No end to accidents

Sir,
It is a cause of worry that in Jammu division , road accidents are increasing day by day. Now it is difficult even to keep a count as to how many accidents take place and why. On 1st Sept, as many as five major accidents took place in Jammu division in one day  which claimed four precious lives and as many as nearly 40 were injured. There are many reasons for this problem. The first and foremost is the absence of traffic discipline in most of the matador owners and drivers. There is no regulation both for the passenger as well as for the matador driver as where to halt to take passengers in and to let them leave or de-board.
Not only are the drivers stopping at will in the middle of the road to let passengers board and de-board but for passengers  expected from lanes or shops, they wait on both sides caring little for the long line of vehicles behind them wishing to have them proceed to clear the way for them. Second factor is the absence of any system to verify and inspect the fitness and the pollution levels of vehicles especially load carrying tempos, metadors, trucks and 24 hours running tractor trollies. The third factor is the prevalence of radio- stereo tape record players and pressure horns creating enough noise within and outside the vehicle . There is no systematic regular checking for it. As per a conservative survey, 45 percent of drivers do not possess valid driving licences. Teen agers are very often seen carrying two to three pillion riders on scooties and motorbikes with ears plugged with music listening devices.  As minors, they are not eligible for getting a driving licence but they manage to drive and with speed on the roads.No traffic personnel are seen on roads during wee hours and late night hours and in interior roads. Traffic awareness programmes and functions need to be held regularly.
