Members demand action against officers for violating House, court directions

SRINAGAR : Cutting across party lines members from treasury and opposition benches today demanded immediate action against the officers responsible for violating directions from the House and court orders and allotting 40 hectares for mining to a Chandigrah based company.
Taking strong note of violating House directions, Speaker Kavinder Gupta said this was not only an act of showing disrespect to chair but also House.
”What is the use of my sitting in the chair when directions are not being implemented” he said heard besides demanding action against the officers responsible for allotting the mining work to a company of non state subject.
Mr Gupta has recently constituted a committee following massive protests by entire opposition besides some ruling Members alleging that SRO 105 under which-non state subjects could also participate in the bidding, particularly from Punjab who will take over the mining in Jammu and Kashmir.
Minister for Revenue, relief and rehabilitation Basharat Ahmad Bukhari also joined the issue and demanded stern action against the officers for violating the House directions.
The issue was raised by the lone Communist Party of India (M) Member Mohammad Yousuf Targami immediately after the House met to take up the Question-Hour.
Mr Targami, who is also one of the member of the committee set up by speaker, said despite clear directions from the Chair that no contract should be allotted until the committee submits its report, a contract was allotted to a Chandigrah based company of one Mohan Paul Singh.
The contractor was given 40 hectares for mining in Kathua in Jammu region. However, the BJP MLA from Kathua Rajiv Jasrotia immediately responded and said he too was not aware any such contract. He said even the High Court has stayed the SRO and how can the contract was allotted, he wondered.
Mr Targami was joined by NC MLA Mohammad Akbar Lone, who heads the committee and demanded to immediate suspension and moving of privilege motion against all those involved in allotting the contract despite the clear directions from the House to keep on hold the SRO till final report from the House Committee.
Mr Targami alleged that the Pollution Control Board has given No Objection Certificate (NOC) to the contract only on June 22 when the House Committee was constituted.
It is a great disrespect to the chair and House, he said and demanding scrapping of the contract immediately. Other members also joined the issue and raised slogans demanding scrapping of the contract and action against the officers.
The secretary mining and pollution control must resign or suspended to showing disrespect to the House. Speaker said it was disrespect to the Chair and said the matter was very serious.
Later, it was decided to have debate on the issue after Question-Hour. Speaker constituted a committee heaed by Mr Lone and other members are Mohammad Yousuf Tarigami, Nawang Rigzin Jora, Bashir Ahmed Dar, Choudhary Sukhnandan, Syed Mohammad Altaf Bukhari, Mohammad Yousuf Bhat, Mohammad Ashraf Mir, Rajeev Jasrotia, Ranbir Singh Pathania and Shakti Raj Parihar attended the meeting.
The six members of Committee including Chairman is scheduled to visit Jammu on June 26, 2016 for an on spot study of Ravi and Ujh River. Senior officers and officials of Assembly Secretariat were also present on the occasion. (AGENCIES)
