JAMMU, Apr 22: A massive “Nari Shakti Akrosh rally” led by prominent social as well as political activists including MPs, and MLAs, was taken out here today in protest against the role of Congress and INDI Alliance against the Women Reservation Bill.
A large number of women activists of BJP including senior leaders rallied to express their outrage against what they called injustice, and continual denial of women rights by the Congress and the INDI Alliance.
The rally was organized to condemn the opposition to the Women Reservation Bill in Parliament, which BJP described as a historic step toward empowering women.
The rally commenced from Maharaja Hari Singh Park, where prominent women leaders addressed the participants. The protestors, carrying placards and raising slogans, marched through key roads of Jammu city towards the Congress party office. As the rally progressed, it witnessed an overwhelming surge in participation, with multiple groups joining en route, swelling the number to thousands by the time it reached its destination.
Upon reaching the Congress office, the rally was halted by heavy police barricading. Undeterred, the protestors staged a strong demonstration, burning effigies of the Congress party and leaders of allied parties who opposed the Reservation Bill.
Senior BJP leaders, including J&K BJP president & MP (Rajya Sabha), Sat Sharma CA, BJP national secretary & MLA, Dr. Narinder Singh, J&K BJP general secretary (Org), Ashok Koul, Member of Parliament (Lok Sabha), Jugal Kishore Sharma, MP (Rajya Sabha), Ghulam Ali Khatana, BJP vice-presidents, Bharat Bhushan, Priya Sethi, and Rekha Mahajan, general secretaries, Sanjita Dogra, and Gopal Mahajan, MLAs, Surjit Singh Salathia, Sham Lal Sharma, Dr. Devinder Kumar Manyal, Prof. Gharu Ram Bhagat, Ch. Vikram Randhawa, Yudhvir Sethi, Arvind Gupta, Devyani Rana, Shagun Parihar, Surinder Bhagat, and Mohan Lal Bhagat, Mahila Morcha president, Neha Mahajan, Purnima Sharma, Rajni Sethi, and other senior leaders were present to support the rally.
Addressing the gathering, Priya Sethi, former Minister, strongly criticized the Congress and its allies for what she described as their “anti-women mindset.” She stated that opposing the Women Reservation Bill reflects their unwillingness to empower women politically and socially.
Shagun Parihar, MLA, emphasized that the rally was not just a protest but a powerful message from the women of Jammu & Kashmir against the Congress and INDI Alliance who have repeatedly failed women by prioritizing vote-bank politics over genuine empowerment.
Devyani Rana, MLA, in her address, said that the massive turnout itself is proof of growing awareness and anger among women against those who obstruct their progress. She accused the Opposition of deliberately blocking reforms that would uplift women.
Neha Mahajan condemned the opposition’s actions in strong terms, stating that denying women their rightful representation is an affront to democratic values.

Russia to develop its nuclear forces taking into account threats posed by NATO: Ministry

MOSCOW, April 22: Russia will take into account threats posed by NATO’s uncontrolled nuclear buildup, as well as UK’s and France’s nuclear plans, Russian Deputy Foreign Minister Alexander Grushko told Sputnik.

“All potential threats to our country will be considered within the framework of the Russian nuclear deterrent development strategy,” Grushko said.

According to him, the “uncontrolled buildup of NATO’s nuclear potential” will require Russia to “carefully consider the issue in its own military development and planning.”

“The UK previously announced an expansion of its nuclear capabilities, including under anti-Russian slogans. It’s also quite clear who Paris’s nuclear rhetoric and practical actions in this area are aimed at. It’s worth noting that such plans are being developed against the backdrop of the large-scale militarisation of the European continent,” Grushko noted.

Struggling former champions MI, CSK seek consistency in IPL clash

MUMBAI, Apr 22: Struggling former champions Mumbai Indians and Chennai Super Kings will be eyeing consistency as they await the return of their former captains Rohit Sharma and MS Dhoni, respectively, when they face off in the Indian Premier League here on Thursday.

Rohit (hamstring) and Dhoni (calf strain) are on the comeback trail, but it remains to be seen whether either will take the field at Wankhede Stadium for what has historically been an iconic IPL clash.

Rohit missed training during the optional session on Tuesday, while Dhoni, yet to feature in this IPL, went through his drills, hinting at a possible comeback as an Impact Substitute.

However, the subplot goes beyond the two Indian stalwarts, with both teams — who share 10 IPL titles between them — still battling multiple issues on several fronts.

CSK began the tournament in search of form and the right combination, as most teams do, and just as they appeared to be settling, a hamstring injury to local talent Ayush Mhatre, who had scored 201 runs, dealt a major blow.

Once again, CSK find themselves back at the drawing board, looking to fill the gap in their batting reserves, with Gujarat wicketkeeper-batter Urvil Patel among the options.

