The Jammu and Kashmir Anti-Corruption Bureau has drafted a new Vigilance Manual on the pattern of the Central Vigilance Commission (CVC). The current Vigilance Manual, which has been in use for several years, is being updated to incorporate significant developments that have occurred after the bifurcation of erstwhile J&K State into two Union Territories.
In today’s rapidly evolving digital age, investigating agencies like the Anti-Corruption Bureau (ACB) must keep pace with technology to effectively combat corruption and other crimes. To address these changes and adapt to the digital landscape, it is essential for law enforcement agencies, including the ACB, to update their working manuals and procedures. The use of advanced tools and techniques can help investigators gather evidence more efficiently, analyse data effectively, and strengthen their cases against corrupt individuals. In the new Manual, much focus is placed on digital financial dealings, which were not present in the earlier version. Additionally, the Manual will cover topics such as preventive vigilance, disciplinary proceedings, and other relevant issues. Furthermore, having a comprehensive and up-to-date manual will ensure that all officers and personnel within the ACB are aware of the latest procedures and guidelines. It will help create uniformity in their approach to handling cases and improve overall efficiency in tackling corruption. The new working manual will likely provide detailed instructions on utilising digital tools for evidence gathering, data analysis, and conducting electronic investigations. This would empower investigators to stay ahead of tech-savvy criminals and adapt to new tactics employed by corrupt individuals in the digital realm.
Incorporating guidelines on the usage of mobile applications like ‘Satark Nagrik’ and digital portals for complaint handling will encourage citizens to report corruption conveniently and anonymously, fostering greater transparency and public participation in the fight against corruption. By incorporating the latest technologies and best practices in their new Vigilance Manual, the ACB can streamline its investigation processes, reduce investigation time, and enhance the conviction percentage.
