Govt sets feeder-wise targets to
contain burgeoning losses

JAMMU, June 30: Taking serious note of startling revelations vis-à-vis functioning of the Power Development Department, the State Government has set feeder-wise targets for the officers to contain losses and failure to achieve the same within stipulated time-frame would invite severe punishment in the form of stoppage of increment, adverse remarks in the service books and even pre-mature retirement.
Official sources told EXCELSIOR that Government has taken serious note of the prevailing state-of affairs in the Power Development Department and has decided to adopt tough stand against all the officers and officials, who are acting as mute spectator to the burgeoning aggregate commercial and technical and transmission and distribution losses in their respective jurisdictions.
“The Government has now fixed feeder wise targets and time-frame within which the same have to be achieved failing which entire feeder management staff would be held accountable and stern action taken against them”, they informed.
For the feeder with T&D loss over and above 60 %, the entire management staff has been held collectively responsible for reducing losses by a minimum of 1.5 % per month. Similarly, for the feeder with T&D losses between 50 % to 60 %, the entire staff has been made accountable for reducing losses by a minimum of 1 % per month.
“In case of feeder with T&D losses between 40 % to 50 %, entire staff is now responsible for reducing the losses by a minimum of 0.75 % per month. The staff of feeder with T&D losses between 30 % to 40 % has been held responsible for reducing losses by a minimum of 0.5 % per month”, sources said, adding “it has also been ordered by the Government that no staff member of the feeder would be transferred without accountability and fixing of responsibility before a period of one year”.
To a question, they said that Government has also devised a mechanism to held accountable management staff of those feeders where any increase is noticed in T&D loss over the base line data as recorded on March 31, 2012.
The annual increment of the feeder manager and entire associated staff would be stopped if the losses increase and stay at that level for further period of three months. In case, increase of loss continues beyond 3rd month, the annual increment of AE Incharge of the feeder would also get stopped. If it continues for 5th, 6th and 9th month, then similar treatment would be given to AEE, Executive Engineer and Superintending Engineer respectively, sources disclosed.
“If the increased loss continues for 9 months then, in addition to the stoppage of increment, an adverse entry would be recorded in the service book of the feeder manager and the entire associated staff”, they said, adding “if loss continues for one year or beyond then it would entail premature transfer of staff without the benefit of any TA/DA and a suitable entry in their service book”.
Responding to a question regarding punishment in case of failure to meet the monthly targets fixed by the Government, sources said, “if the monthly and cumulative targets are not reduced by three months, one increment would be stopped”, adding “if the monthly and cumulative targets are not achieved for six months then, in addition, averse entry would be recorded in the Annual Performance Report (APR) of the concerned staff”.
Similarly, in case of no reduction during a period of one year then premature retirement would be considered by the Government under the provision of Jammu and Kashmir Civil Services Rules, they said, adding maintenance of feeder meters in working condition would be responsibility of the feeder manager concerned.
Both the Chief Engineers of EM&RE Wing have been held responsible for putting in place a monitoring and reporting system, sources said.
