NHRC seeks status report from MHA

JAMMU, Oct 25: National Human Right Commission (NHRC) has issued directives to Union Home Ministry to furnish the status report regarding the recruitment of another 3000 displaced youth under Prime Minister’s package by J&K Government.
In its recent hearing at Union Capital, the NHRC has issued directives to Union Home Ministry to submit the status report of the same to the Commission.
The Commission which met under the chairpersonship of Justice K B Balakrishnan also issued directives to Relief and Rehabilitation Commissioner, (Migrants), Jammu to submit a copy of the writ petition to it filed in the J&K High Court along with order passed there on regarding 1554 unfilled and de-reserved vacancies.
The Commission in its ruling said that Service Selection Recruitment Board (SSRB) J&K had issued advertisement notice inviting applications from deserving candidates belonging to displaced Pandit community from Valley against which certain writ petitions have been filed in the High Court of J&K.
Besides Justice Balakrishnan the quorum comprised Justice J P Mathur, Justice B C Patel and Justice Satyabrata Pal, all members.
The displaced Pandits were represented by C L Gadoo ex president Kashmir Samiti, Delhi,  Kundan Kashmiri, president Kashmiri Pandit Conference (KPC) and others. The State Government was represented by Relief and Rehabilitation Commissioner, R K Pandita, Shankar Kumar Lal advocate while the Union Home Ministry was represented by P P Singh, its Deputy Secretary.
The Commission has set the next date of hearing on November 27 on the complaint filed by C L Gadoo, Ashok Kaul president Indo –Canadian Kashmiri Forum, H K Kaul president, All India Kashmiri Displaced Employees Forum.
They have sought the intervention of NHRC in settling the problems of the displaced people from Valley leading an exiled life in Jammu and other parts of country for last 23 years.
The representatives of KP organizations have pleaded before the Commission to issue the directives to the State and Central Government to expedite the recruitment process under PM’s employment package for displaced Pandit youth which has been already delayed.
The KP organizations have accused the Government of delaying the recruitment process under PM’s employment package of 6000 jobs meant for Kashmiri migrants announced way back in 2008 by Prime Minister, Dr Manmohan Singh during his visit to Jammu.
Out of 6000 posts the funds for 3000 were to be borne by State Government and for rest 3000 by the Central Government.
While the recruitment process for 3000 posts under Central funding has already been started by the Government and 1554 displaced youth were appointed on various posts in Kashmir Valley but no advertisements for remaining 3000 jobs has been issued by the State Government due to paucity of funds till date.
However in the Apex Committee meeting held in last April it was decided that the State Government will approach Union Government with the request to bear the expenses for the remaining 3000 posts which were under state sponsorship due to paucity of funds with it and the matter is under consideration of Union Home Ministry.
