Ladakh notifies draft RR for Gazetted posts

JAMMU, Nov 16: The Union Territory administration of Ladakh has notified draft Recruitment Rules for Gazetted posts of PHE and PWD for consultations by stakeholders before sending them to the Union Public Services Commission (UPSC). The Ladakh administration today also increased minimum wages for unskilled and skilled workers of the UT.
Official said the draft Recruitment Rules for Gazetted posts of the PHE were today uploaded on website by the UT administration of Ladakh for stakeholders consultation, which was a mandatory requirement before sending them to the UPSC.
The Recruitment Rules of Public Works Department (R&B) were also uploaded earlier by the UT administration.
“On finalization of Recruitment Rules, the Gazetted posts would be referred for recruitment to the UPSC,” sources said.
Few days back, the Union Ministry of Home Affairs had given powers to the Lieutenant Governor of Ladakh for drafting Recruitment Rules for the posts of Gazetted Officers.
Meanwhile, through another order issued by the administration of Union Territory of Ladakh, the minimum wages for unskilled and skilled workers have been enhanced.
The wages per day for unskilled workers have been increased from Rs 225 to Rs 450 while that for skilled workers have been raised from Rs 350 to Rs 575.
The wages have been enhanced for daily wage earners (daily wagers) including casual workers/casual labourers/daily rated worker, who are duly engaged and working in all Government departments besides Municipalities and Local Bodies.
The new wages were earlier notified by the Labour and Employment Department of Ladakh.
“The concerned Drawing and Disbursing Officers (DDOs)/Controlling Officers shall certify with every bill that daily wagers/casual workers/casual labourers/daily rated workers have worked for the prescribed time period every day and their performance has been satisfactory. Performance and work done by the daily wager must be certified every month by the concerned Controlling Officer,” the UT Ladakh administration order read.
It said the concerned District Officer shall make a detailed review of the number of workers required by assessing and ascertaining nature of work performed by existing workers in the department and put up a report to their Administrative Department through respective Deputy Commissioner/CEO Ladakh Autonomous Hill Development Council (LAHDC).
It added that before drawl of wages on revised rates, it shall be ensured by the Controlling Officer that the daily wager is registered on e-Shram portal and their registration number shall be mentioned in the wage bill.
The UT administration has asked all departments to ensure bio-metric attendance system for all categories of workers engaged in the departments.
