For quite some times, various states have been demanding that the Centre raise more battalions of Indian Reserve Police (IRP) keeping in mind that the need arises out of disturbed conditions in parts of the country and the violence promoted through external agencies. Security is the first requirement of a country that is in a state of development. We have disturbances in some of the eastern states and Jammu and Kashmir. We have some states infested with Naxals and Maoists. The Home Ministry has given serious thought to it and has now come out with its decision of raising 17 mew battalions of IRP out of which five will be meant of the State of Jammu and Kashmir as it is one of the violence stricken states and the Chief Minister had been impressing upon the Home Ministry for increased manpower to man the security of the State. Each newly raised battalion comprises 1100 personnel which mean the five battalions proposed for J&K will recruit 5500 jawans. Expenditure on this count will be shared in the ration of 75:25 between the Central and the State Government. The raising of five new IRP battalions would need Rs 305 crore expenditure and the Centre has agreed to bear 75 per cent cost of it i.e. Rs 226 crore worth expenditure would be borne by the Government of India and Rs 79 crore by the J&K Government. The battalions will come up in two years.
The salient feature of raising five new battalions for the J&K is that 5500 youth of the State will find employment. We think that the Government’s policy is to give preference to the recruitment of local people especially in militancy infested areas.
Now that the Home Ministry has sanctioned raising of five battalions of IRP in J&K, we are hopeful that the State Government will strictly adhere to the norms set forth by the Union Ministry for these recruitments. In the first place, all the three regions of the State should get proper share of recruitment. Additionally, it has to be born in mind that the recruits living along the IB, LoC and always exposed to physical threat by the firing from Pakistani side have to be given preference in recruitment.
We hope that with the increase in man power, our forces will be able to meet the challenge of militants with better efficiency and stronger confidence. The State police have given proof of its dedication to the duty under difficult conditions. It has made many sacrifices and the State is proud of them.
