Officers asked to ensure strict implementation of smoking ban

JAMMU, Feb 15: The State Government has once again impressed upon all the concerned authorities to ensure strict implementation of the ban imposed on smoking in all the Government offices and initiate appropriate penal action against the defaulter under Rules.
Further, the SP Security, Civil Secretariat shall ensure that nobody is allowed to carry cigarette and other tobacco products within the premises of the Civil Secretariat and also bring in to the notice of the concerned Administrative Secretary the case of spitting/chewing, if any detected, for appropriate action against the delinquent employee.
A fresh circular in this regard was issued today by the General Administration Depart-ment.
Pertinent to mention that vide SRO 393 of 2008, dated 03-12-2008, powers have already been delegated to the officers for compounding the offences under Section 4 of the Cigarettes and Others Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production and Supply and Distribution Act, 2003.  Circular instructions were also issued vide circular number 9-GAD of 2010, dated 07-06-2010 and circular number 20-GAD of 2014, dated 04-04-2014. However, despite this, the instances of violation are being reported from the various quarters, which have been viewed seriously by the authorities.
