J-K Lt Governor assures parties of smooth campaign for upcoming DDC polls

SRINAGAR: Jammu and Kashmir Lt Governor Manoj Sinha has assured political parties of smooth campaign for the upcoming local body elections and said the polls would go a long way in strengthening panchayati raj institutions in the Union Territory.

Responding to a letter by CPI(M) leader Mohammed Yusuf Tarigami who had raised the issue of candidates being kept away from their constituencies and not being allowed to campaign, Sinha said he has taken note of the concerns and conveyed “necessary instructions”.

Tarigami, a former MLA from the militancy-hit Kulgam district of south Kashmir, had informed the Lt Governor that after filing their nomination papers, the candidates were not allowed to campaign due to “perceived threat to their lives” and had been bundled in “cluster accommodation”.

“Confining candidates against their wishes has severely restricted their movement and ability to campaign. Even in some cases, they are not allowed to attend party meetings,” the letter said.

Tarigami said that there had been instances that rival candidates were sent in the same vehicle and asked to campaign together.

“Several candidates from far-off places were sent to hotels in Srinagar soon after they filed the nomination forms last week. Not just the voters, but the families of the candidates are also concerned,” he said.

In his response, the Lt Governor said, “I am sure that the coming elections will go a long way in strengthening the Panchayati Raj Institutions.”

Tarigami released the Lt Governor’s letter.

The former MLA said such arrangements were a big concern and there was a lot of dissatisfaction on ground over it.

“Who wins and who loses, the decision must lie on the electorate. Democracy must finally win. For that the process must be made secure and credible. It is advisable not to put avoidable restrictions on the contesting candidates and instead their legitimate movement for the campaigning in their respective areas must be effectively facilitated,” he said.

The CPI(M) is part of the newly formed People’s Alliance for Gupkar Declaration (PAGD) which comprises the National Conference, the PDP and four other local parties.

The PAGD was formed to work for the restoration of the special status of the erstwhile state democratic and legally.

The Jammu and Kashmir will go for an eight-phase District Development Council elections beginning November 28. (AGENCIES)

SRINAGAR: Claiming that the matter involving revocation of Article 370 is not sub-judice in the Supreme Court (SC), Bharatiya Janata Party (BJP) National spokesperson Syed Shahnawaz Hussain on Friday said that no power on earth can bring it back.

The BJP spokesperson -who is in Kashmir valley to campaign for his party candidates, contesting in the upcoming District Development Council (DDC) elections — said this while addressing a press conference in the summer capital.

“The matter pertaining to revocation of Article 370 is not sub judice. If someone goes to the court against my press conference, will it be banned? Article 370 will not be restored? no power on earth can bring it back. I want to say this especially to the youth that Article 370 is now buried for good and can never be revived again,” he said while answering a question.

He said Article 370 was a big blockage in the development of J&K and now nothing can stop the Union Territory from reaching its true potential.

The senior BJP leader further said that the people of J&K have full faith in Prime Minister Narendra Modi and his ‘Sabka Sath, Sabka Vikas’ mantra.

Hitting out at Peoples Alliance for Gupkar Declaration (PAGD), he said other parties in J&K are representative of nepotism and work for the promotion of their families.

However, he said BJP represents the common man of J&K and works for the poor and the downtrodden. “Development is our only agenda and people will support us for a prosperous J&K,” he added.

Alleging that the Congress is scared of BJP, he said the party is still in an alliance with the PAGD behind the curtains. “Congress leaders have had sleepless nights due to PM Modi and Home Minister Amit Shah. It was only after Mr Shah exposed that Congress was a part of the Gupkar gang, they distanced themselves from the alliance,” he said.

“Congress was part of Gupkar alliance in secrecy and when we exposed them, they claimed that they had nothing to do with it?. Because they (Congress) feel if it remains a part of Gupkar Alliance its name will be changed from ‘Congress I’ to ‘Congress Gupkar’ and they will have to answer the people in rest of the country. Congress has taken a step back in fear of repercussions,” he said. (AGENCIES)

HC seeks CBI stand on Maneka’s plea against order for probe in graft case against her

NEW DELHI : The Delhi High Court Friday sought the CBI response on BJP MP Maneka Gandhi’s plea challenging a trial court order rejecting its closure report in a graft case against her and two others and directing further investigation in the matter.
Justice Yogesh Khanna, while issuing notice to the CBI and seeking its stand on Gandhi’s plea, also put on hold the special court’s February 4 order to the extent it directs the agency to place the material it has before the sanctioning authority for her prosecution.
According to the graft case lodged against the BJP leader and two others in 2006, they had allegedly sanctioned Rs 50 lakh as a grant to a trust in a fraudulent manner.
The special CBI court had said it was of the prima facie opinion that there was criminal conspiracy and criminal misconduct by a public servant and had directed the probe agency to investigate the case further.
CBI had filed a closure report in the case in 2008 as well and the special court had also rejected it then and ordered further investigation.
Thereafter, it again filed a closure report which was rejected by the special court in February this year, the high court was informed. (AGENCIES)

