CPSEs clear dues worth Rs 13,400 cr to MSMEs in last 5 months: Govt
NEW DELHI : The Government on Monday said central public sector enterprises have cleared payments to the tune of Rs 13,400 crore owed to micro, small and medium enterprises in the last five months and Rs 3,700 crore was paid to the units in September alone.
The micro, small and medium enterprises (MSME) Ministry this month has written to the top management of over 2,800 corporates by name to make payment of pending dues of MSMEs, an official statement said.
Last month, the ministry had written to top 500 corporates of India about the pending dues.
In its latest communication to large corporates, the MSME Ministry underscored the importance of making such payments now and said that it will facilitate the small enterprises to avail business opportunities in the coming festival season.
The ministry said that if the cash flows of MSMEs improve, they can make use of the festival season when there is opportunity to earn by supplying goods and services.
“In fact, some of the MSMEs look for such a period for their sustenance of the whole year. Thus, timely payment of their receivables at this time will not only support the MSMEs and their dependents in this festive season but will also sustain many of them for a full year,” the statement said.
Therefore, the ministry has requested the corporates to see and make payment as soon as possible, preferably in the present month.
In addition, the ministry has also drawn attention of Corporate India towards important administrative, legal and Fintech-based provisions with regard to MSME payments.
The provisions state that it is ideal that payments are made in stipulated time. However, to solve the cash flow problems of MSMEs in absence of that, a bill discounting mechanism has been started by the Reserve Bank of India (RBI) in the name of TReDS.
It is mandatory for all CPSEs and the companies with turnover of more than Rs 500 crore to join this platform. However, many companies are yet to join or transact on it. Corporates have been requested to check whether their group/ company has joined the TReDS platform and is doing transactions.
The ministry also reminded the corporates of the legal provision under the MSME Development Act, 2006 which mandates to make the payment to MSMEs within 45 days.
“As per related regulations, the corporate entities are also supposed to file half-yearly returns with the Ministry of Corporate Affairs about the dues of MSMEs. In many cases, this too is not being done. The Ministry has requested the corporates for their attention and needful action on this also,” the statement said. (AGENCIES)

Dilemmas at Eighteen
Anannaya K Sangra
Today, I find myself at crossroads for I was better off at thirteen when my parents dared and sent me to a boarding school and now, when I am all set to fly having turned eighteen, everything has started revolving around my safety. Suddenly, the choice of the colleges I might get into seems to be more dependent on the safety of the city rather than my interests. This, to the extent that my mother is looking at the distance between the colleges and the nearby airport perhaps not comfortable sending me to the colleges that require traveling outside the main city. Let’s face the truth, being a girl and a daughter is truly limiting and de-empowering that affects women’s education, career goals, and overall position in society.
There was a time when I when my seniors, family, and friends would tell me that I could do whatever I wanted to after I become an adult. I could go outside my city for college, attend my younger brother’s annual function, and even drive my parents to the grocery store all by myself. I had to be a ‘big’ child to do all of that. And honestly, I could not wait to grow up and live that independent life. It would often amaze my friends that I wanted to grow up so soon, wanted to be officially able to drive and vote. Well, what I thought about in recent years was a fancied, imaginative world. Maybe I was too naïve to even think what growing up actually meant. Now that I am eighteen, I am hit with the unacceptable realities and I wonder if I am even prepared to live a life where everything is subtly put on to me, hamein koi problem nahinhai par aap khud samajhdar ho (We have no problem but you are good enough to understand).
I don’t know if I am willing to choose a candidate to represent me in what is called the largest democracy in the world. I don’t think I can trust anyone to make laws for me seeing the current scenario. Yes, I don’t trust the law and the lawmakers. I was too young to understand what rape meant when Nirbhaya happened but still, the ten-year-old me could feel the agitation of the people. The protests, the candle marches, and the common concern for our daughters had united a fair amount of people. It had even got massive media coverage. Yet, it took eight years, eight long years for the justice to be served. It pains me to think about many such families who are still struggling with court cases, who don’t even have enough guidance, families who are being crushed between the trips to the hospitals and police stations, leave aside the social stigma.
