JAMMU, July 23: Expressing grave concern over the non-functioning of 7th Pay Commission (PC), National Mazdoor Conference (NMC) has urged upon the chairman of the Commission, Justice (retd) Ashok Mathur and other members to start negotiations with the representatives of both Central and State Government employees so that the report could be finalized and submitted to the Government in stipulated period.
In a memorandum sent to Justice Ashok Mathur, NMC president, Subhash Shastri also appealed the Commission to suggest early merger of 50% of the DA being paid to the employees and pensioners, with basic pay as recommended by earlier Pay Commissions.
He said as there is 17 months of time to complete the report, the Commission should visit all states of the country to obtain views of the State Government employees and pensioners’ bodies, which would help it to make realistic recommendations to the Government.
Shastri also suggested formulation of a National Pay Policy for both Central and State Government employees.
The Commission should recommend to the NDA Government at the Centre to accord 20% interim relief in the basic pay and pension of both Central and State Government employees and pensioners, he added.
He also demanded merger of 50% DA with basic pay and pension and enhancement of retirement age of Central Government employees to 62 years.
Shastri emphasized that whenever the recommendations of the Commission are submitted to the Central Government, the Commission should extend these recommendations to the State Governments in general and Jammu and Kashmir in particular.
