Pollution problem can’t be resolved in a day, continuous efforts needed: Javadekar

NEW DELHI, Oct 18:  Union Environment Minister Prakash Javadekar on Sunday said the pollution problem cannot be resolved in a day and continuous efforts are needed to tackle each of the contributing factors.
Interacting with people during a Facebook Live event, he said the major factors behind air pollution in the country are traffic, industries, waste, dust, stubble, geography and meteorology.
“The pollution problem cannot be resolved in one day. Continuous efforts needed to tackle each contributing factor,” the minister said.
Javadekar said e-vehicles are becoming popular and more than two lakh e-vehicles were being used in India currently. “I myself use an e-vehicle. I charge it at my home. I also drive an e-scooty.”
The government introduced BSVI fuel which reduces vehicular emissions by up to 60 per cent. Metro and e-buses have been introduced to reduce vehicular pollution, he said.
The minister said the number of “bad air days” has reduced from 250 in 2016 to 180 in 2020.
He said people have a big role to play in tackling air pollution and urged them to download ‘Sameer’ mobile application of the Central Pollution Control Board for monitoring pollution levels in different cities. (PTI)

KARGIL Oct 18: Chairman and Chief Executive Councillor, LAHDC, Kargil Feroz Ahmad Khan stressed on holding of sports activities at regular intervals which he stated would prove helpful in channelizing the energy of the youth especially the teenagers in a positive direction thus saving them from falling prey to negative tendencies and social evils like the menace of drugs.
The CEC stated this while addressing players during the concluding ceremony of the District Level Football Tournament organized by FC RLC Baroo at Khree Sultan Chow Sports Stadium Bemathang here today.
In the final match played on the occasion, FC RLC Baroo defeated FC Chiktan by 1 goal to clinch the title.
The CEC also announced Rs 10,000 in favour of the organizers of the football tournament.
Reiterating the commitment of the LAHDC Kargil towards the promotion of sports and encouragement of players in the district, the CEC said that concrete efforts are on to augment sporting culture in the district in terms of all games, be it the development of sporting infrastructure or organizing of sports events in days to come.
Later, the CEC distributed prizes, mementoes and medals among the winning and runner up teams.
District Youth Services and Sports Officer, Kargil Muhammad Hussain Rehnuma, Assistant Director Information Kargil Muhammad Ali Tak, other concerned officers, organizing committee members of RLC FC Baroo, players besides spectators were present on the occasion.
16 teams from across the district participated in the 7 day long Tournament.

Limitations of celebration loom large but the spirit has not changed: Bachchan

MUMBAI, Oct 18: Megastar Amitabh Bachchan on Sunday said there might be limitations over the celebration of Durga Puja in the country amid the coronavirus pandemic but the spirit has not died down.
In his blog, the 78-year-old actor wrote how festivities starting with the nine-day Navratri festival, which began from Saturday, is being celebrated under the shadow of COVID-19.
“And they say the festive season has begun .. The Navratri the Durga Pooja and soon the festive Diwali and Dussera .. And the limitations of the celebration loom large among us all ..
“But the spirit of prayer and wellness and the reason for the festivity has never changed or stepped down .. It remains steadfast, unchanged and devout in its presence,” Bachchan wrote.
The screen icon said he prays that the bond between people becomes stronger during these testing times.

SRINAGAR, Oct 18: After remaining shut for at least 8 months due to COVID-19 pandemic, the weekly Sunday market in Lal Chowk was allowed to resume today by the authorities subject to the adherence to the necessary SOPs.
The move of resuming the market is seen as a bid to revive the micro economy of the Valley, especially in Srinagar which has faced the brunt of the COVID-19 pandemic since March.
In the market, the vendors were seen wearing masks and face shields and mandatory distance was also maintained between the stalls in the market.
The police and other personnel were also seen roaming around through the entire day to make sure that the vendors, as well as people thronging the market, are adhering to the SOPs that have been issued.

