JAMMU, Dec 12: Lieutenant Governor Manoj Sinha today declared that this is the Indian Government policy that there is no question of talks with Pakistan till it rejects and openly criticise terrorism even as he maintained that efforts are on to strike last nail in the coffin of terror.
Referring to the statement of certain politicians that there can be no peace in Jammu and Kashmir till talks are held with Pakistan, Sinha said he rejects this notion strongly.
Some politicians including People’s Democratic Party (PDP) president Mehbooba Mufti and, sometimes, even National Conference president Dr Farooq Abdullah have called for talks with Pakistan to resolve the issue of Kashmir.

He said many innocent lives were lost to Pakistan-sponsored terror but during last three years, strong action has been taken against terrorists and separatists and their leadership.
“Efforts are on to strike last nail in the coffin of terrorism. Remnants of terror, separatism and their ecosystem are being targeted and will be destroyed. Our efforts will go on till last symbol of terrorism is destroyed in Jammu and Kashmir,” the Lieutenant Governor said.
Asserting that terror financing and recruitment have been contained, Sinha said backbone of terror outfits and their mentors has been broken.
“Earlier also, common man wanted situation to change but it was intentionally allowed to continue. But now the days are gone when there was stone pelting in the Valley. Hartals were observed and schools, colleges and Varsities were shut on call given by the neighbour. Now, common man is earning livelihood,” Sinha said, adding the efforts are on to finish support system of the terrorism.
He said the separatists not only misled common man of Kashmir but used them as cannon fodder to fulfil their agenda. While their (separatists’) own children studied in New Delhi, Mumbai and even abroad, it was poor and common man who got killed and was made to suffer. In the process, many lives were lost, he added.
“Kashmiri Pandits were forced to flee. The question arises who benefitted from all this. Only few families of separatists benefitted while rest of the people suffered. However, Prime Minister Narendra Modi took historic decisions on August 5, 2019 which resulted into change in situation,” the Lieutenant Governor said.
He added that the nation will remain indebted to the Prime Minister for the historic decisions. Now, the people of Jammu and Kashmir want to touch new heights of development, he said.
Sinha said security forces and Jammu and Kashmir Police are in full control of the situation.
He lashed out at those “spilling blood of innocents on this land”.
Quoting Abhimanyu in Mahabharata, he said, “security forces have dismantled and broken six barricades of terrorism. Now only the seventh barricade remains. I hope that this 7th barricade is broken fast.”
Asserting that peace and normalcy cannot be bought to Jammu and Kashmir through “bargaining”, Sinha said, “GoI has a clear-cut policy that one cannot buy peace but it has to be established. We are following that.”
He said at one point in time “bargaining” was done to buy peace in Jammu and Kashmir. “That era has passed away. Now it is time to establish durable and long-lasting peace.”
However, there is change now. After a long time, youths are watching films in cinemas in Shopian and Pulwama districts, he added.
“At least 10,000 youths took out a tiranga yatra in Pulwama and raised ‘Bharat Mata Ki Jai’logans, while 8,000 youths took out a yatra in Tral. This could not have been thought in the past. As many as 500 startups have been started in Kashmir,” Sinha said.
Hitting out at people raising questions on the administration and governance, he said they used to get personal benefits in the past. “Efforts are being made so that common people don’t face any problem. Some selected people who benefited from the governance should know that it is for general people but not for the select few. Such governance will continue here henceforth.”
Article 370 gave secessionism, terrorism, nepotism and large scale corruption to Jammu Kashmir. Article 370 denied due rights to our brothers and sisters and it was used by Pakistan to spread terrorism. Prime Minister Narendra Modi with its abrogation ushered a new era of peace, progress and prosperity in J&K, Sinha said.
“Today, the world has started to understand that there is no good terrorism or bad terrorism. Terrorism in any form is the biggest atrocity against humanity, he observed.
“A befitting reply is being given to Pakistani terrorist organizations and their supporters. We do not believe in buying peace. We believe in establishing peace and determined to eliminate the entire terror ecosystem”, the Lt Governor said.
He observed that a handful of people are trying to spread a false narrative and misguide the youth.
” These people must remember that governance should be for the common man and not for the select few elites. We need to ask questions how families of terrorists were recruited in the Government services earlier? How secessionists were given jobs earlier? Those responsible for such heinous act must introspect before raising questions on transparent and merit based recruitments happenings now,” he added.
Later, in a brief chat with media persons, Sinha said unique ID will be made with consent of the families.
“A unique ID for each family will be introduced, it will have an 8-digit number. So from now onwards benefits of the Government schemes for families will reach the beneficiaries automatically. There will be no need to enrol separately. It will be time-saving and transparent,” he said.
To a question on what impact the demolition of militant commander Nengroo’s house will have, the Lieutenant Governor quipped: “the time will tell”.
On talks with protesting Kashmiri Pandit employees, Sinha said none can say that there were no talks with them by the administration.
“Their issues like promotions and postings at secured places have been addressed. We are open for talks,” he said.
To another question, Sinha said there is no electricity crisis. In fact, he added, this time five percent more electricity is being supplied.