CSK will be keen to see their batters fire collectively after a disappointing loss to Sunrisers Hyderabad, a match they should have closed out comfortably while chasing 130 off 90 balls with eight wickets in hand, but a lack of initiative from the middle order allowed SRH to turn the tide in their favour.

While Sarfaraz has been consistent with 147 runs, he is yet to convert starts into a big innings despite holding a key batting role, especially with skipper Ruturaj Gaikwad enduring a disappointing campaign with just 82 runs.

A lot will similarly ride on Sanju Samson (192 runs) as well, given that the India wicketkeeper-batter returns to the venue of his T20 World Cup semifinal heroics.

CSK will also be aiming to snap their two match losing streak, banking on their strong recent record against MI, having won four of the last five encounters.

With both teams on four points each, only net run rate separates seventh placed MI (0.067) and eighth placed CSK (-0.780), as in-form sides have already pulled ahead with eight or more points.

Tilak Varma’s brilliance in Ahmedabad helped Mumbai Indians end their four match losing run, but the five-time champions remain in damage control mode. For MI, Tilak’s century could well prove the spark they needed to reignite their campaign, given their proven ability to navigate such situations in the IPL.

However, the biggest concerns remain the form of India T20I skipper Suryakumar Yadav and MI captain Hardik Pandya, with Suryakumar managing just one half century so far and Pandya yet to deliver the late fireworks or steady the innings when needed.

In both situations, Naman Dhir has been tasked with stepping up, and the Punjab batter has done so with some distinction.

Jasprit Bumrah’s return among the wickets was a major boost for MI in their emphatic 99-run win, alongside Ashwani Kumar’s four-wicket haul, easing concerns in the camp as neither Trent Boult, Deepak Chahar nor Hardik Pandya have provided consistent early breakthroughs.

For MI, English all-rounder Will Jacks has arrived in India, joined the camp ahead of Thursday’s match, and has been training at the Wankhede Stadium, with expectations that he will further strengthen the lineup.

Teams (from):

Mumbai Indians: Hardik Pandya (c), Quinton de Kock (wk), Ryan Rickelton (wk), Robin Minz (wk), Rohit Sharma, Danish Malewar, Sherfane Rutherford, Suryakumar Yadav, Raj Bawa, Corbin Bosch, Will Jacks, Mayank Rawat, Naman Dhir, Mitchell Santner, Shardul Thakur, Tilak Varma, Ashwani Kumar, Trent Boult, Jasprit Bumrah, Deepak Chahar, AM Ghazanfar, Krish Bhagat, Mayank Markande, Mohd Izhar, Raghu Sharma.

Priceless 2,500-year-old golden helmet returned to Romania after Dutch museum raid

BUCHAREST, Apr 22 : A priceless golden helmet dating back 2,500 years was returned to Romania on Tuesday after the national heirloom was stolen from a Dutch museum where it was on loan last year.

The ornate Cotofenesti helmet and three golden bracelets – some of Romania’s most revered national treasures from the Dacia civilisation – were taken from the Drents Museum in January 2025 in a raid which shocked the art world and devastated Romanian authorities.

But after 14 months of investigations, diplomatic tensions, and three suspects in an ongoing trial, most of the artifacts arrived at Bucharest Henri Coanda International Airport on Tuesday from where authorities transported them under guard to Bucharest’s National History Museum. They were displayed in a glass cabinet, flanked by masked, armed guards.

Cornel Constantin Ilie, the museum’s interim director, said that the artifacts have been returned “not as simple patrimony items, but as relics of our historical memory, as the legacy of a civilisation that continues to define us”.

“For us, this is a moment of joy, but also of contemplation,” he said. “For months, we have lived with the fear that part of our past could be lost forever. Today we can say that an essential part of this treasure has returned.”

Robert van Langh, the Drents Museum director, described the recovery and return of the relics as “an emotional moment for all involved,” and acknowledged “the grief, the anger and now the relief have naturally been even greater” in Romania than in the Netherlands.

“Romanian national heritage has returned home,” he said. “The impact of this robbery was already significant in the Netherlands, but here it must have been truly unparalleled… The police and judicial authorities of both countries have done extraordinary work.”

Dutch prosecutors unveiled the recovered items at a news conference in the eastern Dutch city of Assen earlier this month. The whereabouts of the third golden bracelet remains unknown, but van Langh vowed the search would continue and that a judicial verdict is expected in the coming weeks.

During its disappearance, the golden helmet was slightly dented, while the recovered bracelets were in perfect condition.

Romania’s Minister of Culture Demeter Andras Istvan said the return of the artifacts had shown “how strong the connection between heritage and collective consciousness can be.”