Delhi’s air quality ‘poor’, likely to improve

NEW DELHI : Delhi’s air quality was recorded in the “poor” category on Friday morning, while central government agencies said it is likely to improve marginally due to favourable wind speed.
The city’s air quality index was 292 at 10 am. Its 24-hour average AQI was 283 on Thursday, 211 on Wednesday and 171 on Tuesday.
An AQI between zero and 50 is considered “good”, 51 and 100 “satisfactory”, 101 and 200 “moderate”, 201 and 300 “poor”, 301 and 400 “very poor”, and 401 and 500 “severe”.
The central government’s Air Quality Early Warning System for Delhi said Delhi-NCR air quality is likely to improve and remain in the “poor” category on Friday and in the “poor” to “moderate” category on Saturday.
The predominant surface wind direction is northwesterly and the maximum wind speed 15 kmph, it said.
Around 600 farm fire counts were observed over Punjab, adjoining Pakistan and Haryana on Thursday, it said.
According to the Ministry of Earth Sciences’ air quality monitor, SAFAR, stubble burning accounted for 20 percent of Delhi’s PM2.5 pollution on Thursday. It was 8 percent on Wednesday and 3 percent on Tuesday.
The minimum temperature settled at 7.5 degrees Celsius on Friday – the lowest in the month of November in at least 14 years, according to IMD.
Calm winds and low temperatures trap pollutants close to the ground, while favourable wind speed helps in their dispersion.
Delhi’s ventilation index — a product of mixing depth and average wind speed – was around 12,000 m2/s on Friday and is likely to be 13,000 m2/s on Saturday.
Mixing depth is the vertical height in which pollutants are suspended in the air. It reduces on cold days with calm wind speed.
A ventilation index lower than 6,000 sqm/second, with the average wind speed less than 10 kmph, is unfavourable for dispersal of pollutants.
The IMD said the minimum temperature in Delhi will drop to 7 degrees Celsius by Monday, as cold winds have started blowing from hilly regions, which have witnessed a fresh bout of snowfall.
The minimum temperature this month, barring on November 16, has remained 2-3 degree Celsius below normal in the absence of a cloud cover, according to IMD officials. (AGENCIES)

Keeping Kohli quiet key to success against India, feels Cummins

Sydney : Australia speedster Pat Cummins expectedly considers Virat Kohli the “big” wicket he would target in the upcoming series against India and said that keeping the visiting captain quiet would be crucial to the home team’s chances.
The Indian cricket team is currently in Australia for a full series that includes three ODIs and as many T20 Internationals followed by a four-Test rubber. The tour will start with the ODIs here on November 27.
“I think every side has that one or two batters and they are the big wickets. Most teams have their captain — Joe Root for England, Kane Williamson for New Zealand. You feel like if you get their wickets that goes a long way in winning the game,” Cummins told ‘Fox Cricket’.
“He (Kohli) is always a big one. You commentators talk about him non-stop, so hopefully, we can keep him quiet,” he added.
Cummins, who has been named in both the white and red-ball squads as vice-captain, is one of the 11 Australian players currently quarantining here after returning from the UAE where he played for Kolkata Knight Riders in the IPL.
Their quarantine period will end on the eve of the opening ODI against India at the Sydney Cricket Ground.
“It’s good to be back here in Sydney. Obviously, we are locked down but we are let out for couple of hours a day.
“We’ve been in the middle of it (cricket in bio-secure bubbles) for three or four months now so we’re starting to get used to it,” he said.
“But it will be weird — we get out Thursday night and then we will go and join the boys at a hotel but there’s a good chance we won’t see them until we literally turn up to the SCG on Friday.”
Cummins said Australia is well prepared to give India a tough fight in the series.
“It’s going to be huge. Obviously, we’re back here on home soil. Other than spending a lot of times in hotels and bubbles I feel like our preparation has actually been really good.
“We went over to the UK and had a good tour there. Most of the boys here have been playing 14 T20 matches in the last few weeks and the other guys coming in will be playing shrewd cricket. So, it feels like we are all firing up and got a lot of stuff behind us,” he said.
The imposing pacer said that over the last couple of years, he has developed as a bowler.
“I was probably a bit quicker a few years ago but I feel like in the last couple of years I got better, learning different tempos within the game and also when I am bowling. I feel I got a bit more control on swing and seam,” Cummins said.
“Whatever conditions we come up with, I have got a couple of tools I can go to.” (AGENCIES)