The vendors who had installed their stalls after a long time said that they were happy that they are getting to do business after they suffered huge losses due to the pandemic and subsequent lockdown that was imposed to arrest the spread of the virus.
“We are happy today that were allowed to resume the market. People have suffered immense losses due to the pandemic and today it is a bid to start it afresh,” said a vendor selling winter clothes in the market.
The rush of the people was thin in the morning until the afternoon, however, post noon the rush of the people reaching for shopping at the market picked up.
The vendors, however, complained that while they are adhering to norms, people visiting the market appear not to be taking the SOPs seriously.
“It feels good to be back and shopping in the market that has its own identity; these people have suffered more than anyone else, but they are back, but what is more important is that the people, as well as the vendors, should take due precautions,” said Junaid Mir a resident of Budgam shopping at Sunday Market.

PATNA, Oct 18: Lok Janshakti Party president Chirag Paswan on Sunday downplayed the BJP’s recent attacks on him, claiming that it was only following the “coalition dharma” as an ally of Bihar Chief Minister Nitish Kumar.
“I do not need to exhibit my relations with the prime minister. From the time when my father was in the hospital to his last rites, I can never forget what he (PM) has done for me,” Paswan said in a series of tweets in Hindi.
With the BJP working overtime to dispel the impression of having any tacit understanding with the LJP, Paswan claimed that Kumar has been trying to create distance between the saffron party and him.
He said the thrust of Kumar’s campaign has been on showing a distance between Modi and him.
Paswan said the chief minister, also the JD(U) president, should be thankful to his ally for following the coalition dharma by giving him a “certificate” every day that it has no links with the LJP president despite “so much anger” against Kumar.
“I do not want Prime Minister Narendra Modi to be in any dilemma due to me. He should follow his coalition dharma. He can say anything against me without any inhibition to satisfy Chief Minister Nitish Kumar,” he said.
He added that he is committed to Modi’s mantra of development.
Modi is set to address a number of poll rallies with Kumar and other coalition leaders in the coming days in Bihar.
The LJP’s decision to fight the Bihar polls independently after walking out of the NDA, which includes the BJP and the JD(U), has muddied the waters ahead of the upcoming assembly polls.
Paswan has been making determined efforts to target the JD(U) by putting up candidates against it, while his party is not contesting on seats where the BJP is in the fray.
The BJP has in the last few days accused Paswan of trying to spread confusion by harping on his claimed proximity to its senior leaders and reiterated that Kumar will become the state’s chief minister again if their alliance gets the mandate.
On the other hand, Paswan has been claiming that an alliance of the BJP and the LJP will come to power after the polls.
The Bihar Assembly elections are scheduled to be held in three phases on October 28, November 3 and November 7. The counting of votes will take place on November 10. (PTI)

No evidence to validate claims on global multiple focal points for COVID-19 outbreak: Vardhan

NEW DELHI, Oct 18: Union Health Minister Harsh Vardhan on Sunday said there is no evidence that can validate claims on global multiple focal points for the COVID-19 outbreak, amid China claiming that the coronavirus broke out simultaneously in several countries last year.
During an interaction with his social media followers on the sixth episode of “Sunday Samvaad”, Vardhan said the reported outbreak of COVID-19 from Wuhan in China remains recognised as the first report worldwide.
Responding to a question, he said China has claimed that there was a simultaneous outbreak of the disease across many nations.
“However, to validate this claim that there were multiple focal points across the world requires data of uniform and timely reporting of the occurrence of confirmed and diagnosed cases from various countries at the very same time. No such clinching evidence is as yet available regarding this. Therefore, the reported outbreak of COVID-19 from Wuhan in China has been recognised as the first report worldwide,” the minister said.
Responding to another question on the market being flooded with oximeters made in China, he said, “Consumers should look for FDA or CE-approved products with ISO or IEC specifications while purchasing a pulse oximeter from the market or from online retailers.”
However, he made it clear that a dip in the oxygen saturation level is not a COVID-19 symptom, as it may happen due to other underlying medical conditions as well.
Vardhan further said as yet, no mutation of the coronavirus has been detected in India, which is either more transmission efficient or more pathogenic.
In response to another question, the minister said although there are no intranasal COVID-19 vaccines under trial in the country at the moment, Serum Institute of India and Bharat Biotech are expected to pursue clinical trials of such vaccines in the coming months on receiving the regulatory approval.
He clarified that the phase-3 clinical trial is generally with thousands of participants, sometimes even close to 30,000 to 40,000. It is possible that from a specific city or hospital, a couple of hundred participants are selected at a given time, but in general, the overall phase-3 participant pool is much larger.
Sharing details of the special Drive for Adverse Drug Reaction (ADR) reporting and monitoring of drugs used in COVID-19, Vardhan clarified that the drive is not because of an adverse reaction reported with an existing drug, but is part of a proactive COVID-19 preparedness programme. (PTI)

