OBCs neglected in State

Sir,
This is with reference to news item Furore in LC over  functioning of Backward Commission DE 5.4.13.
First and foremost thing which I would to draw the attention  of authorities is that: It is not Backward Commission,but it is State Commission for Backward classes.
The word Backward was largely  used by Dr Bhim Rao Ambedkar for left over shudaras or scheduled caste people.
It has  nothing to do with upper caste people, who are already enjoying a number of privileges from the ancient time. They are Land lords and possess high social status. Backwards are illiterate and poor, without any source of income. So Dr B R Ambedkar made certain provisions for the left over Backward, called OBC, while writing constitution of India and inserted an article 340 for the welfare of these poor, uneducated masses.
So upper caste people do not qualify to be included in the list of Backward classes.
Secondly, the Commission is defunct and does not work. Some time there is no chairperson, other times members are not there and then question of availability of suitable place for office.
On 16.11.1992 Supreme Court delivered a historical judgement of 27 percent reservation to OBC. But it is sad to say that this has not been implemented in Jammu and Kashmir. Only 2 percent  reservation has been given to OSC, other social castes.
No MLA has uttered a single word for these neglected masses of the State. They want OBC votes and give only false promises.