When I started travelling in a public transport a couple of years back, I was told to be cautious of the ‘bad’ elements, to be home early, and to keep my phone handy at all times. Thinking about it, I realize that we all know there are bad elements out there but what are we doing about it as a society? Is telling a girl to be aware enough to change the scenario? Can restricting girls lead to their safety? And where is this understanding of safety going to lead them to? We know the people who inflict harm on women are very much a part of the society but instead of going after them, we tell our girls to be aware, be home before it gets dark, and carry stuff like pepper spray. That seems like a rude joke. Rapes, I thought, happened only to girls who were not ‘aware’ but now I feel sorry for my thinking for I have come to realize that our awareness has nothing to do with it. The solution is not in confining the girls but to teach the men of all ages to behave, the solutions is not just having laws but executing those laws. I want to safeguard the freedom I have been nurtured with. I would want to build on to that freedom and not cage myself into the narrow domestic walls. From walking out of the house to a nearby medical store without my father watching over from the gate to exercising my choice of colleges and the city, I would want to live and safeguard my freedom. From Nirbhaya to Hathras, the only thing that seems to have changed for me is the emergence of new definitions of freedom which is restricting, which is annoying, which is de-empowering, which is a violation of my basic human right of evolving into the person that I want to. Alas! What do I do about the dilemmas my overprotective parents and I have at this stage?

Dhawan strikes maiden IPL hundred; DC go on top of table with 5-wicket win over CSK
Sharjah, Oct 17: Spared by the fielders a number of times, opener Shikhar Dhawan (101) hit his maiden IPL hundred while Axar Patel pulled off three sixes in the final over as Delhi Capitals moved to the top of the table with a tense five-wicket win over Chennai Super Kings, here on Saturday.
Dropped on 25 and 79, apart from surviving a half chance and a run-out opportunity, Dhawan made full use of the lives given to him to raise his best IPL knock as the Capitals overhauled a stiff 180-run target with one to spare.
On 99, Dhawan also got a caught-behind decision reversed, using DRS. Despite a well-set Dhawan at the crease, Sam Curran bowled an exceptional 19th over, giving away just four runs to keep CSK in hunt.
Capitals needed 17 runs off the final over and it looked Dhawan’s effort could go in vain but Axar Patel played a blinder of a knock, hitting three sixes off Ravindra Jadeja to finish off the game in style.
DC now have 14 points from nine games, one more than second-placed Mumbai Indians (12).
Dhawan took 58 balls for his unbeaten knock that was studded with 14 shots to the fence and one over it. He shifted the gears with ease as he not only worked the ball around but found boundaries consistently to keep the asking rate under control. His straight six off Curran stood out.
After CSK pacer Deepak Chahar, who was as usual very impressive, sent back Prithvi Shaw (0) Ajinkya Rahane (8), Dhawan kept one end safe.
Skipper Shreyas Iyer (23), who hurt his shoulder in the previous game was not his usual aggressive self. The fluency with which he times the ball was missing.
His 68-run stand with Dhawan ended when he holed one out to Du Plessis off Bravo. It was a slower ball but Iyer could have dispatched that easily into the empty stands on any other day.
Marcus Stoinis added 24 quick runs before being dismissed.
Earlier, Faf Du Plessis hit his fourth half-century of the season before Ambati Rayudu produced another useful cameo as a collective batting effort propelled Chennai Super Kings to 179 for four.
Du Plessis (58) added 87 runs with Shane Watson (36) after early fall of Sam Curran (0), setting it up nicely for the CSK.
Rayudu hit 45 off 25 balls while Ravindra Jadeja hit four sixes in his fiery 33-run knock. One of Jadeja’s sixes landed on the road outside the stadium.
They added 50 runs in 3.3 overs during their unbeaten fifth wicket partnership.
While Watson relied on safe ground-strokes considering the sluggish track Du Plessis did not hesitate to improvise, playing a lot of scoop shots. He pulled the short ones with ease. (PTI)
