Who knew that after seven decades of displacement of the millions of people in 1947, a package would be granted to rehabilitate and resettle all those who had to cross the PoK in difficult conditions? The great act of justification and humanitarian gesture of the Central Govt. gets undermined when thousands of displaced families are made to run from office to office for the required documents to complete the files. The process of disbursement appears totally cumbersome and lacks, missionary zeal. Firstly, the documents aren’t easily obtainable from the office of the PRO, Jammu, secondly land records and death certificates, where needed, pose grave hurdles to procure after such a gap of time, and thirdly, hair spliting done to clear the files, entail a lot of time, and perhaps this is the reason that only meagre number of families could be paid such amount. The matter doesn’t end here. Even genuine claimants find hard to manage the required documents for the reasons beyond their control. Since the records are very much with the PRO’s office, a list of such claimants whose documents aren’t traceable due to administrative lacunea, need to be released to facilitate such affected families to project their cases. In the circumstances, disbursement of the package becomes more important and meaningful than the package itself. For acceleration of the process of disbursement, a great humanitarian approach is expected from all those on whom the onus of such a Himalayan task lies. Since grant of the package is historical in nature, a serious consideration and administrative skill only can do the needful to mitigate sufferings of all those who had already suffered a lot in those bloody days.
