No proposal for extension of vertical reservation to specially-abled persons: Bali

JAMMU, Apr 7: Minister for Social Welfare, Bali Bhagat informed the Lower House that the J&K Reservation Act, 2004 and rules there under notified vide SRO-294 of 2005 provides reservation to various Scheduled Castes, Scheduled Tribes, Socially and educationally backward classess and other categories.
Replying to a Calling Attention Notice by M. Y. Tarigami, the Minister said that the total percentage of reservation will in no case exceed 50%, adding that there is already 44% vertical reservation for various groups and there are number of other representations under examination for grant of reservation for the remaining 6%.
The Minister said so far as specially abled (handicapped) persons are concerned, the Rule 4(e), read with ‘Explanation-C’ of the J&K, Reservation Rules, 2005 provides 3% horizontal reservation in direct recruitment viz Blindness or Low Vision -1%, Hearing Impairment -1% and Locomotor disability or cerebral palsy -1%.
He said as is evident, the needs of the Specially Abled Persons are addressed to a greater extent by way of extending 3% horizontal reservation in their respective categories.
He said in view of this statutory position, at present, there is no immediate proposal regarding extension of vertical reservation in respect of the specially/differently abled persons.