SC frowns at inordinate delay by Govt authorities in filing appeals

NEW DELHI, Oct 18: The Supreme Court has deprecated the “inordinate delays” by Government authorities in filing appeals before it, and said they “must pay for wastage of judicial time” and such costs can be recovered from officers responsible.
A bench headed by Justice S K Kaul said the apex court cannot be a place for the governments to walk in when they choose ignoring the period of limitation prescribed in the statute.
“We have raised the issue that if the Government machinery is so inefficient and incapable of filing appeals/petitions in time, the solution may lie in requesting the Legislature to expand the time period for filing limitation for Government authorities because of their gross incompetence. That is not so,” said the bench, also comprising Justice Dinesh Maheshwari.
“Till the statute subsists, the appeals/petitions have to be filed as per the statues prescribed,” the bench said in its order while dealing with an appeal filed by Madhya Pradesh after a delay of 663 days.
The top court noted the explanation given in the application for condonation of delay which stated that it was due to unavailability of documents and process of arranging them and also that in “bureaucratic process works, it is inadvertent that delay occurs”.
“We are constrained to pen down a detailed order as it appears that all our counselling to government and government authorities have fallen on deaf ears i.e., the Supreme Court of India cannot be a place for the governments to walk in when they choose ignoring the period of limitation prescribed,” it said.
The bench said a “preposterous proposition” is sought to be propounded that if there is some merit in the case, the period of delay is to be given a go-by.
“If a case is good on merits, it will succeed in any case. It is really a bar of limitation which can even shut out good cases. This does not, of course, take away the jurisdiction of the court in an appropriate case to condone the delay,” it said.
The bench noted that such approach is being adopted and the object appears to be to obtain a certificate of dismissal from the Supreme Court to put a quietus to the issue and thus, say that nothing could be done because the highest court has dismissed the appeal.
“It is to complete this formality and save the skin of officers who may be at default that such a process is followed. We have on earlier occasions also strongly deprecated such a practice and process. There seems to be no improvement,” it said.
“The purpose of coming to this court is not to obtain such certificates and if the government suffers losses, it is time when the concerned officer responsible for the same bears the consequences,” the bench noted.
The top court said no action is taken against the officers, who sit on the files and do nothing, and it is presumed that court would condone the delay.
“We are thus, constrained to send a signal and we propose to do in all matters today, where there are such inordinate delays that the government or state authorities coming before us must pay for wastage of judicial time which has its own value. Such costs can be recovered from the officers responsible,” the bench said.
It noted in its order that no doubt, some leeway is given for “government inefficiencies” but the sad part is that authorities keep on relying on judicial pronouncements for a period of time when technology had not advanced and a greater leeway was given to the government.
The bench, which dismissed the appeal on the ground of delay, imposed a cost of Rs 25,000 on Madhya Pradesh and said it be deposited within four weeks with the Mediation and Conciliation Project Committee.
“The amount be recovered from the officers responsible for the delay in filing the special leave petition and a certificate of recovery of the said amount be also filed in this court within the said period of time,” it said.
The bench made it clear that if its order is not complied within time, it would be constrained to initiate contempt proceedings against the chief secretary of the state. (PTI)

Delimitation Comm sets the ball rolling, gathers vital data to delimit 90 segments

