JAMMU, Aug 16: Blaming Congress and National Conference (NC) for incorporating controversial Article 370 through backdoor in Indian Constitution, Bharatiya Janata Party (BJP) national general secretary and incharge J&K, Ram Madhav today said former Prime Minister of India, Jawahar Lal Nehru and National Conference (NC) founder leader, Sheikh Mohammed Abdullah connived with each other in this regard and brought the law without the consent of the people of the State.

Madhav during his visit here today was addressing a function in connection with first death anniversary of former Prime Minister and BJP stalwart, Atal Behari Vajpayee here at party headquarters. He said when the whole nation was opposing the two nation theory propounded by Ali Mohammed Jinnah in 1947, Sheikh Abdullah with the backing of Pt. Jawahar Lal Nehru was advocating for three nation theory, India, Pakistan and J&K. But Prime Minister, Narendra Modi has completely dismantled the three nation theory now.
Madhav alleged that both Nehru and Sheikh connived with each other and brought the controversial Article without the consent of the people of the State. “Article 370 was incorporated through backdoor without solid reasons for its incorporation even when the decision was negated by National Working Committee of Congress itself. It was Pt. Nehru who was outside the country at that time and he forced the then Home Minister, Sardar Patel to get the law incorporated in the Constitution of India’’, he added.
He alleged even the four members sent to the Pratinidhi Sabha from J&K were also chosen undemocratically on the directives of former CM of J&K, Sheikh Mohammed Abdullah while the people of the State were not taken into confidence’’.
He said with the abrogation of controversial Article, the State has been fully integrated with India thus removing all the barriers.
‘He said the people in the State have now heaved a sigh of relief after the controversial Article was abrogated and State has been fully integrated with country and all three regions will lead towards prosperity and development.
Hinting towards delimitation of Assembly Constituencies, he said seats will now be rationalized in the State taking all factors into consideration. The Assembly seats will also increase in the State, he added.
He said justice will be given to Kashmiri migrants who are leading an exiled life outside Valley for last 30 years now. Besides, the West Pak refugees, women, Nomads and other communities will also get justice as old and useless laws will be done away with the implementation of Central laws, he added.
Madhav said that Panchayats will be empowered now and they will get direct Central assistance which will herald into the development of the State.
He said unfinished agenda of BJP has been taken to logical conclusion now and every one in the country feels happy as it was pinching the people since the independence of India. A lot of struggle was held all over the country over the years and many sacrifices were given to achieve this task.
He said Article 370 was an emotional issue for the rest of India while it was the issue of life and death for the people of J&K and today people of all three regions enjoy this landmark decision of Narendra Modi led Government.
He, however, said that the Statehood will be restored to J&K as soon as the normalcy is completely restored.
Later, addressing a meeting of Gujjars and Bakarwals organized by former Minister, Abdul Gani Kohli here, Madhav said that with the abrogation of Article 370, the nomadic people in the State will also get justice now after the implementation of Tribal law in the State.
Hitting out at dynastic parties, he said earlier all benefits were taken by the few families of Kashmir under the garb of Article 370 while common masses of the State including Gujjars and Bakarwals were left in lurch.
He said Modi Government took a historical decision to give the deprived people their rights. All the Central schemes and decisions for the benefit of rural people will be implemented in the State now. Earlier funds granted for Panchayats by Union Government were being misused by the ruling elite under the Article 370 and they were not reaching to the people at grass root level, he added.
There was no development in the State and people were deprived of all benefits and political power remained confined to few dynasties of Valley while common masses remained deprived. “The powers enjoyed by village Panchayats in the rest of the country were not enjoyed by Panchyats here because Article 370 was a great barrier and these powers were misused by political leaders in the State’’, he added.
Madhav said to reach money directly to people and for empowerment of weaker sections like Gujjars and Bakarwals, Narendra Modi abrogated the Article 370. “The abrogation will empower you both politically as well as financially’’, he added.
He said the benefits granted to Tribal communities in the country will now directly reach to Tribal people of J&K. After a long struggle, the SCs got political reservation in J&K and now the ST people with the abrogation of Article 370 will also get the benefit of these reservations, he added.
He said in UT, the MLA seats will be reserved for Gujjars and Bakarwals as per Tribal population and only Tribals can contest on those seats. Besides reserved seats, the Tribals can contest on other seats too, he added.
Cautioning the people about the rumour mongers that with abrogation of 370, the State has lost its identity, Madhav said the case is different and only few dynasties in Kashmir lost their bread and butter while common masses have been benefitted.
He said these families feel threatened to lose their benefits after Gujjars and Bakarwals get empowered. Hence the people should not trust the false propaganda, Madhav added.
Madhav said the decision on abrogation of Article 370 was taken by Modi Government for the benefit and welfare of common masses and hence they should not get misled. He said the role of Gujjars and Bakarwals will increase now in political set up of the State.
Addressing the gathering, Ravinder Raina, State president BJP, said that over 70 years of slavery has ended in the State now. He said the myth created by NC and other parties that after abrogation of 370 the Muslims will feel threatened in J&K has exploded. Muslims are much more safe now as they were earlier, he added.
He said NC ruled the State for 60 years and the condition of Gujjars and Bakarwals did not change as they were deprived of rights. There are seats reserved for Gujjars and Bakarwals in other States but not in J&K due to Article 370.
He said the Gujjars and Bakarwals were made scapegoat by Nehru –Sheikh Abdullah dynasties and now the seats will be reserved for the community even form Valley.
MP, Jugal Kishore Sharma also welcomed the decision saying that the deprived classes in the State will get justice.
Former Minister, Abdul Gani Kohli alleged that the Kashmiri leadership deprived the Gujjars and Bakarwals of their rights over the years. He said the division of State was made in such a way so that the Kashmiris should have dominance always and NC and PDP leadership was never ready to accommodate Gujjars.
