SRINAGAR, Oct 3: Minister of State for PHE, Nasir Aslam Wani in reply to a question by Haji Ali Mohammad Bhat informed the Legislative Council today that Dub canal is functional and caters about 2300 hectares of land in Ganderbal district.
The Minister said that some spots of the canal need urgent improvement by way of concreting and lining. In this direction, he said the Planning and Development Department has been approached for the release of additional funds during the current financial year for the same.
Replying to a question by Vijay Bakaya, the Minister said the issue of construction of some shops at Jagti and other locations on self financial basis was discussed in the Apex Advisory Committee meeting held on 18-09-2012. He said the matter is under the active consideration of the Government.
Replying to a question by Bashir Ahmed Magray, the Minister said no housing colony has been set up by agencies of the State Government in the last four years. He said the Jammu and Kashmir Municipal Law and Jammu and Kashmir Development Act 1970 have been amended to make it mandatory on the part of Development authorities, Municipal Council and Committees, any other agency of State Government and private builders, undertaking housing scheme, to reserve not less than 10 % of the gross land area, or 20% of the developed land area or 20% of the floor space index in the housing schemes in favour of the Economically Weaker sections and Lower Income Groups .
In response to another question by Dr. Bashir Ahmed Veeri, the Minister said the sterilization of stray dogs is being regularly conducted at the Shuhama Alestang Centre and till 24-09-2012 around 680 sterilizations have been conducted. He said further strengthening of the infrastructure and creation of sterilization facility at Tengpora will facilitate increased number of sterilization per day. He said that complaints received relating to aggressive behaviour by dogs are responded to by the Municipality.
Regarding Jammu City the Minister said that a Memorandum of Understanding (MoU) has been signed between Animal Welfare Board of India, Municipal Corporation Jammu and Dean Faculty of Veterinary Science, Sher-i-Kashmir University of Agriculture Science and Technology, Jammu which envisage that sterilization of the dogs should be conducted at R. S. Pura Veterinary College clinic so as to stop further breeding of the stray dogs.
In response to another question by Murtaza Ahmed Khan, Mr. Nasir said there was some damage to the crops and land holdings, irrigation and flood control infrastructure due to flash floods during the month of September 2012 in district Poonch.
He said Rs. 29.88 lakh has to be paid to the affected families on account of relief to those who suffered losses. He said payment of relief under State Disaster Relief Fund is under process with the district administration and once the process is completed the affected families will be compensated.
Regarding reconstruction of damaged infrastructure, the Minister said that the Deputy Commissioner, Poonch has projected the demand for the requisite funds with Planning Development department for permanent restoration of damaged infrastructure.
