Jammu and Kashmir due to its topography, terrain, secular fabric and positioning is unique in many ways and always require special set of rules and regulations to take everyone on board. NGOs play an important role in our social fabric especially in poor segment. Government cannot be there at every nook and corner of the UT and here the role of these NGOs become very important, to reach out to public with the grants from the administration. Factually NGOs are extended arms of Government providing incredible services to public in true spirit. Each and every section of society is somehow getting assistance from these NGOs be it Domicile forms or Shram cards or providing education, food, medical aid to the public. Their role is much more important in the harshest areas of the UT where no one ventures out during peak winter season. But of late allegations of involvement in terror funding, embezzlement of funds or for that matter influencing voters by affiliation with a particular political party. As revealed by administration, some NGOs are nothing but acted like hawala operators or arms carriers or over ground workers for terror organisations. There are too many factors going against these NGOs as such administration has decided to set the things in right way. Each and every NGO has been asked to get verified for its credentials by CID, thousands of fictitious NGOs were found to be operative and all this ultimately made Government to come out with new set of specific rules. NGOs have important role in delivering government schemes and holistic development of rural areas but some border line has to be drawn and administration has rightly set new rules in place. They have to perform in non-partisan, non- sectarian without consideration of caste, religion or any type of discrimination with anyone. Violation of set rules will automatically terminate grant in aid from the department, after all rule of law has to be implemented.
