Under service rules, a Government functionary/ officer after superannuation has to surrender all the facilities and privileges extended to him by the Government. These include residential quarter, vehicle, telephone connection and any other facility. Of course, not to cause them hardship, under rules some time is given to them to surrender these privileges. After the expiry of allowed period there is no justification for any of them to retain those privileges.
However, the Ministry of Home Affairs has received reports that some of the Government officers retain Government vehicles along with drivers and guards as if they continue to be in services. This is illegal and cannot be allowed by the Home Ministry. As such Home Secretary has issued a circular to all Chief Secretaries of the States and other organizations that this illegal practice of the superannuated officers has to stop forthwith failing which they will be charged in accordance with the rules. This order takes immediate effect. Now that the Union Home Ministry has taken a firm decision and will not allow its infringement in any case, we would like that the State Chief Secretary, to whom a copy of the circular from the MHA has also been sent, takes strong steps to enforce the spirit of the directive from the Home Minister. We know that a good number of retired senior Government officers in the State are not observing the rules strictly and continue to make illegal use of some privileges they enjoyed during their tenure. They cannot continue with illegal practice of enjoying the sops and should be told to observe the rules.
