JAMMU, Mar 24: The plenary session, 2016 of Jammu Kashmir National Panthers Party resolved on the occasion of its 34th Foundation Day that party is committed to amend article 370 so as to empower Parliament to legislate in respect of matters listed in the Central list of the Schedule VII so as to empower Indian Parliament to demolish the walls of separation.
34th Anniversary Session of the NPP was inaugurated by revolutionary leader of Maharashtra, Ram Dass Athawaley (MP) at Dogra Hall, Jammu. Mr Athawaley assured NPP that he would take up the matter of Article 370 in the Indian Constitution for its amendment to ensure that Parliament of India is empowered to legislate on Jammu and Kashmir at least in respect of defence, foreign affair and communication.
The issue was raised by Prof Bhim Singh, chief patron of NPP assuring that party is committed to amend Article 370 so as to empower Parliament to legislate in respect of matters listed in the central list, to demolish the walls of separation.
The party was founded by Prof Bhim Singh in 1982 at Jammu after resigning from MLAship. The party paid homage to those Party founding members who are no more. Prof Singh declared that he would fight for the reorganization of Jammu and Kashmir so that Kashmir valley and Jammu Pradesh may work in coordination with separate provincial Governments in Srinagar and Jammu.
All the party leaders, members of frontal organizations and a large number of workers attended the session. Several resolutions were also adopted and passed on the occasion and the leaders and members supported the same.
Prominent among those who addressed the session and played key role to pass resolutions included Harsh Dev Singh, Chairman NPP; Balwant Singh Mankotia -president NPP; PK Ganju, Bansi Lal Sharma, Anita Thakur, Sukhdev Singh, BS Biloria. Yashpal Kundal president Young Panthers, Manju Singh, Jagdev Singh, Rajesh Pargotra -Provincial president, Ashfaq Rana – District president Poonch; Sewa Singh Bali District president Ramban, Sham Gorkha, Vilakshan Singh, Gagan Pratap and others.
The main resolution adopted on the occasion included, reorganization of J&K on the basis of the cultural, geographical, linguistic and political identity of each region with separate Legislative Assemblies, separate Budgets, separate recruitments and Public Service Commissions, Planning Commissions, separate Delimitation Commissions and separate Chief Ministers, one Governor and one Chief Justice; calling on the Parliament of India to exercise its sovereign Authority to amend Article 370 so as to empower Parliament, delimitation of Assembly Constituencies, the term of the Legislative Assembly to be of five years instead of six years; reservation for the ST community in the Legislative Assembly should be incorporated in the Constitution and ST status to Pahari-ethnic population should be accorded; all Pakistani refugees who came from Pakistan in 1947/48 and lawfully settled in J&K should be granted permanent residents status with their decedents born in J&K after 1947; comprehensive settlement of 1947, 65, 71 PoK refugees etc.
