minister and other Union Ministers praise the role of JK police in every meeting and occasion.
DGP also said 6000 policemen have lost their lives in the line of duty in JK in the past over 30 years.
On the occasion, a Blood Donation Camp was organized by the Police Hospital, where the Lt Governor interacted with the donors.

Jha to head Water Resources Regulatory Authority

SRINAGAR, Oct 21: The Government of Jammu and Kashmir Union Territory has appointed Ghanshyam Jha as Chairperson of the Jammu and Kashmir Water Resources Regulatory Authority.
As per a government order issued today, the appointment of Chairman shall take effect from the date he assumes the charge of the post in the Authority.
The Chairman of the Authority shall not hold any other office. The terms and conditions of the Chairman shall be governed by Government Order No. 528-PW(Hyd) of 2012 dated 17.12.2012. The Headquarters of the authority shall move along with Secretariat offices.
