Prabharis to get deliverables done

JAMMU, Nov 9: The Government today directed that all officers, who have been made Prabharis of the villages they visited during Back to Village Programme (B2V4), will undertake first follow-up visit to the areas between December 1-15 as they will stay mentors of the Panchayats for one year.
“The officers shouldn’t just visit and forget. It will be responsibility of the Prabhari officers to get the deliverables done,” the officials said.
They will undertake follow-up visit to the areas which were assigned to them during B2V4 between December 1-15, they said.
The officials have been directed to ensure that the works which can’t be done at district level should be referred to Planning Development and Monitoring Department, Administrative Secretaries, Finance Department etc as there is big thrust by the Government on implementation.
B2V4 Committee Incharge and Principal Secretary Higher Education Department Rohit Kansal said: “The one major feature of B2V4 has been appointment of the visiting officers as Panchayat Prabharis and their responsibility to get the developmental schemes implemented. The visiting officers will be mentor and guides of various Panchayats and ensure saturation of deliverables”.
Two separate orders issued today by the General Administration Department (GAD) Secretary Dr Piyush Singla said the Prabhari officers will undertake quarterly physical follow up visits to the Panchayats which they were allotted. Besides, they will hold monthly virtual participation on first Monday of every month.
“The Prabhari officers will guide and mentors the Panchayats, support and monitor all developmental activities and remove bottlenecks, if any, in the development process. They will ensure resolution of legitimate grievances/ demands and follow up on the deliverables of the Back to Village Programme,” the GAD order read.
It said the Prabhari Officers shall lay special focus on 101 deliverables of various departments inter-alia priority areas which have been submitted to them. They will maintain a continuous liaison with the people of Panchayat and facilitate appropriate communication between the Panchayat and local administration/ line departments, ensuring redressal of grievances/ issues locally.
“All line departments shall extend their cooperation to the “Prabhari officers to their satisfaction. Any non-responsiveness/non-cooperation by representatives of the line departments shall be reported to the concerned Sub Divisional Magistrate/District Magistrate for appropriate action,” according to the order.
It further ordered that the Department of Rural Development and Panchayati Raj shall be the Nodal Department for coordinating the exercise and shall devise an objective format/mechanism for monitoring progress of the deliverables.
The GAD order further said that eight departments/offices and agencies will complete the tasks/achieve deliverables which have been assigned to them as a follow up way-forward for the B2V4.
The departments/offices include Rural Development, Deputy Commissioners, Planning Development and Monitoring, Information Technology, Banks, GAD and Information.
All departments will review their respective deliverables and ensure saturation. They will review the Action Taken Report received from the DCs and resolve as many issues as possible and sent ATR to the Planning Department.