STs to get sizeable number of seats, SCs’ constituencies may go up

JAMMU, Oct 18: The Delimitation Commission set up for Jammu and Kashmir by the Central Government has set the process in motion for delimitation of Assembly constituencies in 90-member Legislature of the Union Territory amid reports that it could reserve quite a good number of seats for the Scheduled Tribes, for the first time in J&K’s history, and increase one or two seats for the Scheduled Castes. Presently, however, the Commission is studying the data pertaining to electorates in J&K including region, district, Assembly segment and block wise.
The Delimitation Commission is headed by Justice (Retired) Ranjana Prakash Desai and comprised Sushil Chandra, Election Commissioner and Hridesh Kumar, the Chief Electoral Officer (CEO) J&K. It has all five Lok Sabha MPs from J&K including Union Minister of State in PMO Dr Jitendra Singh, Dr Farooq Abdullah, Jugal Kishore Sharma, Mohammad Akbar Lone and Justice (Retired) Hasnain Masoodi as associate members. However, the National Conference, which has three members, has already dissociated from the Commission.
Sources told the Excelsior that though the Delimitation Commission hasn’t visited Jammu and Kashmir even once during past seven and half months of its constitution it has, however, obtained data pertaining to total electorates in the UT including region, district, Assembly segment and block wise for detailed analysis for delimitation of the Assembly constituencies.
“The Commission is on the job and is operating from its New Delhi office,” sources said, adding it couldn’t visit the Union Territory because of Coronavirus pandemic. However, it could visit the UT shortly, most likely, after by-elections to the Panchayats are over,” sources said.
The Delimitation Commission, according to sources, is carrying detailed study of the Assembly constituencies which can be reserved for Scheduled Tribes and Scheduled Castes. While there was no political reservation to Scheduled Tribes in J&K Assembly previously, eight seats had been reserved for the SCs.
However, the Government has decided to give political reservation to STs in the new J&K Assembly and the reserved seats will be identified by the Commission. There were indications that seats to be reserved for SCs could also go up by one or two. In the outgoing Assembly, there were seven Assembly constituencies reserved for the SCs including Chhamb, Domana and RS Pura in Jammu district, Samba, Hiranagar in Kathua district, Ramban and Chenani in Udhampur district.
It may be mentioned here that seats reserved for SCs had to be rotated after every two terms but in the erstwhile J&K State Assembly, four elections were held on the same reserved seats without rotating them. The Delimitation Commission could now reserve seats in different areas for the SCs, they said.
Sources confirmed that a good number of seats could be reserved for the Scheduled Tribes in the new Assembly of Jammu and Kashmir for which the Commission is pursuing data of the areas dominated by them. The STs have sizeable population in both regions of the UT but had been denied political reservations by the previous Governments. This will be for the first time when they will get reservation in the UT Assembly.
The Commission has been mandated to delimit the constituencies of the Union Territory in accordance with the provisions of Part V of Jammu and Kashmir Reorganization Act, 2019 and Delimitation Act, 2002, by the Union Ministry for Law and Justice on March 6 this year.
While splitting Jammu and Kashmir into two Union Territories, the Union Home Ministry had increased Assembly seats of Jammu and Kashmir by seven taking total seats to 114-24 of which are reserved for Pakistan occupied Kashmir (PoK) while election will be held for 90 seats.
Erstwhile State of Jammu and Kashmir had 111 seats including 24 reserved for PoK while elections were held for 87 seats. With creation of Ladakh as Union Territory, four seats of the region were reduced and the Assembly was left with 83 seats. However, with increase of seven seats, J&K UT will have an Assembly of 90 seats. Two Women MLAs will be nominated to the House, which was the position earlier also.
In the previous Assembly, Kashmir had 46 seats, Jammu 37 and Ladakh four.
Delimitation of the Assembly constituencies was last held in 1994-95 during the President’s Rule when seats of the erstwhile State Assembly were raised from 76 to 87. Jammu region’s seats were increased from 32 to 37, Kashmir’s from 42 to 46 and Ladakh’s two to four. However, the delimitation was freezed in 2002 by the then National Conference Government headed by Dr Farooq Abdullah in lines with the decision taken by then Central Government headed by Atal Bihari Vajpayee.
According to sources, there can be altogether different Assembly constituencies with different boundaries as it will not be binding on the Delimitation Commission to stick to the segments, which existed in erstwhile Jammu and Kashmir State Assembly.
The delimitation of Assembly seats has become necessity as it would be treated as new Assembly altogether.