“This entire episode reminds us at the same time how exposed heritage can be. It can be exposed to violence, illegal trafficking, negligence, oblivion,” he said.

After the raid, Dutch authorities were left with grainy security footage of three people wrenching open a museum door with a crowbar, after which an explosion was seen. Before its recovery, there were fears the helmet may have been melted down because its fame and distinctive appearance made it virtually unsellable.

The artifacts will be exhibited to the public in Bucharest before undergoing some restoration work, the museum’s interim director said.

“We believe that the public has the pleasure of celebrating them… not only as splendid objects, but as a witness to an ordeal, an almost irreparable loss, and a return that we owe to the operation between institutions and the perseverance of the authorities,” he said. “Today, these treasures returned home.” (AP)

*BJP misusing women’s reservation: Bhalla
Excelsior Correspondent

JAMMU, Apr 22: The District Congress Committee Jammu (Urban & Rural) today held a massive protest at Shaheedi Chowk, Jammu against the BJP, accusing it of attempting to mislead the public ‘in the guise of’ delimitation bill as a Women’s Reservation Bill.
The protest was held on the direction of PCC president Tariq Hameed Karra, and it was organised by former minister and president, District Congress Committee Jammu Urban, Yogesh Sawhney. Working president of PCC, Raman Bhalla was leading the protest while senior leaders- Mula Ram, Ravinder Sharma, Ved Mahajan, Thakur Balbir Singh and several other leaders and party workers participated in large number.
The protesters gathered in strength, raising slogans against the BJP Government and holding placards condemning what they termed as a manipulative and anti-democratic move. The leaders alleged that the BJP was attempting to mislead the women by presenting the bill in a distorted manner, asserting that the real intent was to push delimitation through the backdoor rather than genuinely empower women. The demonstration witnessed significant participation, reflecting widespread resentment among Congress cadre and the general public.
Raman Bhalla while addressing the gathering, launched a sharp attack on the BJP, stating that the party has once again exposed its double standards by attempting to exploit the sentiments associated with women’s empowerment for political gains. He said that while the Congress Party has consistently supported the rights, dignity and political representation of women, the BJP is using the issue as a cover to advance its hidden agenda of delimitation. He emphasized that the structure and presentation of the bill raise serious concerns about its intent, suggesting that it is not a fair effort to ensure women’s reservation but a calculated move to influence electoral outcomes.
Mula Ram strongly criticized the BJP for what he termed a deliberate attempt to mislead the nation. He stated that linking delimitation with women’s reservation is not only misleading but also undermines the genuine cause of women’s empowerment. Mula Ram said that if the BJP was truly committed to empowering women, it would have ensured a clear, transparent and independent implementation of women’s reservation without attaching any hidden political motives.
Yogesh Sawhney, Ravider Sharma, Th Balbir Singh and Ved Mahajan also addressed the gathering.
Prominent among those present included – Satish Sharma,  Amrit Bali, Dwarka Choudhary , Sanjeev Panda, Vijay Sharma, Ajaib Motan, Zahida Khan, Inderjeet Kour,  Bimla Slathia, Praveen Akhtar, Bharat Priye, Michael Wazir,  Ashok Bhagat, Vijayant Pathania, Sonu Dogra, Baldev Raj Bhagat, BD Gupta, Anirudh Sawhney, Kuldeep Sharma and many others.

HC raps mechanical orders in cheque bounce cases

‘Interim compensation can’t be granted in routine manner’

Excelsior Correspondent
JAMMU, Apr 22: The High Court of Jammu & Kashmir and Ladakh has come down heavily on the “mechanical and routine” grant of interim compensation in cheque bounce cases, making it clear that such orders, if passed without application of mind, cannot stand the scrutiny of law.

