NPP MLA tears papers in House

SRINAGAR, Oct 8:
A National Panthers Party (NPP) member today entered into the well of the Jammu and Kashmir Legislative Assembly House and tore some papers after it was informed that there is no provision for reservation of seats for Scheduled Castes (SCs) in the Block Development Councils  (BDCs).
As the House assembled in the morning, almost all members from opposition People’s Democratic Party (PDP), NPP, BJP and Independent Engineer Sheikh Abdul Rashid were on their feet, wanting to raise their issues.
Speaker Mohammad Akbar Lone who was to take up first question of the Question hour, asked members to raise their issues one by one.
Yash Paul Kundal of NPP said the Election Commission has announced elections to BDCs in the State without mentioning the seats reserved for the SCs.
“We are in favour of elections but the Government should identify the reserved seats for reserved category, he demanded and said Government should announce reservation before any elections are held.
However, when he did not get any response from the treasury benches, he entered into the well of the House and tore some papers.
He was supported by other members of NPP and BJP, who were also raising slogans near their seats.
Speaker Mr Lone directed Mr Kundal to resume his seat and asked other members to maintain silence.
He said there was no provision for reservation for BDC so the election notification was issued without any  reservation.
Leader of the NPP in the House Harshdev Singh wanted to know why there is no reservation for SCs in BDC when there is reservation in Parliament and Assembly.
He said Government claims to be in favour of women reservation, but there is also no reservation in BDC.
Mr Singh said though  there are more than 11 lakh people belonging to SC and it will be a grave injustice with them.
BJP and NPP members continued slogan shouting ‘We want  justice’.
However, Parliamentary Affairs Minister Ali Mohammad Sagar intervened and said let the House discuss this issue later today when a Short Duration Discussion on empowering Sarpanchs and Panchs will be taken up.
PDP member Nizam-ud-Din raised the issue of killing of a youth and injuries to two others after a high tension wire touched their vehicle in north Kashmir recently.
Independent Sheikh Rashid said the Woodra College students are facing starvation because of shortage of LPG.
He alleged that students in the hotel were not being provided meals because there was no gas.
Government has failed to check the oil companies who are selling gas cylinders in black market and refuse gas to common people in the name of verification of  documents, Mr Singh added. (UNI)