JAMMU, Oct 18: Former Dy Chief Minister and senior Congress leader Tara Chand today said that Central Government must restore statehood to the Jammu and Kashmir.
Addressing Congress workers’ one day convention at Khour in Chhamb constituency today Tara Chand urged upon the Central Government to restore statehood to Jammu and Kashmir with job and land security for the locals. He said that J&K has witnessed massive destruction during decade’s long turmoil and rising unemployment is a major concern. He urged upon the Government to secure jobs of Jammu and Kashmir for local youth.
“The imposition of property tax within Municipal limits is no way justifiable and that too at a time when people are passing through worst ever financial crisis. The Government must review its decision to impose this tax”, Tara Chand pleaded.
The former DyCM further said that the Lieutenant Governor’s administration must remove all hurdles for free movement at Lakhanpur as is being done by other states and UTs as scores of businessmen, patients and locals are travelling daily and are facing lengthy procedure at the border. He said that with the onset of Navratras the influx of pilgrims too have increased to the holy shrine of Shri Mata Vaishno Devi and keeping in view it is need of the hour to provide hassle free movement at Lakhanpur.
He also demanded special employment package for the youth of Jammu and Kashmir as the corona pandemic has rendered millions jobless and many families are at the verge of starvation. He said that it is the duty of the Government to address the unemployment issue immediately.
Tara Chand  lambasted previous BJP Govt in the state for exploiting the daily wagers in various department for not fulfilling their long time pending genuine demands. He said due to callous and non-serious attitude of Governments families of daily wagers across the state are facing a starvation. He requested the Lt Governor Manoj Sinha to look into the genuine demands of the agitating daily wagers.

Abu Dhabi, Oct 18: A fast and furious Lockie Ferguson produced one of the most incredible bowling performances of this IPL edition to lead Kolkata Knight Riders to a thrilling Super Over win over Sunrisers Hyderabad, here on Sunday.
Ferguson proved to be the “Knight in Shining Armour” with his storehouse of variation as he dismissed David Warner and Abdul Samad in the Super Over, leaving KKR with only a three run-target to chase.
This was after David Warner’s unbeaten 47 and 18 runs off the final Andre Russell over saw Sunrisers level the scores at 163 with KKR in the stipulated 20 overs.
Ferguson was magnificent during the regulation 20 overs also as his 3/15 in 4 overs had SRH in all sorts of trouble. He bowled a first spell in which he dismissed Kane Williamson with a short ball, got rid of Priyam Garg with a slower one and saw the back of Manish Pandey with a yorker .
His five wickets in the game got KKR the much-needed two points to take their tally to 10 while Sunrisers stay put on 6 points and are in serious danger of missing the play-offs.
Earlier, Ex-captain Dinesh Karthik’s carefree approach was well complemented by skipper Eoin Morgan’s grace as Kolkata Knight Riders managed a par 163 for five after being put into bat.
Karthik (29 not out) and Morgan (34 off 23 balls) joined forces at 105 for four and added 58 runs in the last five overs after 150 was looking a tall-order at one stage.
Morgan’s innings had three fours and a flicked six over mid-wicket off Basil Thampi while Karthik hit a couple of sixes and equal number of boundaries.
T Natarajan (2/40) was the most successful bowler but it was Vijay Shankar (1/20 in 4 overs) who was the most economical.
Rahul Tripathi (23 off 15 balls) gave the first charge in the Powerplay as he hit Natarajan for a straight six and a pulled boundary while Shubman Gill (36 off 37 balls) struggled to time the ball, save an over from Thampi when he got three successive fours.
Tripathi couldn’t maintain the momentum as an ugly cross-batted hoick off Natarajan only ended in the bails flying off.
Gill however after those flurry of fours found it difficult to up the ante. Nitish Rana (29 off 19 balls) looked in good nick after a gap of few games.
He straight away took on rival team’s best bowler Rashid Khan and deposited him straight for a six and also found a couple of boundaries.
But Gill’s inability to rotate strike did put KKR in a spot of bother as he tried an inside out lofted shot off Rashid. Priyam Garg, running towards his left from long-off, took a brilliant diving catch to see the opener’s back.
Gill’s dismissal was followed by Rana’s who mis-timed a shot off Vijay Shankar and was again caught by Garg, who ran forward to take a well-judged catch.
Andre Russell’s (9 off 11 balls) season just got from bad to worse as his shot off Natarajan’s slower one landed in the hands of Shankar at deep mid-wicket boundary. From a stable 87 for 1 in the 12th over, KKR had slumped to 105 for 4 at the end of the 15th over. (PTI)