Follow the Daily Excelsior channel on WhatsApp
Setting aside an order of the Special Mobile Magistrate, Pulwama, which had directed payment of 10 percent of the cheque amount as interim compensation, the bench of Justice Wasim Sadiq Nargal held that such directions cannot be issued in a cursory or mechanical manner and must be backed by cogent reasoning and judicial application of mind.
“A plain reading of the impugned order revealed a complete absence of reasoning, with the trial court merely reiterating the statutory provision without undertaking any prima facie evaluation of the case. The order is conspicuously silent on any independent judicial assessment”, the High Court noted, terming the approach legally unsustainable.
The High Court emphasized that the use of the word “may” in Section 143-A clearly indicates that the grant of interim compensation is discretionary not mandatory and must be exercised judiciously on a case-to-case basis. It ruled that such discretion cannot be reduced to a routine exercise triggered merely upon denial of guilt by the accused.
The judgment further highlighted that before directing interim compensation, the trial court is duty-bound to undertake a prima facie evaluation of both the complainant’s case and the defence raised by the accused. In the present case, the petitioner had categorically denied issuing the cheques and even questioned the authenticity of the signatures, yet the trial court failed to consider this crucial defence.
Taking note of this lapse, the High Court observed that ignoring such a fundamental defence reflects non-application of mind and defeats the very purpose of judicial discretion envisaged under the law. The High Court also raised concerns over the arbitrary fixation of the quantum of interim compensation.
While the law permits compensation up to 20 percent of the cheque amount, the High Court made it clear that selecting any specific percentage such as 10 percent in the present case must be supported by clear and reasoned justification. In the absence of such reasoning, the order becomes legally untenable.
Reinforcing its stand, the High Court relied on the Supreme Court judgment in Rakesh Ranjan Shrivastava Versus State of Jharkhand, which lays down that courts must record brief reasons, evaluate the merits of the case, and consider factors such as the nature of the transaction and the plausibility of the defence before granting interim compensation.
The High Court also reiterated its earlier ruling that discretionary powers must always be exercised on well-recognized principles and cannot be left unguided or unreasoned, especially when the statute allows a wide range from 1 percent to 20 percent for determining compensation.
Consequently, the impugned order dated March 16, 2026, was quashed, with directions to the trial court to pass a fresh order strictly in accordance with law and after due consideration of all relevant factors. The High Court made it clear that if interim compensation is to be granted, it must be supported by a reasoned order reflecting proper application of mind.
Importantly, the High Court clarified that its observations are confined to the disposal of the petition and should not be construed as an opinion on the merits of the underlying cheque dishonour case.

Czech students protest a government plan to overhaul funding for public media

PRAGUE, Apr 22: Thousands of high school and university students marched through the Czech capital on Wednesday to protest against a government plan to overhaul and reduce funding for public radio and television.

“We won’t let you take the media,” protesters chanted. Smaller protests were organized across the country.

The new coalition government led by populist Prime Minister Andrej Babis drafted the plan to scrap the fees that individuals, households and businesses pay to access the outlets.

Instead, the public media would be fully dependent on the state budget. Critics say that would compromise their independence.

The draft of the plan would significantly reduce public media’s current budgets. It still needs approval from the government and Parliament.

The media’s labor unions said they were ready to go on strike if the government goes ahead with the legislation, which could take effect next year.

The Vienna-based International Press Institute said it fears that the motivation behind the proposed changes is to “weaken the broadcasters’ financial and editorial independence and compromise their ability to fulfill their public service remit.” (AP)

‘Iran starved of cash;, want Hormuz open because they are losing 500 mn USD a day: Trump

WASHINGTON, Apr 22: US President Donald Trump said on Wednesday that Iran is collapsing financially, ”starving for cash,” and want the Strait of Hormuz opened immediately as they are losing 500 million US Dollars a day. ”Iran is collapsing financially! They want the Strait of Hormuz opened immediately- Starving for cash! Losing 500 Million Dollars a day,” he said

He also claimed that Iranian military and police are complaining that they are not getting paid.

”They (Iran) want it open so they can make 500 Million US Dollars a day (which is, therefore, what they are losing if it is closed!),” Trump said on his social media platform.

He said Iran says they want it closed because they want to ”save face” as the US has it totally blockaded.

Trump said people had approached him four days ago, saying, Iran wanted to open up the Strait, immediately.

”But if we do that, there can never be a Deal with Iran, unless we blow up the rest of their Country, their leaders included,” Trump warned.

Renewing his attack on Democrats and US media, especially Wall Street Journal and the New York Times, Trump said They should never be allowed to ‘demean’ or criticise ‘Operation Midnight Hammer’, which had totally obliterated the Nuclear Dust locations to the point where ”bloodthirsty Iran” has been unable to get to it, or dig it out.

He claimed that US Space Force has cameras on every inch of the three sites that were hit last June.

‘Operation Midnight Hammer’ is the code name for the June 22, 2025, US military strike against Iran’s critical nuclear facilities.

The strikes focused on three primary nuclear infrastructure sites: Fordow Uranium Enrichment Plant, Natanz Nuclear Facility and Isfahan Nuclear Technology Centre.

The operation saw a massive display of U.S. air and naval power, involving 7 B-2 Spirit Stealth Bombers that flew an 18-hour mission directly from the United States, GBU-57A/B  Massive Ordnance Penetrators (MOPs), 30,000-pound ‘bunker buster’ bombs, used in combat for the first time, 30 Tomahawk Missiles launched from a US submarine, over 125 aircraft, including F-35 and F-22 stealth fighters to suppress Iranian air defences.

According to US officials and satellite imagery the sites sustained “extremely severe damage”. The Pentagon estimated the strikes set Iran’s nuclear program back by roughly two years.
