JAMMU, Dec 7: Justice T S Thakur, Judge Supreme Court of India today advised the members of the judiciary to be ready for the new challenges which the judiciary is likely to face in the near future due to overall development and socio-economical changes in the society.
Delivering presidential address at the inaugural function of Induction Training Programme for newly appointed Civil Judges (Junior Division)/Munsiffs of 2013 batch organized by the State Judicial Academy, Justice Thakur told the Judges to overcome the challenge of credibility being faced by the judiciary. He advised them to be abreast with the development of law and be ready for the new challenges which the judiciary is likely to face in near future due to overall development and socio-economical changes in the society.
Describing Bar as mother of Bench, Justice Thakur stressed that the members of Bar are also required to adhere to the high principles of moral and ethical values of the profession.
Another Supreme Court Judge, Justice R M Lodha emphasized upon the new incumbents to adhere to the core value of judicial conduct and behaviour.
“For a judge to be effective and a judge in the true sense and spirit, he must be knowledgeable, should have capacity to upgrade himself with the development of law, should be impartial and have an impeccable integrity, immaculate independence, active humility, responsiveness, courage, conscience, patience and above all to develop a habit of continuous learning”, he said.
“A judge should have a perception of judge from the point of view of society’s expectations from him and not what he himself perceives about the same”, Justice Lodha added.
Earlier, Chief Justice of State High Court, Justice M M Kumar, in his address, emphasized upon the young officers to be the Master of the files pending adjudication before them.
He stressed that the judicial officers should have eye on each and every file so that he can avoid unnecessary adjournments and is able to deliver the justice in a time bound manner. He further said that to know and master the statutory law should be the priority of every judicial officer than to that of case law. He advised the judges to save themselves from what he called the practice of having ‘case law diarrhoea’.
Justice Muzaffar Hussain Attar, Chairman, Committee Incharge, J&K State Judicial Academy, in his welcome address, traced down the history of establishment of the State Judicial Academy and paid tributes to the visionaries who contributed in nourishing and developing the same. He advised the young judges to imbibe in themselves the judicial culture and adhere to the set norms of the judicial system.
Keynote address was delivered by Prof (Dr) Virender Kumar, Honorary Advisor to the State Judicial Academy by a power point presentation in which he deliberated in detail upon the necessity and module of judicial training.
Justice Hasnain Massodi, Member Committee Incharge, J&K State Judicial Academy proposed vote of thanks. He expressed his gratitude to visiting Judges from the Supreme Court for sparing their valuable time to guide and encourage the newly appointed Civil Judges (Junior Division).
Justice Virender Singh, Justice Mohammad Yaqoob Mir, Justice Ali Mohammad Magray, Justice D S Thakur, Justice Tashi Rabastan, Justice Bansi Lal Bhat and Justice Janak Raj Kotwal, Judges of High Court were present during the simple but impressive inaugural function during which as many as 38 newly appointed Civil Judges (Junior Division) were formally inducted in the training course.
Justice (Retd) O P Sharma, Justice (Retd) J P Singh, Registrar General, High Court, Suresh Kumar Sharma, Principal Secretary to Chief Justice, Mohd Yousuf Akhoon, Registrar Vigilance, Vinod Chatterji Koul, Registrar Judicial, High Court Jammu Wing, Rakesh Sagar Jain, Joint Registar (Judicial), Amit Gupta, President, Bar Association, Jammu M K Bhardwaj and other officer bearers of J&K Bar Association, designated Senior Advocates, faculty members of the State Judicial Academy and students from Law Faculty, University of Jammu were also present on the occasion.
The proceedings of the programme were conducted by Mohinder Kumar Sharma, Principal District and Sessions Judge, Bhaderwah. The programme concluded with the recitation of National Anthem by the students of School for Visually Impaired, Roop Nagar.
